A Statement by

The headquarters of the Overseas Chinese Democracy Coalition (OCDC)

December 13, 2004

 

 

We are grieved to learn that a few hours ago Mr. LIU XiaoBo and Mr. YU Jie, both belonging to the Independent Chinese Pen, were taken away by police.  Mr. Liu is the chairman of the organization, and Mr. Yu is a board member.

 

As more details emerged, and from many phone calls this headquarters has received, we learned that Mr. LIU was taken away by well-prepared secret police (i.e. National Security Bureau officers) with search warranty while he was still conducting an interview with Hong Kong's Open Magazine.  There are many police surrounding the homes of relatives so they cannot even get out.  As usual, their home phones are cut off from communicating with the outside as well (responding with "wrong number" and/or "no one answering").

 

Meanwhile, we have also learned that other members of the Independent Chinese Pen have gone through other forms of harassment and "investigation" by the police.  We are concerned for their well being as well.

 

Although both Mr. Liu and Mr. Yu are not involved directly with the Chinese democracy movement, their reputed articles speak of their conscience and for social justice have been well received.  Nevertheless, although survived at the beginning, according to a recent "secret document" of the Chinese government, Independent Chinese Pen and 5 of its members were "criticized" by Chinese President Hu Jintao name by name recently, along with the typical dissident groups.  At the same time, all their articles were banned inside of China.  All of us have taken this unusual move as a forecast for a major crackdown directly ordered from the highest level of the Chinese government.  This forecast has unfortunately been proved true, starting with the arrest of Mr. SHI Tao, a well-known poet and freelance writer, whose fate is still unknown.

 

For the last a few hours, this headquarters, as well as its leader Mr. Wei Jingsheng, have taken a series of actions, and we will continue to do so.  Meanwhile, we urge our members all over the world to take action immediately as well -- for people of conscience, for all of our well-being, especially for those inside China - we have received overwhelming details and concern recently regarding the worsening situation there.

 

In particular, we ask all of you to contact the government and parliament of your resident country, call for their attention, provide them with detail and urge them to put the Chinese human rights agenda on the table during their dealings with the Chinese government, in an effort to improve the human rights condition in China, as well as for the early release of these two writers.

 

Together, we shall overcome.

我们几小时前刚刚获悉,同时属于“独立中文作家笔会”的刘晓波先生和余杰先生今天被警察带走。刘先生是笔会的主席,余先生是笔会的理事。

 

随着细节的披露和许多打到我们总部的电话,我们得知刘晓波先生是在接受香港《开放》杂志采访的时候,被带着搜查证的国家安全局官员带走的。目前有许多警察包围了两人的住处,他们的亲属都不得出外。和以往一样,家中的电话线也被切断了,外界的电话无法打入(以“电话号码有误”或“无人接话”等形式)。

 

同时,我们还得知笔会的其他成员得到了不同程度的骚扰和警察的“调查”。我们非常忧虑他们的处境。

 

尽管刘晓波和余杰两位先生并没有直接参与中国民主运动,但是他们知名度很高的文章在国内外广为流传。最近的一份秘密文件透露,胡锦涛点名“批评” 独立笔会和包括余杰在内的五名成员,把他们和其它的异议及民运组织相提并论。他们的文章也不得发表。这使得大家都担心政治寒流的到来。不幸的是,最近的一系列事件证明这个担心已成为现实,其中就包括不久前知名自由撰稿人和诗人师涛先生的被捕。

 

在刚才的几个小时里,中国民主运动海外联席会议总部以及魏京生先生本人,都采取了一系列行动。我们将继续努力。在此,我们也动员我们在世界各地的成员采取立即的行动,——为了人民的良知,为了我们的自由,特别是为了那些生活在中国大陆的百姓的自由。我们对目前状况许多细节的了解,使得我们对中国近来恶化的人权局势非常担忧。

 

在这里,我们特别要求大家和当地国家的政府、国会及议会联系,引起他们对此项事件的关注。请将刘晓波、余杰两人被捕的细节报告给相关人士,促使他们在和中国政府打交道的时候,把中国人权提到议事日程上来,以便改善中国的人权状况,并尽快释放这两名作家。
