As the plenary session of the Chinese National People's Congress (NPC), and the NPC's advisory body, the Chinese People's Political Consultative Conference (CPPCC) started a few days ago, I received the following appeal letter to the delegates of the NPC and CPPCC from some of our democracy advocates inside China. They wish the whole world will read this letter.

Dear Delegates:
Due to the Chinese Communist Party ruling elites' insistence on a dictatorial system and direction, Chinese society faces a difficult period. All their policies: economic, judicial, human and civil rights, ,,, have violated the Constitution. The Constitution is a piece of paper with no power. In its implementation, the Constitutional provisions are subverted, violations of civil and human rights are rampant. Corruption is unimpeded. These phenomena have reached historically unprecedented proportions. Economic development has become wasteful and inefficient. Economic progress is a bubble. This puts a heavy burden on the ordinary people who pay the heaviest price yet benefit the least. The ruling class ruthlessly exploits the fruits of people's sweat and blood.
For the Chinese society to make genuine progress, it must have trust and harmony. Social divisions and conflicts waste huge amounts of peoples' creativity and energy, leading to grave instability. The instability can implode any time for any reason. Currently, any opposition: political, religious, defending the Constitution, ,,, faces harassments of interrogation, detention, arrest, kidnapping, surveillance, deprivation of employment, etc. In other words, the ruling power can freely use these brutal methods on the people who have absolutely no recourse.
In the past several months the suppression has intensified. Victims include: Li Guotao, Dai Xuewu, Yang Qinheng, Shi Tao, Liu Xiaobo, Yu Jie, Zhang Zhuhua, Zheng Yichun, Zhang Lin, Zhao Xin, Lu Yongxiang, Li Boguang, Yang Tianshui, Ye Guozhu, Hu Jia, Gao Zhicheng, Guo Guoting, and many Falungong practitioners, underground Christians, and other religious practitioners - the list goes on.
Anyone who has common sense knows that democratic systems are more fair and effective. Democratic systems also place high value on human and civil rights. A democratic system implicitly knows any violation of these civil and human rights is against human nature. This knowledge is based on human conscience, the basis for the United Nations and democratic covenants.
At a time when China's rulers intensify the suppression against dissident groups while proclaiming the building of a harmonious society, dear delegates, can you clearly sense the great contradiction? When people's civil and human rights can be arbitrarily trashed, one must ask: what can a nation boast about her progress? Can a few high-rise buildings, highways and other material progress cover the miseries of a huge portion of the people deprived of their rights?
Dear delegates of the two conferences, we urgently appeal to you to do your best to stop the political regression, to stop the suppression of the people, to urge the rulers to release all prisoners of conscience such as Zheng Yichun, Zhang Lin and Shi Tao. For China to realize a harmonious and just society it must implement political reforms to truly observe the Constitution and other relevant United Nations treaties and covenants. It must stop suppressing dissent, and release all dissidents and prisoners of conscience. It must modify the Constitution to achieve these goals, and honestly follow these laws. These actions would be the beginning of a democratic and just society that would achieve social harmony. All members of the Chinese nation must immediately take these actions to build a democratic and harmonious society. Let us begin!

中国人大和政协的所有代表们:
中国社会正处在一个艰难的时期。由于中国实际上的统治者中共的高层,坚持错误的政治制度和路线,宪法形同虚设,因此任何文字上的良好政策、经济措施、法律条款、人权民权等等,在执行的过程中,多数沦为泡影。侵犯人权和民权是那样的普遍,贪污腐败是那样的史无前例,浪费挥霍是那样的毫无良心,经济发展是那样的粗糙低劣,所谓的繁荣是那样的虚假,而且以国民的巨大痛苦为沉重代价,国民付出的最多,得到的最
少,更重要的是即使是这些仅有的进步或繁荣,它们真正的功臣仍然是普通公民,中共却窃取他们的功劳。
中国社会需要继续进步,就需要真正的讲信修睦,实现真正的社会和谐。因为制度造成的两极分化、人群之间的,阶层之间的矛盾和冲突等等,已经大大浪费了中华民族的智慧和力量。各种危机到了随时都会爆发的时刻,已经爆发的危机中,显示了国民牺牲惨重。受到政治迫害的异议群体,真正处于水深火热之中。政见持异者,教见持异者,依法维权者,遭到传讯、拘留、逮捕、监禁、绑架、监视居住,变相剥夺工作权利,统治
者凭借暴力工具,可以随心所欲地糟蹋他们。
几个月来,中国大陆政治上严重的倒退,使得更多的追求真理和正义的良心国民,沦为牺牲品。先后遭到迫害的有李国涛、戴学武、杨勤恒、师涛、刘晓波、余杰、张祖桦、郑贻春、张林、林牧、赵昕、卢勇祥、李柏光、杨天水、叶国柱、胡佳、高智晟、郭国汀、很多法轮功信徒、很多家庭基督教会信徒、很多其它自由宗教运动的信徒、很多依法上访维护自身权益的公民,等等。还有更多的人受到迫害,我们无法一一列举。
稍微有点常识的人,都知道自由民主制度,不但公平,也很有效。稍微尊重点事实的现代国民,都会明白国民的人权和民权的珍贵性,以及这类权利的不可剥夺性。按照现代政治的规则,任何侵犯人权、压制民权的行为,都违反了人类根本大法,这种根本大法的基础是人类的良心和人类天然的高贵性,而它的形式则是联合国有关公约和民主宪政制度下的宪法。
当中国的统治者一边大肆打压异议群体,一边高呼建设“和谐社会”的时候,难道你们没有看到现代世界最大的言行不一的丑剧吗?当一个国家的良心公民纷纷遭到任意糟蹋的时候,当公民的人权和民权可以随意践踏的时候,这个社会的进步究竟在哪里?难道多了点楼房和马路,就能够掩盖中华良心公民的悲惨遭遇和这个社会真正的落后吗?
两会代表们,我们真诚地呼吁你们,尽力制止中国的政治倒退,制止发生在中国大陆的迫害异议群体的暴行,敦促中国的统治者释放郑贻春、张林、师涛等所有良心公民。如果中国社会真正地要实现讲信修睦与社会和谐,那么就必须开始启动政治改革,遵循联合国宪章和种种公约,停止目前日益恶化的政治迫害,修改宪法和其它法律中的恶法条款。释放所有被监禁的良心公民,是建设“和谐社会”和民主宪政的开端。任何一个中华民族的成员,都责任推动这样的开始,尽快到来!
