Wei Jingsheng Speaks at Rally: "Anti-Secession" law is the Chinese Government's "legal excuse" to attack Taiwan (Central News Agency)

 

 

On January 8, 2005, the Chinese democracy advocator Mr. Wei Jingsheng said that Mainland China is using the "Anti-Secession" Law as a foundation for the legal excuse to invade Taiwan.

 

Wei Jingsheng expressed this thought when he was answering questions from the Central News Agency.  He was attending the "Say Bye-Bye to Chinese Communism" demonstration organized by the Chinese communities in the Washington DC area.  He thinks that with the draft of this law (in December 2004), the tensions across the Taiwan Strait have heightened even beyond those of 1996, when China test-fired live missiles and held live-ammunition war games in the Taiwan Strait.

 

Wei Jingsheng said, there are politicians in Taiwan who once thought that when Chinese Communist Party leader Hu Jintao came to power, his Taiwan policy would be gentler than that of the Jiang ZeMin era.  In reality, a series of new policies recently promoted in China, including this "Anti-Secession" law, has displayed Hu Jintao's aggressive "true colors".  This long term critic of the Chinese Communist government pointed out that attacking Taiwan is a big issue, with voices against it that are quite loud even within the Mainland.  However, by using the increased voicing of independence in Taiwan, the Chinese leadership has purposefully stimulated "patriotism" in the Mainland and took the opportunity to enact this "anti-secession" law in an effort to get the legal excuse to invade Taiwan in the future.

 

Wei said that some people in Taiwan believe that China will not start a war against Taiwan due to economic interests.  However, they should know that, for a dictatorial leadership like the Chinese government, the political considerations often outweigh their caring for the economy.  Should "patriotism" get in their way, the possibility of using the military to attack Taiwan could not be excluded.

 

Wei thinks that Beijing's intention in passing this "anti-Secession" law is not reversible.  He suggested that Taiwan adjust its own foreign policy and strengthen its relationship with the US and other Western countries for their support.  He also pointed out that Taiwan needs to improve its relationship with people in Mainland China - there is no use for "expressing kindness" to the Communist leaders, but to express kindness to the Chinese people to win their hearts is the most important.

中國大陸民運人士魏京生八日表示,大陸當局制定反分裂法,是為攻打台灣找一個法律上合理的藉口。

 

魏京生八日出席華府地區社團向"中共告別"遊行活動,他在回答中央社記者問題時,作上述表示。他表示,大陸反分裂法提出後,目前兩岸關係處於低潮,他認為這比一九九六年中共飛彈危機時期更緊張。

 

魏京生說,台灣政界曾經有人以為,中國國家主席暨總書記胡錦濤上台了,對台灣政策會比過去江澤民時間來得溫和,事實上,胡錦濤最近一些政策,已逐漸顯露出強悍的面目,反分裂法即為一例。這位長期批評中共政權的大陸異議人士指出,攻打台灣是件大事,過去大陸內部反對攻台的聲音不小,但最近中共當局有意利用台灣島內台獨聲音升高之際,激起大陸內部的愛國主義,順勢制定反分裂法,以作為未來攻台找適法性的藉口。

 

魏京生說,部分台灣人以為,中國為了經濟利益,不會輕易發動戰爭打台灣,但要了解,中國當局是獨裁政權,政治考量常常重於經濟,一旦大陸內部愛國主義抬頭,對台動武並非完全不可能。

 

他認為,制定反分裂法的情勢已不可扭轉,台灣因應作法,首先要調整國際外交政策,強化和美國等西方國家關係,爭取各國支持;同時,對大陸人民的宣傳也要改善,對中共當權者"釋出善意"是沒有用的,對中國百姓釋出善意,爭取人心才重要。
