Independent Federation of Chinese Students and Scholars Carries Forward the Democratic Cause

Wei Jingsheng and Xin Haonian Invited to speak as Honorable Guests

On September 26, the Independent Federation of Chinese Students and Scholars (IFCSS), founded in the aftermath of the June 4th Massacre in Beijing's Tiananmen Square, held its 12th Congress in Chicago. Under the direction of Dr. Xing Zheng, Ph.D., over 20 representatives from all over the U.S. came to look again at what the spirit of the IFCSS should be and to review the work they have done over the last two years (since the 11th Congress) for Chinese human rights and democracy. The Congress voted on what projects the IFCSS will focus on, choosing projects such as rescuing veteran Chinese dissidents Dr. Wang Bingzhang and Dr. Yang Jianli, and condemning Yahoo! for selling out writer Tao Shi. The last vote cast at the Congress went for forming a new 9-person council and a new president, Mr. Zhou Jian. Wei Jingsheng, The Overseas Chinese Democracy Coalition (OCDC) Chairman, and Xin Haonian, Chief Editor of Huang Hua Gang magazine, both gave brief remarks at the conference. Well-known Chinese Democracy activist Wang Youcai also attended.

The Congress convened with IFCSS Human Rights Committee Chairman Ms. Huang Ciping reading Ding Zilin's letter to the conference. Ding lost her son in the June 4 Massacre in Beijing, and represents the TianAnMen Mothers.  In her letter, Ms. Ding said, "Each time that you hold this kind of conference, I always want to say a few words to you. I want not only to express my gratitude to you all, but more to tell my friends of the feelings I have inside." Conference participants observed a minute of silence for the victims of the June 4th massacre.

In the 16 years since IFCSS was founded, its members have always given both spiritual and material support to the families of June 4th victims. In addition, they hold a commemoration event on June 4th of every year.

IFCSS' Founding Mission: To Be Unbending In Service of the Cause of Chinese Democracy

As 11th President of IFCSS, Dr. XING Zheng reviewed the history of IFCSS. In the month of July after the June 4th massacre in 1989, over 100 Chinese students and scholars came to Chicago, and hundreds more representatives from various universities in the USA expressed that they would break from the Chinese Communist Party's leadership. IFCSS was formed and registered in the USA as an independent organization with a free self-governing mechanism. In the trials and triumphs of the last 16 years, even though IFCSS has fewer members than it started with, those that remain persist in carrying the banner of "Independence and Freedom" and unswervingly struggle for the cause of human rights and democracy in China.

Summary of the Past Two Years of Human Rights Work, Establishing Focus Projects for the Future

In the last two years, IFCSS has participated in a greater number of human rights efforts beyond assisting the families of June 4th victims. Huang Ciping gave a report of the Human Rights Committee's work, and other committee members gave reports on efforts to speak out for and rescue Dr. WANG Bingzhang, Dr. YANG Jianli, Dr. JIANG Yanyong, M.D., and Ding Zilin, as well as continued efforts to support the Tiananmen Mothers for the Nobel Peace Prize. The representatives also reported on participating in the "Global Coalition to Bring Jiang Zemin to Justice", the "Coalition to Protect Press Freedoms" and activities for opposing Hong Kong's Article 23.

In the last two years, IFCSS has also established the Foundation of Independent Thinkers Support (FITS), with the purpose of succoring independent intellectuals and democracy activists in China that have been suppressed and persecuted by the CCP.

The Congress chose the following projects (among others) for the next two years: Rescuing overseas Chinese democracy pioneer Dr. Wang Bingzhang; rescuing one of IFCSS founders Dr. Yang Jianli; condemning Yahoo! for selling out Tao Shi, as well as seeking and providing assistance for possible legal measures.

Wei Jingsheng, Xin Haonian Speak at IFCSS' 12th Congress

In his brief remarks, Wei Jingsheng described some of his personal experiences in a Chinese jail, expressing that as hard to excite as he was, when he found out that people overseas were writing him letters, he couldn't sleep for two days straight. He said the Chinese people are extremely grateful to IFCSS for its support for them under the banner of independence and democracy. He also suggested the federation be more active and louder, to expand even further, and to increase its name recognition.

Wei Jingsheng also ardently called upon the audience to see clearly the CCP media propaganda for what it is, including how overseas CCP media puts a spin on the news to meet its objectives. He used the "mob politics" that the CCP has been spreading as an example: Currently, as Chinese people fed up with their lots rebel against the tyranny of the CCP, the CCP, not through the People's Daily but from so-called "neutral" overseas media organizations, says that the people are "forming mobs", and starting "insurrections" and "riots", in hopes of influencing overseas public opinion; these overseas media reports can then be used in China to cheat on the Chinese people. The CCP's overseas sycophants have slandered the Chinese people by calling them "mobs" to insinuate that if the CCP didn't exist China would be in chaos and that no one could live in peace. Certain speeches made by CCP agents have also added fuel to the fire.

Wei Jingsheng emphasized that everyone must stand on the side of the Chinese people and not be baffled by these type of propaganda.

Xin Haonian said that he has two shares of gratefulness and two feelings of guilt. He is grateful because these top-level scholars from China have not forgotten their native land despite enjoying the material wealth and spiritual freedoms of America. In the past 16 years, everyone has given money and efforts to struggle for China. He also is grateful because when he saw IFCSS members from Chicago, such as Dr. Lai AnZhi and Dr. Mao DongNing, he remembered how they help him to deliver his "Who is the New China?" book when he made a speech to the Chinese community here several years ago.

He felt guilty because many in attendance had Ph. D.'s, but although he did his post-doctorate at Columbia University, but he arrived the USA when he was almost fifty years old and he hadn't gotten any academic degrees. His second feeling of guilt was also a feeling of gratification, because efforts in China to have people rethink their history have been so successful, and that people were researching deeply into the details of history to the point that some students from China came to talk to him about new historical discoveries, making him feels guilty.

Declaration of the First Congress of the Federation of Chinese Students and Scholars in the U.S.

We are students and scholars from the People's Republic of China. We live all over the United States. We have deep interest in our fields of study. We have ambitions on becoming the scientists, artists, engineers, and the scholars of social and humanities fields of the future. We uphold the spirit of science and reason, and respect and uphold the basic rights of humankind. We devote ourselves to the advancement of social civilization and strive for a peaceful, democratic, and free society and political system.

Yet the bloody event that happened in the Chinese capital of Beijing in June 4, 1989, made us come to the poignant realization that in China, science and reason had been profaned, civilization had been trampled, and that the buds of peace, freedom, and democracy had been destroyed; the people's basic rights had been ravaged by might and violence.

At this juncture in history, we, the 40,000 Chinese students and scholars in America, have been summoned by the call of conscience and justice, and have come here together to the point that we solemnly proclaim the establishment of the Federation of Chinese Students and Scholars in the USA. We strongly condemn the current Chinese regime for its bloody suppression of its peaceful populace. We here express our bitter grief for those of our fellow countrymen that were killed, and deep sympathy to the families of the deceased and of those who have suffered. The people's blood won't have flowed in vain, and the ringleader in charge of suppressing the people will inevitably face the final trial of the people and history in the future. This day will come for sure!
