Independent Chinese PEN Center Alert:

China: ICPC Member, Journalist, and Poet SHI Tao Arrested

 

 

The Independent Chinese PEN Center (ICPC) is seriously concerned about the detention of its member, poet, freelance writer, and journalist SHI Tao on 24 November 2004.  Police from the National Security Bureau of Changsha City, Hunan Province arrested Mr. Shi at his home in Taiyuan (the capital city of Shanxi Province). The security police, headed by department chief Mr. Zhang, also took away Shi's computer, writings and other personal belongings but did not show any legal document for their actions. His wife has been threatened with possible "negative consequences" on Shi's case if she reports his arrest to any press media.  On 2 December, the police of the National Security Bureau of Taiyuan City showed to her a copy of the Criminal Detention Certificate sent by e-mail from Changsha, which charged Shi Tao with "suspicion of leaking national secrets" and returned a few of his personal belongings such as the bankbook among others. She wrote a short note and asked the police to forward it to Shi. However, Mr. Shi is said to be held incommunicado and his whereabouts are unknown.

 

36 year-old Shi Tao had been a journalist at several newspapers in sequence for years. He resigned from the Dangdai Shang Bao (Contemporary Trade News) in Changsha, in May 2004 and went back to his home city of Taiyuan. Since then he has been working as a freelance journalist and writer. He has been a poet since his teenage years and published several books of poetry. In recent years, he has published a lot of essays, including political commentaries and criticisms on China's social problems, in the overseas Chinese media such as Democracy Forum.

 

ICPC is afraid that Shi Tao may be at risk of ill treatment in detention, and demands assurance that he be given immediate access to legal representation as well as family visits. ICPC calls for Shi Tao's immediate and unconditional release if he is held solely for the legitimate practice of his profession, in accordance with Article 19 of the United Nations Universal Declaration of Human Rights.

独立中文作家笔会从会员师涛家属处获得确实消息,20041124日师涛在山西太原家中被湖南长沙国安部人员带走,下落不明。国安人员没有出示任何正式拘捕文件,事后至今也没有补办任何法律手续。

 

据师涛弟弟师华报告:逮捕师涛由长沙国安一位张姓处长执行,当场没有出示任何法律文件。国安人员还抄走了师涛个人电脑及一些文字材料。师涛被带走后没有消息,焦急的师涛家人多次向太原市国安部门询问,被告知师涛“涉嫌泄漏国家机密”,以后补办拘捕法律手续,会向师涛家人通报具体案情。

 

另据师涛妻子王媛介绍:师涛被押往长沙时,有两名太原安全局的人员陪同。期间,国安人员和王媛单位领导先后找过王媛谈话,威胁她不许把师涛被捕之事向媒体通报,否则对师涛没有好处。直到122日,太原国安人员才找到王媛,向她出示了从长沙通过电子邮件传过来的“刑事拘留证”,拘留理由是“涉嫌泄漏国家机密”。国安人员还归还了少部分被查抄物品,如存折。王媛给师涛写了简短的纸条,请国安人员转交。

 

虽然长沙安全局出示了法律手续,但师涛家人至今不知道他关在何处,也得不到更详细的信息。师涛的母亲非常焦急,老人已准备独自去长沙探问。

 

师涛曾先后就职于陕西《华商报》、太原《西安商报》、《老新闻》、《法制日报》等多家媒体,被捕之前就职湖南长沙《当代商报》,今年五月份离职回到太原。他也是诗人,出版过诗集,近年来也为境外媒体如《民主论坛》电子刊物撰稿。

 

独立中文作家笔会对本会会员师涛被捕事件表示严重关切,敦促有关当局尊重中国法律和国际法规履行合法拘捕手续,保证师涛的人身权利、言论权利和聘用律师等基本人权;停止对师涛家属的威胁,保证师涛的家人能得到相关信息,并尽快允许家人探望师涛。
