106 Chinese Dissidents' Open Letter to the United Nations Commission on Human Rights, Calling for International Attention to the Chinese Human Rights Condition

 

 

The 61st United Nations' Commission on Human Rights opened its session last Monday.  Prior to that, we received the following open letter by 106 Chinese dissidents from 26 provinces and regions to the United Nations' Commission on Human Rights, dated on February 23, 2005.  In addition to publicizing it here, we will bring it to Geneva on their behalf later this month.  The letter calls for the release of the detained/arrested political dissidents in China.  We want various UN officials and country representatives, as well NGO's, to pay attention to this letter, along with the other human rights violations in China.

 

Unfortunately, as we were preparing for the release of this letter and other materials, we learned of the official arrest of Mr. Zhang Lin yesterday and the possible arrests of others.

 

Although YE GuoZhu, ZHENG MingFang, SHI Tao, ZHANG Lin and ZHAO Xin are the dissidents the 106 dissidents are calling for, we want to say that there are many more dissidents who are detained and in jail right now.  In a long interview on the subject that was broadcasted on February 26 by Radio Free Asia, both WEI Jingsheng and HUANG Ciping were interviewed in the Wei Jingsheng Foundation's effort to call for international attention through its newsletter releases.

 

During the interview, WEI Jingsheng pointed out that there have been widespread arrests in China recently, an indication of the deteriorating human rights condition there.  HUANG Ciping gave introductions about SHI Tao, ZHANG Lin, and ZHAO Xin.  She especially emphasized ZHANG Lin's contributions to Chinese workers' rights, and ZHAO Xin's caring of "forgotten prisoners of conscience".  To honor Zhao Xin's request right before his detention, HUANG mentioned the following names in particular:

1) WU YiLong, ZHU ZhengMin, MAO QinXiang, ZHU YuFu of ZheJiang Province;

2) CHEN Xi of GuiZhou,

3) WANG JinBo of ShangDong,

4) WANG JinQiu who returned to China from Overseas;

5) YU DongYue who has been detained since 1989;

6) HUANG Qi, an Internet website host;

7) YAO FuXing and XIAO YunLiang of the workers' movement in Northeast China;

8) Four intellectuals of YANG ZiLi group;

9) GAO HongMin, Zha JianGuo of Beijing;

10) ZHAO ChangQing of Sichuan; and

11) the 1st annual Wei Jingsheng Democracy Champion Award Laureates HU ShiGen and LIU XianBin.

 

HUANG Ciping also told the Radio Free Asia audience in China that the Wei Jingsheng Foundation and the Overseas Chinese Democracy Coalition will emphasize two issues at the 61st session of the UN Commission on Human Rights this year: one is to submit the compiled list of the prisoners to various United Nations agencies and officers, different countries' representatives and non-governmental organizations; the other is to call special attention to abolish the "re-education through labor" system, which is not even lawful in China's own legal system.

 

Various dissidents and family members also gave interviews on this subject, including Mr. LI GuoTao of Shanghai, who talked about the detention of freelance writers, human rights defenders, and FaLunGong and other religious believers recently.  The other interviewees including FANG Cao, wife of ZHANG Lin; the wife of ZHAO Xin; and the brother of SHI Tao.

 

Mr. ZHANG Yu, of the Chinese Independent Pen Association, also joined the effort.

The following is the open letter from the 106 dissidents of 26 provinces inside of China.

United Nations' Commission on Human Rights:

 

 

Since July of last year, the Chinese government has taken a series of measures against these petitioners and dissidents, which caused a major setback of the Chinese human rights condition.  YE Guozhu, ZHENG Mingfang, LIN Xinshu, LIN Mu, LIU Xiaobo, YU Jie, ZHANG Zuhua, LI Guotao, DAI Xuewu, YANG Qinheng, SHI Tao, ZHANG Lin, ZHAO Xin, etc. have been repeatedly arrested, detained, and put under house arrest.  YE GuoZhu, ZHENG MingFang, SHI Tao, ZHANG Lin and ZHAO Xin are still detained.  According to our knowledge, some of them even suffered cruel beatings.

 

We strongly protest this kind of outrageous action by the Chinese government in openly abusing human rights.

 

We wish that the UN Commission on Human Rights pays close attention to such a setback of Chinese human rights and becomes effectively involved in stopping the Chinese government's abuse of human rights conditions in China.  We hope you will investigate individual cruel beating cases and seek legal punishment of the responsible abusers via international courts.  In addition, please urge the Chinese government to release YE GuoZhu, ZHENG MingFang, SHI Tao, ZHANG Lin, ZHAO Xin, etc.

 

We believe that the UN Commission on Human Rights must take effective measures to prevent these kinds of events continuing in China, if it is to truly achieve its importance in improving the human rights condition in all regions and countries of the world.  As one of the five permanent members of the UN Security Council, China is especially important.  Improving China's record shall be beneficial in promoting and encouraging the real improvement of the human rights condition in the whole world.

 

For the Chinese authority to respect and improve human rights, as well give up their suppressive manner of abusing human rights, we need the effective scrutiny and criticism from the UN human rights organizations, the international society, and the media.

 

For China to realize real democracy and the rule of law, as well as to create a harmonic society, we must have people like YE GuoZhu, ZHENG MingFang, SHI Tao, ZHANG Lin, and ZHAO Xin released, as well as all the political prisoners of conscience including QIN YongMin, LIU XianBin and HE DePu.

 

Finally, we strongly appeal to the UN Commission on Human Rights to urge the Chinese authority to truly realize its promises of "Democracy and the Rule of Law, and Creating a Harmonic Society" by carrying out real actions.  Release YE GuoZhu, ZHENG MingFang, SHI Tao, ZHANG Lin, and ZHAO Xin right away, and release QIN YongMin, LIU XianBin and HE DePu, as well as all the political prisoners of conscience as soon as possible.

中国大陆26省市106名人士致信联合国人权事务委员会,魏京生基金会呼吁国际关注

 

 

第六十一届联合国人权大会已于上星期一在日内瓦开幕。此前,我们得到了来自大陆26106名人士致联合国人权事务委员会的一封公开信。信中呼吁释放在中国被抓被关押的政治犯。我们将不辜负大陆朋友的委托,将此信呈交联合国人权委员会的有关机构及官员,以及各国代表及非政府组织等。我们希望大家对此公开信及正在中国进行着的人权迫害给与关注。

 

然而,不幸的是,当我们正在准备这份公开信及其它相关资料时,我们得知张林先生已被正式逮捕,其他一些朋友也在危险之中。

 

 

这封公开信特别呼吁中国政府释放被关押的叶国柱、郑明芳、师涛、张林、赵昕等,及其它被扣留及关押的政治良心犯。在226日自由亚洲电台张敏的采访中,魏京生与黄慈萍谈到了魏京生基金会通过新闻简报来呼吁国际关注的努力。

 

魏京生先生提到近来中共抓人尺度放宽,抓人很多。黄慈萍则介绍了一系列背景情况,包括师涛的文章,张林的回国,尤其是他有关蚌埠工人示威的报道,对被迫下岗工人争取权益的关怀。黄慈萍还特别提到现被关押的赵昕先生对他人的关心,以及他被捕前不久嘱咐她应不断提醒国际社会不要忘了那些被遗忘的人们。为此,黄慈萍强调了对以下不同人物的特别关注。他们是:浙江的吴义龙,祝正明,朱虞夫,毛庆祥;贵州的陈西;山东的王金波;回国的黄金秋(清水君);1989年起被关押的喻东岳;网络的黄琦;东北工人运动的姚福信,肖云良;北京四君子的杨子立等及高洪明,查建国;四川的赵常青;当然还有不久前荣获首届“魏京生民主斗士奖”的胡石根与刘贤斌。

 

黄慈萍告知听众们今年魏京生基金会及中国民主运动海外联席会议在日内瓦将特别就两方面事务进行努力。一个是提供政治良心犯的名单及细节。另一个是呼吁废除劳教制度。黄慈萍强调;劳教不符合中国自身的司法体制。

 

其它有关呼吁人及被关押者家属也接受了采访。在上海的李国涛指出自去年秋开始升级的对自由作家与维权人士以及对其他正义人士,法轮功学员,宗教人士的种种迫害。 赵昕的太太,张林的太太方草,张林的朋友王庭金及师涛的弟弟师华也接受了采访。最后,中国作家笔会的张钰及其它人权组织也都加入呼吁。

大陆二十六个省、市、自治区106名不同政见人士致信联合国人权事务委员会关注目前身陷囹圄的叶国柱、郑明芳、师涛、张林、赵昕等先生的处境

 

 

联合国人权事务委员会:

 

去年下半年至今,中国当局采取了一系列的非法抓捕上访和中国不同异见人士的行动,使中国人权状况再一次出现严重的倒退。叶国柱、郑明芳、林信舒、林牧、刘晓波、余杰、张祖华、李国涛、戴学武、杨勤恒、师涛、张林、赵昕等先生先后多次被抓捕、关押、监视居住。叶国柱、郑明芳、师涛、张林、赵昕至今还被关押!据悉,有的人还遭受了残暴的毒打!!!

 

对于中国当局这一公然践踏人权的卑劣行径,我们表示强烈的抗议!!!

 

我们希望联合国人权事务委员会对中国人权所出现的大倒退、对中国当局践踏人权这一严重事件给予高度关注并进行有效干预。对遭受了残暴毒打个案展开调查,对相关施暴人员通过国际法庭进行追究。并敦促中国当局立即释放叶国柱、郑明芳、师涛、张林、赵昕等先生。

 

我们希望联合国人权事务委员会必须采取积极有效措施制止类似事件继续在中国发生,真正发挥联合国人权事务委员会在国际上改善各地区、国家的人权状况的重要作用;特别是要首先改善作为五个联合国常任理事国之一的中国的人权状况。这有利于促进并更好地推进整个世界地区和国家真正改善人权。

 

中国当局尊重和改善人权,放弃践踏人权的迫害行经,需要联合国人权组织以及国际 社会、媒体的有效监督、批评。

 

中国要真正实现民主法治、创造一个和谐社会,就应该立即释放叶国柱、郑明芳、师 涛、张林、赵昕等先生,并释放秦永敏、刘贤斌、何德普等所有政治良心犯。

 

最后,我们强烈呼吁联合国人权事务委员会立即敦促中国当局用实际行动来真正实现“民主法治、创造一个和谐社会”的诺言,首先,立即释放叶国柱、郑明芳、师涛、张林、赵昕等先生,并尽快释放秦永敏、刘贤斌、何德普等所有政治良心犯。
