WEI Jingsheng and Count Otto Graf Lambsdorff Meeting Ends with Agreement Strongly Against Lifting the Arm Sale Embargo to China by the European Union
(Central News Agency Reporter Lin Yuli, special June 26 dispatch from Berlin)
On April 25, the honorary chairman of the Free Democratic Party of Germany, Count Otto Graf Lambsdorff, met with Chinese democracy advocate WEI Jingsheng in Bonn, and expressed that, in agreement with Wei, he is strongly against the lifting of the arm sale embargo to China by the European Union. Count Lambsdorff said that although German Chancellor Gerhard Schroeder is in favor of the end of the arm sale embargo by the European Union, the debate within the German parliament had demonstrated that it is against the will of the majority of parliament members. Count Lambsdorff was a member of the German Bundestag from 1972 to 1998 and was Minister of the Economy for the Federal Republic of Germany in 1977-84. He is currently Chairman of the Friedrich Naumann Foundation. For decades, he has cared about the democratic progress in Taiwan, and the Tibetan human rights issues. Two years ago, he met with Mrs. Wu Shu-Chen, the wife of Taiwan's President Chen Shui-bian on behalf of Friedrich Naumann Foundation Truman-Haus.
Wei Jingsheng, the candidate for this year's Nobel Peace Prize and the well-known human rights advocate, said that Chancellor Schroeder pushing for the end of the arms embargo to China really means his encouragement for military force by the Chinese government. This is a major blow to the people who support and work for Chinese human rights and world peace. Wei further emphasized that the Chinese government continually suppresses free expression and free press, and its control over the news media has been tightened.
The meeting between Wei and Lambsdorff concluded with agreement that the European Union should not lift the arms embargo to China, not only due to the fact that tension across the Taiwan Strait has been increased by the "Anti Succession Laws" of the Mainland Chinese government, but also because the United States is strongly against it.

(Central News Agency Reporter Luo Yuanshao, special June 26 dispatch from Paris) Chinese democracy activist Wei Jingsheng points out that blocking the European Union from lifting its embargo on arms sales to China forces major nations to show their stance on the issue; only then can smaller countries have the ability to follow along with them. Wei Jingsheng's current strategy is to make Germany think twice about its stance on the matter and to do his best to influence its political opinions, urging the German Chancellor Gerhard Schroeder to withdraw his support for the lifting of the embargo. Wei Jingsheng recently finished his trip to Germany and on the night of the 25th went through Paris. He pointed out that although the issue of lifting the arms embargo was going to extend into the year 2006, he couldn't slack off in his work to persuade the E.U. to keep the embargo. He spent a week in Germany, meeting with members of political parties in Hamburg, Berlin, and Bonn and trying to influence them by explaining the danger inherent in the lifting of the arms embargo.
He expressed to the Central News Agency that the E.U.'s intention to lift the arms embargo on China comes primarily from French President Jacques Chirac and German Chancellor Gerhard Schroeder, who are forcefully advocating and promoting the end of the embargo. Actually, in Europe many people are against lifting the embargo, but if the opinions against lifting the embargo aren't expressed when they should be - such as during meetings of parliament - then those opinions won't have any effect in the end.
Wei Jingsheng pointed that only if the major countries expressed their opinions could the smaller countries follow along; in that case the arms embargo would not be lifted. Wei spared no effort in lobbying on the Germany issue, expressing that Denmark is also very likely to be against lifting the embargo.
He said that the E.U. in lifting the embargo wants to renew China's position in the world and normalize relations with China; this logic is in error. As soon as the E.U. lifts its embargo, it will create a rift between the U.S. and the E.U.. China will want to utilize this conflict to start a war in its region, leaving both the U.S. and the E.U. too late to respond.

(中央社记者林育立柏林二十六日专电) 德国自民党荣誉主席蓝斯多夫在波昂接见民运人士魏京生后表示,他和魏京生一样都坚决反对欧盟解除对中国的武器禁运。蓝斯多夫说,虽然总理施若德支持解禁,不过两周前德国国会朝野政党进行的辩论显示,多数议员其实和施若德唱反调。魏京生二十五日在波昂与现任瑙曼基金会主席的蓝斯多夫(Otto Graf Lambsdorff)见面。蓝斯多夫多年来关心台湾民主发展与西藏人权,两年前曾在波兹坦瑙曼基金会所属的杜鲁门之家,亲自接见来访的总统夫人吴淑珍。
今年诺贝尔和平奖候选人、著名的人权斗士魏京生说,施若德推动解禁等于鼓励武力,对致力中国人权与和平的人来说是一大打击。魏京生强调,中国还是继续限制言论与媒体自由,新闻检查日益严厉。
魏京生与蓝斯多夫在会谈后也取得共识,由于反分裂法使台海情势更加紧张,加上美国坚决反对,所以欧盟不应解除对中国的武器禁运。

力阻欧盟对中军售解禁 魏京生积极进行游说
(中央社记者罗苑韶巴黎二十六日专电)中国民运人士魏京生指出,阻止欧盟解除对中国的军售禁令,要让大国表态,小国才有可能跟进。魏京生现在的策略是动摇德国的意见,尽力影响政界意见,促使德国总理施若德收回支持解禁的意见。魏京生刚结束德国之行,二十五日晚上经过巴黎。他指出,欧盟解除对中国军售禁令一案现在看来将延至二00六年,但是游说阻止解禁的工作不能松懈。他在德国停留一星期期间,在汉堡、柏林、波昂等地会见左右政党人士,说明解禁的危险性。
他对中央社表示,欧盟有意对中国解除军售禁令主要是法国总统席哈克和德国总理施若德二人大力主张推动,其实欧洲许多人反对解禁,但是反对解禁的意见如果没有表现在应该表态的时候─例如国会议会上,反对意见终究无效。
魏京生指出,要大国表态,小国才会跟进,解禁就无法过关。他极力对德国方面进行游说,并表示,丹麦也极有可能表态反对。
他说,欧盟解禁要恢复中国地位,与中国关系正常化,是错误的逻辑。欧盟一旦解禁,会造成美欧关系分裂,中国就是要利用这个矛盾,在区域内即使发动战争,美欧都将反应不及。
