The nomination for Wei Jingsheng Foundation's Second Annual "Wei Jingsheng Chinese Democracy Champion Prize" is under way.  (For details, please refer our news release A146-W65: http://www.weijingsheng.org/report/report2005/report2005-08/WJSFprize050820callA146-W65.htm)  Our foundation has received many excellent recommendations since then.

 

In this release, we publish the first recommendation letter we received from Mainland China on a nominee who is inside of China for defending the rights for the others.  Although the publication of this nomination does not grant receiving of the prize at the end, we do consider this publication itself a high praise to the nominee who deserves it.  We wish it served as an encouragement for our countrymen who work hard for human rights and democracy.

I recommend Mr. GUO ShaoKun from Jiangsu Province for Wei Jingsheng Foundation's Second Annual "Wei Jingsheng Chinese Democracy Champion Prize"

Shaokun was an exemplary policeman and his importance is that he selected to depart from the Communist system which resulted him paying a great (personal) price for this: his conditions hit rock bottom just like Hu Shigen and other people. He didn't become a center of media attention, and writers and people like Li Ao had no idea a nobody like him existed. Yet this unnoticed man continued steadfastly on this path, earnestly and quietly struggling for the cause of democracy. A brief introduction of Guo Shaokun follows below.

 

Guo Shaokun, who hails from Xuzhou city in Jiangsu Province, is just over 50 years old. He had been a policeman for 18 years, and had received titles such as a third-rank police supervisor, a third-rank public servant, and a second-rank handicapped policeman, etc. He was a well-known policeman in his local area. When he was on duty one time he shattered his right leg bone; the injury later caused arthritis in his leg. The optical nerves in both his eyes began to degenerate and his left eye is basically blind, and his right eye vision is seriously endangered.

 

During the period of June 4, 1989, Shaokun donated money to the university students going on a hunger strike in Tiananmen Square, and after that made friends with Chinese democracy activists (especially Mr. YU HaoCheng, who became friends with Shaokun despite the age difference between them), assisted the democracy activists, but was illegally dismissed by the authorities in 1997.

 

In January 1999, in FanLou Township of Feng County in Xuzhou, the farmers of GuoYan Village and ShiXingZhuang Village stood up against the Chinese officials recklessly charging them varies fees. The officials then rigged the village election and arrested the dozens of villagers who appealed against the election results. Shaokun volunteered to help the villagers campaign for their cause. The second day after the detained villagers were released, Shaokun was detained and unjustly sentenced to two years in prison.

 

After he was released he threw himself back into the Chinese democracy movement. On October 16, 2001, Xuzhou officials detained and investigated Shaokun for a month under the charge of "Inciting subversion of the national regime", and then had him await trial. A year later he was released due to "lack of evidence".

 

Shaokun continued to stand together with the villagers, using many different legal and rational methods to strive for their cause, and become a gravitation center for the people of Feng County. Due to the joint efforts between him and peasant rights defender XU Shanhua and others, they were able to dissolve the local officials' use of plunder and night raids to intimidate the people, which caused so many tragic and shocking results. These rights activists, including Shaokun, had to make all different kinds of sacrifices to make this happen. But they basically were able to put an end to the officials' reckless taxing, rigging the local elections, and arrests. One time, at least 800 people, male and female, young and old, stood arm-in-arm together, thus blocking and repelling the more than 1000-person night raid organized by Feng County officials.

 

This is different type of resistance than continuously appealing to higher authorities (although appeals are also appropriate) and group insurrections; it's an organized group peaceful resistance. As lived experiences in the last nearly ten years has shown, Shaokun and the people have united in an organized way (this is not referring to having a formally-named NGO but instead refers to a powerful departure from a state of disunity and individualism -- usually when villagers organize themselves they study laws, discuss the work involved in defending their rights, and as soon as someone starts moving they quickly unite, with the leader acting very rationally and bravely taking responsibility) and so their efforts have met with great success. They have been able to effectively safeguard the people's rights and interests and both expose and frighten the local officials.

 

Shaokun's personality is very candid and forthright (his shortcoming is that he sometimes made the others feel offended), and possesses both patience and resilience. Although he was only educated through junior high school, he has developed his thinking and theories very well through self-education (of course his education level isn't that high but it's enough). He hates evil but is low key when doing things and doesn't show himself off. When he can't obtain support from others, he works strenuously to unite the people together to safeguard their rights. He has become one of the key people that Jiangsu Province officials monitor and guard themselves against. Near his house there are always sedans with people specially assigned to monitor him, but for many different reasons, Shaokun cannot separate himself from the people.

 

Shaokun only receives 150 Yuan monthly in minimum living subsidies. Getting by is very difficult for him. On many occasions he's dragged his ill body to appeal to authorities, but officials refused to help solve his health and living concerns.

我推荐江苏省的郭少坤先生获魏京生基金会第二届“魏京生中国民主斗士奖”

少坤的意义在于从体制内冲出来,是优秀警察,付出了种种代价,境况跌倒了最底层,与胡石根等人一样,没有成为舆论热点人物,"文章家"、"李敖式的人物"们根本不知道有这样的小人物,可这默默无闻的人物却矢志不移,脚踏实地地为民主事业默默奋斗着。先做简单推介如下:

 

郭少坤,江苏省徐州市人,50岁出头,曾从警18年,获三级警督、三等功臣、国家二等乙级伤残警察等称号,是地方上有名的刑警。因公落下右腿粉碎性骨折后遗症"创伤性关节炎","双眼视神经萎缩",左眼基本失明,右眼视力受到严重威胁。

 

1989年"6.4"期间少坤捐款给在天安门绝食的大学生,其后结交民运人士,(是于浩成先生的忘年交)帮助民运人士,于1997年被当局非法辞退。

 

1999年元月徐州丰县范楼乡果园村、十姓庄村农民因反对乱收费、官方操纵村民选举,数十人群体上访遭抓捕,少坤挺身而出为村民奔走呼号,村民被释放的第二天,少坤被刑拘,入冤狱2年。出狱后继续投身民运,2001年10月16日徐州官方又以"煽动颠覆国家政权罪"为名刑事拘留审查1个月,继而"取保候审"。一年后因"犯罪证据不足"被解除"取保"。

 

少坤继续与村民站在一起,采用多种合法理性的斗争方式,在丰县民众中产生巨大的凝聚力,在农民维权英雄徐善华等人的共同努力下,破解了当地官方组织的声势浩大的多次"抢劫"、"夜袭",充满辛酸惊人的故事。有包括少坤在内的少数几个维权人士也付出了各不相同的代价,但基本顶住了乱收费、选举操纵、抓捕。有一次,仅男女老少800多人手挽手站到一起,就阻退了县乡组织的1000多人的夜袭。

 

 

这是不同于不断上访(也适当上访)和群体暴动的群体有组织和平抗争。近十年来的实践证明,少坤与民众结合有组织(不是指有正式名称的NGO,而是指有力告别了一盘散沙的状态--平时村民们组织起来学习法律、商量维权事务,一有动静迅速集合,领头的理性得很,敢负责任)维权是取得重大成效的,有效地维护了民众权益,揭露、震慑了地方官吏。

 

少坤为人直爽、豪爽(缺点是容易得罪人),又有耐心、韧性,虽是初中生,思想理论方面可以说自学成才(当然不是很高但够用),疾恶如仇,但行事低调,不事张扬,在得不到支助的情况下,艰难走与民众结合维权的道路。成为江苏省官方的重点防范、监控人物之一,住地常年有"小车"专人"伺候"。但少坤已经因为种种原因,不可能与民众分开了。

 

少坤仅有每月150元的最低生活补助费,生存艰难,也曾拖着病体为自己上访数年,官方不予解决生活、治疗问题。
