Summary of the
6th Congress of the Overseas Chinese Democracy Coalition
April 10, 2005
From April 8 to
10 of 2005, the Overseas Chinese Democracy Coalition held its 6th Congress in
Geneva. Representatives of the
Overseas Chinese democracy movement attended the annual congress. These representatives came from 16
countries on the 4 continents of North America, Europe, Asia and the
Pacific. The Congress analyzed the
current developments in China, as well as in the world; setup the priorities
for the democracy organization; modified the constitution; adjusted the
structure for the Coalition; and elected new leaders for the Coalition. Mr. WEI Jingsheng was once again
elected as the chairman of the Coalition.
During the
Congress, the Coalition Chairman Mr. Wei presented his 2005 report, a review
and an outlook for the Chinese democracy movement. In his report, he pointed out that internationally,
unilateral anti-terrorism has been morphed in the direction of multi-lateral
promotion of freedom and democracy.
However, the Chinese Communist government has more clearly placed itself
into the position to replace the former USSR as a superpower, leading the
dictatorship camp against the USA and the other democratic countries. Despite the economic growth in China,
it cannot be shared and enjoyed by the majority due to its political
deformation. The dictatorial
nature of the political system, as well as a lack of respect of law, has become
the obvious obstacle to the survival and development of the Chinese society. The only two unavoidable possibilities
left are thorough political reform or collapse. Facing the distrust of the whole society, Chinese Communism
has no way to rebuild its absolute authority to maintain the unity of the
society. Thus, building its
authority by entering into war across the Taiwan Strait seems to be the only
resolution for the current leadership.
Mr. Wei pointed
out that, besides the main task of establishing the opposition and an
opposition party, the Chinese democracy movement has two other tasks: one is to
prevent the Chinese Communists from starting a war; the other is to accelerate
the democratic process of China after the collapse of the Chinese
Communists. (For details of the

The Congress
passed "The Coalition's 2005 Annual Report - A review and an Outlook"
by WEI Jingsheng. The Congress
also clearly stated, "To maintain the flag of the democracy movement is to
keep the hope of the Chinese people". The Congress paid close attention to and decided to give its
full support for the development of the human rights defense movement, along
with other kinds of opposition movements inside China. To this effort, the Coalition reached
common ground and in full agreement with various representatives representing
other human rights organizations, religious groups, and ethnic minorities, who
came and observed the Congress.
The attendees
recognized three main approaches conducted by the Chinese government in its
effort to damage and dissolve the opposition: the cutting off of resources,
bribing the opposition with a variety of rewards, and destroying the
flagships. In particular,
"destroying the flagships" has been the main target. Analysis and discussion were conducted
about some detailed methods the Chinese Communists have used, especially in a
series of new developments recently.
All have agreed that we must oppose the Chinese Communists' activities
with clear minds, to protect the democracy flag from an overall consideration.
The Congress
also modified the constitution for the Overseas Chinese Democracy Coalition,
adjusted the organization structure, and enhanced the operation capacity. The new constitution defines: the
Coalition shall hold a Congress once every 4 years, while having working
meetings at least once a year. The
Coalition established its Executive Committee, and elected to have 7 Executive
Committee members, including the Chairman, the Secretary-General, the Deputy
Secretary-General, and the Continental Chairs in charge of North America,
Europe, Asia, and the Pacific, in an effort to improve working efficiency and
enhance the communication vertically, as well as horizontally. The four Continental Chairs are
responsible for coordinating the work of the countries in their continents.
The Congress
agrees that our goal is to move history forward and improve the human
condition. History does not allow
us to make choices nor command change.
However, we can't passively accept the situation. The situation does not wait until we
are ready. We must strengthen our
structure while using the situation to reach our goal. Today, we are here to discuss and
contemplate how to carry out our commitment and realize our goals. Tomorrow, we will return to our
separate places, to take action for what we have promised - to struggle and
sacrifice to eliminate totalitarianism and build a democratic China.

中国民主运动海外联席会议2005年会议简报
中国民主运动海外联席会议于２００５年４月８－１０日在日内瓦召开年会，来自北美、欧洲、亚洲、大洋洲十六个国家的民运组织代表出席了年会。会议分析了当前世界和中国形势，讨论了海外民运组织的任务，修改了章程，调整了组织结构，选出了新的负责人。魏京生先生再次当选联席会议主席。
联席会议主席魏京生先生作了《2005年会议形势和任务报告》。报告指出，国际形势从单边主义反恐向多边合作推动民主自由的方向转化。就中国而言，共产党政权越来越明显地摆出一付与美国争夺地区霸权的态势，企图取代前苏联，成为世界专制国家和势力的领袖，与民主国家分庭抗礼。国内经济增长的利益，因为政治体制的先天缺陷而不可能为大多数人所分享。政治体制的专制和非法制化极明显地阻碍社会的生存和发展。彻底改革和崩溃是不可回避的两种可能性。面对全社会的不信任，中共无法重建绝对的权威来维持社会的团结。因此，靠一场台海战争树立威信，是胡温集团有希望成功的唯一出路。
魏京生先生提出，中国民主运动除了建立反对派和反对党的主要任务之外，还肩负着另外两项使命：第一是要制止中共发动战争，第二是在中共政权崩溃后促进中国走向民主的进程。
会议通过了《2005年会议形势和任务报告》，并明确提出“维护民主运动这面旗帜就是维护中国老百姓的希望！”会议强烈关注国内民间维权运动及各类民间反抗运动的发展，并决定尽全力给予支持。对此，联席会议和列席会议的人权组织、信仰团体、民族运动的代表达成了全面合作的共识。
会议代表们认识到，中共破坏和瓦解反对派的主要手段有三种：断粮道、招安和砍旗帜，其中“砍旗帜始终是中共的重头戏。”代表们对中共的一些具体做法进行了分析与讨论，指出近期中共破坏海外民运的手法有了一系列新的变化。大家一致认为，必须头脑清醒地抵制他们的活动，真正从大局出发来维护民主运动这面旗帜。
会议修改了海外民运联席会议章程，调整了组织架构，强化了运作功能。新章程规定，联席会议每四年召开一次代表大会，每年至少召开一次工作会议。联席会议设立执行委员会，会议选出７名执行委员，由联席会议主席、秘书长、副秘书长及北美、欧洲、亚洲、大洋洲四大区负责人组成，协调区内各国分部的工作，以提高工作效率，加强横向与纵向联系。
会议认为，我们是一群积极推动历史进步的人，但历史并不是由我们来任意选择和安排的。我们的任务并不是被动地接受它，形势也不会等着我们准备好了才开始启动。我们必须在加强自身结构的同时，顺应和利用形势去达到我们的目标。我们这些人聚会在这里，就是为了研究和探讨如何达成我们的一个任务和两项使命，明天我们分散到各地，将把我们的言论付诸行动。为消灭专制制度建立民主中国而牺牲奋斗。
