The Wei Jingsheng Foundation Announces the Foundation's Second Annual "Wei Jingsheng Chinese Democracy Champion Prize"

December 5, 2005

In 2004, the Wei Jingsheng Foundation established the annual "Wei Jingsheng Chinese Democracy Champion Prize", to be awarded on December 5 of each year. On this date in 1978 Wei Jingsheng wrote his famous essay "The Fifth Modernization." Last year's award was shared by HU Shigen and LIU Xianbin. This award has had huge reverberations around the world, especially since it has greatly encouraged those in China who persist in fighting for democracy and who risk their lives at all times.

As was the case last year, this year's award has been given primarily to individuals or groups who have persisted in advancing the Chinese democracy movement, and expresses support and commendation of their firm conviction for democracy in the face of many difficulties.

This year, there were 11 qualified candidates in total:

CHA, Jianguo (Beijing, in prison)

CHEN, Xi (Guizhou province, released in May 2005 after 10 years in prison)

GUO, Shaokun (Jiangsu province)

HE, Depu (Beijing, in prison)

QIN, Yongmin (Hebei province, in prison)

WU, Yilong (Zhejiang province, in prison)

XU, Wanping (Sichuan province, has been sentenced twice with a total of 11 years. Is currently in detention and faces a secret sentencing.)

YU, Dongyue (Hunan province, in prison, was driven to insanity)

ZHANG Lin (Anhui province, in prison)

ZHAO Xin (Beijing, was detained)

ZHU Zhengming (Zhejiang province, in prison)

All of the candidates made outstanding contributions to the Chinese democracy movement. Many people are holed up in jails, and their futures are bleak. We deeply respect both their spirit and the sacrifices they have made.

This year, the Wei Jingsheng Foundation decided to establish a Special Award for YU Dongyue.  The Second Annual "Wei Jingsheng Chinese Democracy Champion Prize" goes to WU Yilong and CHEN Xi.

Mr. YU Dongyue is from Liuyang in Hunan Province. He was born in 1967, and graduated from the Chinese Department of the Xiangtan Junior Pedagogical College. In 1989 he was the Arts Editor of the "Liuyang Daily." During the June 4th period in 1989, he went to Tiananmen Square with Yu Zhijian and Lu Decheng and hung up two banners there. One banner said, "5,000 Years of Autocracy Will Now Reach an End," and the other said, "From Now On, the Personality Cult Must Come to an Stop." They then threw paint-filled eggs at the huge portrait of Mao Zedong that hangs in Tiananmen Square. After Yu Dongyue and the other two were seized and sent to the Public Security Bureau, they were sentenced for "Counter-Revolutionary Crimes of Damage and Crimes of Propagating Incitement." Yu Dongyue was sentenced to 20 years in jail. Not long after he was sent to jail he was driven to insanity, and to this day still suffers inhuman torments.

Mr. WU Yilong is from Tongcheng in Anhui Province. He was born on May 1, 1967. In 1991 he graduated from the Chinese department of Anhui University. From 1991 to 1996 he taught at the university and published the "Newly Edited Study Course on Arts and Literature Theory." In 1996 he entered a Master's Degree program in literature at Zhejiang University. During his graduate study he organized a social problems club. In March 1998 he started to plan the "Hangzhou Three-Unity Students and Scholars Association," and established it in May of that year. Every two weeks the association would hold an event and discuss concrete social problems. He was the chief editor of the "Students and Scholars" journal. In 1998, along with Wang Youcai and Zhu Zhengming, he formally established the Zhejiang Preparatory Committee of the China Democracy Party. He was detained several times from June to August of that year. During a time when Wang Youcai and others were put into custody, Wu Yilong organized many efforts to rescue them. Starting from the end of August, he took two trips to more than twenty provinces, cities, and autonomous regions all over the country to communicate with local people in person and to have them establish Preparatory Committees for establishing a China Democracy Party in their regions; he also started planning for a nationwide Preparatory Committee. On November 9, 1999, Wu Yilong, along with Mao Qingxiang, Zhu Yufu, and Xu Guang, were sentenced by the Hangzhou Intermediate People's Court for "Subverting the National Regime." Wu Yilong was sentenced to 11 years in jail, where he remains today.

Mr. Chen Xi, originally named Chen Youcai, was born on February 29, 1954, in Guiyang City of Guizhou Province. In 1989 he was sentenced by the Guizhou Province, Guiyang City Intermediate People's Court to three years in prison for organizing a "Guiyang Friendship Association" and a "Patriotic Democracy Friendship Association" in support of the Students' freedom and democracy movement.  In May of 1995 he, along with Lu Yongxiang, Liao Shuangyan, Huang Yanming, Zeng Ning, and others, organized and established the "Guizhou branch of the China Democracy Party." In March of 1996, the Guiyang City Intermediate People's Court sentenced Chen Xi to ten years in prison for "Organizing and Leading Counter-Revolutionary Cliques." While in jail, the police instigated inmates to beat him until he fainted, but he never surrendered. Because of Chen Xi's important role as organizer and leader of the democracy movement in Guizhou Province, the autocratic regime sentenced him to the maximum jail time, of a total of 13 years. In May of this year, Chen Xi finally finished his sentence and was released. Chen Xi believes that he committed no crime and to this day has not changed his ideals of seeking democracy and freedom. He continues to work tirelessly with other advocates to develop different human rights and democracy activities in a reasoned and controlled manner.

The Wei Jingsheng Foundation awards the "Wei Jingsheng Chinese Democracy Champion Prize" and "Wei Jingsheng Chinese Democracy Champion Special Prize" to these three people to honor their firm convictions and their determined style, and to express our consistent support for the Chinese democracy movement, as well as our gratitude and encouragement towards all of the democracy advocates who have devoted themselves to the cause.

We have received total donations specifically for this year's awards amounting to $5,600 US dollars from various donors.  We need to state that the donations that people have given to the monetary prizes for these awards also expresses their determined support of Chinese democracy. Here we express our heartfelt gratitude.
