Wei Jingsheng Speaks at Freedom for North Korea Forum, Calling the World not to Forget the Suffering of the North Koreans

 

 

On July 19, the human rights organization Freedom House held a conference on North Korea at the Mayflower Hotel in Washington DC.  Wei Jingsheng was invited to speak at the afternoon "Freedom Session" held in the main conference area in the grand ballroom of the hotel, which was sponsored by the Korean Churches for North Korea.  This is the first large-scale conference on North Korea human rights issues.  Over one thousand attendees learning the brutal human rights abuses still occurring in North Korea.

 

Wei noted that, unfortunately, the South Korean people were beginning to forget the sufferings of the North Korean people.  The forgetfulness is similar to that of the Chinese in Taiwan who are also beginning to forget the Mainland Chinese who are suffering human rights abuses.  On the one hand, he can understand the attitude, as it is impossible for one to comprehend the suffering of those under a Communist regime if one has never faced those hardships oneself.  More likely, the common Chinese people can comprehend the North Korean peoples' sufferings.

 

On the other hand, Wei pointed out that some politicians in Seoul are now kissing up to Kim Jong Il.  This change is similar to how these politicians in Taiwan are behaving toward Beijing now.

 

Actually, the only country with the might and clout to stand up to both Beijing and Pyongyang is the US, but the US chooses to negotiate to maintain "peace".  Wei agreed with Dr. Kim Sang-Chul, the former mayor of Seoul, in saying that, under such persecution how could we expect peace?  The US needs to change its policies towards the brutal Communist regime in North Korea instead of dreaming that it will change.

 

Although the US has its own interests, at the very least it should have a clear stance against that cruel regime.  Yet US businesses have always lobbied the US government not to affect these dictatorship regimes because they want to do business there; they did not care about Vietnam, and now they do not care about North Korean or Chinese human rights either.

 

Wei pointed out that he told US leaders that these problems would eventually fall on to their own shoulders.  They were not convinced.  But now it has come true: China is preparing for war against Taiwan, using North Korea as a key component in its plan.  And just as Wei had warned and predicted, recently, we have learned the Chinese government's threat of using nuclear weapons to against hundreds cities in the USA should the USA get involved in the Chinese war against Taiwan.

 

Wei said that we must unite with South Korea and Japan to prevent war, not only for our human rights but also for our security.  The security of the world is linked together, so if one cares little for human rights and lets this war begin one will not have any way to escape oneself.

 

In closing, Wei urged people living in the free world to never forget the North Koreans, because they are also our hope and our guarantee for security.  Every person should do something to help them.

 

After Wei spoke, a number of different speakers provided different perspectives on the North Korea issue.

 

Dr. Peter Ackerman, Freedom House Board Chairman, pointed out that in the 32 years since Freedom House has been doing Freedom Reports, North Korea has received the worst possible score in every category every single year.

 

Paula Dobriansky, Undersecretary for the Department of State, said that it is the United States' duty to defend liberty and justice, and that we must work together for the human rights of Korea.  Only when a nation's people are empowered can it be transformed.

 

Korean Assembly member "Kim Moon-Soo", called the "Korean Sam Brownback" because of his determination to pass a North Korean rights bill similar to the one the Kansas Senator pushed forward in the U.S. Senate, said that when he went to visit North Korea, he shed tears upon seeing all the hungry children there.  Everyone he talked to had tragic stories to tell.

 

Kim felt ashamed that so few of his fellow South Koreans advocated for the rights of their neighbors in the North and that their government had not passed a bill like the one passed in the USA. He mentioned that during his 3 years of imprisonment for promoting democracy in South Korea, voices of support from the international community were like a fresh breeze to him, so he hoped that we could provide such support to those suffered in North Korea.

 

Honorable Anthony Lake of the Georgetown University Foreign Service acknowledged that it was difficult to try and maintain negotiations with N. Korea to try to solve the nuclear issue while at the same time putting an emphasis on human rights issues.  He said, however, that there could never be a normalization of relations with North Korea without the support of the North Korean people.

魏京生应邀在首次北朝鲜人权大会上讲话,呼吁國際社會勿忘北朝鲜人民痛苦

 

 

人權組織自由之家七月十九號在華盛頓的五月花饭店開了首場大型的有关北朝鮮的人權會议。上千人与会并聆听由人权捍卫者,人权受害者,教授,学者,政府官员,大使等重要人物講在北朝鮮發生的殘暴的迫害情况。魏京生受邀在主讲厅發言。

 

魏京生指出可惜许多韓國人開始忘記北朝鮮人的苦難了。就象许多台灣的中國人開始忘記中國大陸人的苦難一樣。他可以理解這個現象因為只有自己经历過共產政權下苦難的人才能理解这些苦難。比如中國的老百姓能夠想象北朝鮮人所吃的苦。然而﹐韓國的政客们目前正在拍金正日的馬屁﹐就象台灣的政客们去拍北京的馬屁一样。

 

實際上唯一具有足以對抗北京与平壤的威力的國家是美國﹐但是美國卻選擇因為要保持和平而談判。魏京生說,在這種迫害下哪有和平可言﹖美國需要修改其外交政策﹐而非夢想在北朝鮮的殘暴政權會自我改變。

 

雖然美國也有自己的利益﹐但最起碼應該有個明確的立场反對那個殘酷的政權。可是美國企業家總是游说美國政府不要打擾那些专制國家因為它們要做生意。这些企业不在乎越南人的人權﹐也不在乎北朝鮮和中國的人權。

 

魏京生指出,以前他告訴過美國政府如果它們不强调人權,最終這個問題會落在它們自己的身上。但他們那時候笑了﹐不信服他的话。但是現实是中國正在準備跟台灣开戰﹐北朝鮮就成為它們計劃的很重要的一部份。而现在中共更以核武器来要挟。最近,其朱成虎将军则扬言一旦台海发生冲突,美国涉入的话,中国将以核子武器反击,摧毁美国数以百计的城市。魏京生說我們需要联合韓国與日本来一起阻止戰爭﹐不僅是為了我們的權力﹐也是為了我們的安全。世界安全是聯在一起的。你也许以為你可以不管人權,但戰爭爆發后谁也逃不过災難。

 

最後,魏京生劝告在自由的環境生活的人不要忘卻北朝鮮人,因為它們是我們的希望和安全的保障。我們每個人都应尽力而为地帮助他们。

 

在魏京生發言之後,其他發言者從不同角度講了北朝鮮問題。

 

自由之家董事会主席彼得埃克曼(Peter Ackerman)﹐指出自由之家发表自由報告的32年以來﹐北朝鮮在每一年的報告中的每一项分數都是最差的。

 

美国國務院的副国务卿波拉杜布然斯基女士(Paula Dobriansky)說保護自由與正義是美國的任务。我們得合作共同爭取北朝鮮人的人權。

 

韓國議會议員Kim Moon-Soo說他訪問北朝鮮的時候﹐看到了那裡的餓孩子而流泪。他遇到的每一個人都有很悲哀的经历。金先生感到很慚愧因為他的同胞沒有象美國那样通過一條支持北朝鮮人的法案。他說 他因為宣傳南韓民主而被關在監獄裡的時候﹐國際支持的聲音對他就象涼爽的風一樣。因此﹐他希望大家也给与北朝鮮人這樣的支持。

 

乔治城大學外交學院的教授安森尼雷克(Anthony Lake)承認一邊跟北朝鮮保持談判想解決核問題,一邊重視人權問題是很難的。但是如果没有北朝鮮人民的支持,就不可能与北朝鲜有正常化的关系。
