The Conclusive Statement by

the 5th Congress of the Overseas Chinese Democracy Coalition (OCDC)

April 11, 2004 in Geneva

 

 

The 5th Congress of the Overseas Chinese Democracy Coalition was held in Galliard, France next to Geneva, Switzerland on April 10 and 11, 2004.  The Chinese democracy leaders from many countries on 4 continents attended the Congress.  It was hosted by the chairman of the Coalition, Mr. WEI Jingsheng.

 

During the congress, the participants discussed the current status of the Chinese democracy movement, the international circumstances, the on-going United Nations' 60th human rights commission, and the political and economic conditions inside of China.

 

The first topic of the congress was about the purpose of the Chinese democracy movement.  Although end of the one-party dictatorship is the common ground of agreement, there are people in favor of peaceful change, while others are in favor of military uprising.  We believe in peaceful and rational approaches rather than violence.

 

During the congress, Mr. Wei Jingsheng analyzed the current Chinese democracy movement.  He thinks that the number of people directly involved with the movement has been declining, however, the team is more pure and the spirit is higher.  As long as these team leaders continue on their beliefs, there will be many followers when the time comes.  Reviewing the history of the democracy movement in many countries, it is always true that very few people could continue at a difficult period.  However, they all succeeded at the end.  Mr. Wei concluded: "Only a very small minority in this world will fight for their goal without considering their own personal interest.  However, they will also win the most respect." We must hold on our beliefs to continue our correct journey until the day of success.  Mr. Wei continued: "Our goal is to be like a lighthouse, to provide hope and guidance to our fellow Chinese; to be like a flag, to lead them.  So we must carry on this flag.  Now we are outside of China and do not have to go to prison to the least.  If we do not continue, we will make our fellow Chinese disappointed and it is also disrespectful of our own responsibilities."

 

The participants agreed that the public education for democracy and freedom is the most urgent need at the present time.  We need to use all the possible means to build our own media, starting from websites and expanding into newspapers, etc.  We need to have a clear stand with strategy and tactics.  Our goals are to let the people both inside and outside China to know what the Chinese government has done, and the deserved rights for our Chinese people.

 

The congress also discussed the international environment, including the ongoing United Nations' 60th human rights commission's resolution to condemn Chinese government's human rights abuses.  Our human rights defenders have had a more difficult time since September 11, 2001.  However, it is getting better now and we need to take the opportunity to push for international pressure in an effort to improve Chinese human rights condition.

 

The congress also had an extended exchange regarding the political and economical situation inside China.  Besides numerous incidents of political darkness and suppression, the bubbling economic condition and the incomplete market economy also undermines the financial world and bring the potential of collapse.  People inside China, including those in higher positions, are not satisfied with the current status. They are disgusted with the dictatorship, and do not trust the government.  Although they might not be able to oppose openly, their building of mentality and thoughts shall lead them to accept the democratic change in the future.

 

Mr. Wei thinks that it is very important for those of us outside to stick with our moral standard and not sacrifice the freedom and lives of our own comrades and our Chinese people in exchange of staging a show.

 

During the congress, invited Tibetan human rights activist Mr. Tenpa Tsering also gave a speech, which condemned the dictator Chinese government and expressed his longing for democracy.

 

Regarding the issue of Tibet and Taiwan, Mr. Wei pointed out that the Chinese government forces their “independence” - they want to be independent from the one-party dictatorship of the Chinese Communists.  But we are all longing for the same freedom and democracy.  Should China become fully democratic, this issue would be much easier to resolve.

 

One of the board members of the Wei Jingsheng Foundation, Princess Felizitas von Schonborn, also attended the meeting and gave a speech.  She highly praised Mr. Wei Jingsheng.  She said: "One of the persons I most respect is Mr. Wei.  He is the father of the Chinese democracy movement.  What he had done is not just beneficial to the suffering Chinese, but also to the whole of humanity."  She further stressed: "It is very easy for us to live in the Western world, to buy things and to travel.  Then gradually we forget freedom and knowledge of these very important things.  I think that we could take you as example, to relearn the knowledge of living."

 

The participants agreed that the evaluation of Princess von Schonborn of Mr. Wei, should help us realize that indeed, Mr. Wei Jingsheng is our valuable resource and should be well utilized.  In the past democracy movement of South Africa, Burma, and Czech Republic, they all have their own leading flags.  We should treasure this excellent flag for the Chinese democratic movement that only history could make.

 

During the congress, the chairman of the Democratic Front of China, Mr. Fei LianYong, initiated the appeal to the delegations of the UN Human Rights Commission.  The appeal listed the examples of Chinese government suppressing human rights and urged the delegates to condemn Chinese government's human rights records.

中国民主运动海外联席会议第五次会议公告

 

 

中国民主运动海外联席会议第五次年会于200441011日在瑞士日内瓦湖畔举行。会议由中国民主运动海外联席会议主席魏京生先生主持,来自四大洲多个国家的民运领袖出席了会议。

 

会议上讨论了当前民运的形势,国际形势,今年联合国人权大会的形势,国内经济政治状况等等。

 

会议的第一个议题是:民主运动的目标是什么?推翻一党专制是大家的共识。但是有人认为应该搞武装暴动,有人认为要坚持和平理性。我们坚持和平理性,不以武装暴力为目标,但是也没有理由反对国内老百姓的各种形式的反抗。

 

会议上魏京生先生分析了当前的民运形势,他认为现在坚定地参加民主运动的人数减少了,但是队伍更加纯洁了。只要有这么一批骨干在坚持,一旦时机成熟了,必定会有一大批人跟随。从各国民主运动历史上看,在困难时期,坚持的人总是很少的,境况都很艰难,但最后还是成功了。魏先生说,“世界上不为自己利益着想而奋斗的人,永远是少数,但是也永远最受人尊敬。”我们的道路是正确的,真理在手,一定会成功,因此我们对自己要有信心,要坚持到底。魏先生说,“我们的目标是,做一个灯塔,给老百姓希望和方向;做一个旗帜,让老百姓可以跟着走。所以这个旗子一定要扛。我们在海外,至少不用进监牢。为什么不扛?我们不做,对不起江东父老,也是失职。”

 

与会人员一致认为,宣传是目前第一需要的事情。我们应该利用一切可能的机会创立自己的媒体,最初可以是网站,有条件的时候应该有自己的报纸,让民运的声音传播出去。在宣传方面,要旗帜鲜明,但是也要有策略和技术。我们完全可以拿过共产党的话题,反过来讲我们的道理,比如爱国和卖国的问题。宣传上的方式方法,用事实和道理来以理服人。如果可能,应该写系列的文章,告诉百姓,西方是如何保护人权的,中国政府又如何地反其道而行之。我们要让国外的人们和国内的老百姓知道中国政府的罪恶,和中国老百姓应有的权利。

 

会议还讨论了国际形势,包括这次召开的联合国人权大会对中国政府谴责的提案。前几年由于911事件,美国为了反恐,和中共比较亲密,国际形势对我们不太有利,但是目前情形有了变化,我们会有更多的机会。我们是一个很重要的政治势力,比绝大多数第三世界流亡团体有利,应该抓紧这个时机做工作,推动国际势力迫使中国政府改善人权。

 

对于国内的政治经济状况,大家在会议上进行了广泛交流。政治上的黑暗和迫害,有无数令人发指的事例;而经济上的泡沫状况、不完整的市场经济,也给国内经济金融的崩溃埋伏了隐患;国内百姓,包括上层人物都对现状不满、对专制反感、对政府不信赖,尽管他们可能并没有公开反抗,但这些情绪都是对未来接受民主变化的酝酿和积累。

 

魏先生认为,我们在海外搞民运的人,要坚持自己的道德标准,不要为了做秀,而牺牲国内同志和百姓的自由和生命。

 

会议期间,列席会议的西藏人权运动人士登巴次仁也发表了讲演,表示了对专制政府的愤恨,对民主的向往。

 

关于西藏台湾问题,魏先生指出,他们目前提出“独立”是被迫的,其实只是想独立于中共的一党专制之外。大家向往的都是同样的民主自由。等到中国全面实现了民主,这个问题就容易解决了。

 

魏京生基金会董事之一弗莱斯塔·冯·什波恩公主(Princess Felizitas von Schonborn)也出席了会议,并发表了讲话。她高度评价了魏京生先生:“我最崇拜的人之一就是魏先生。他也是中国民主运动之父。他所做的不仅对中国受苦受难的人们有利,而且对全世界整个人类有益。”她还说,“我们在西方生活很容易,可以买东西、旅行。我们因此渐渐地忘记了自由、知识这些很重要的东西。我认为,现在以你们为榜样,我们可以重新学会生活的知识。”

 

与会人员认为,什波恩女士为魏先生所做的评价,让我们意识到,魏京生先生是一个很好的资源,应该好好利用。南非、缅甸、捷克等国的民主运动都有自己的旗帜,我们应该珍惜这个历史造就的中国民主政治运动的优秀旗帜。

 

会议中民阵主席费良勇先生起草了向联合国大会各国代表团的呼吁书,列举了中国政府践踏人权、迫害百姓和民运人士的事例,要求各代表团支持对中国政府的谴责案。
