A Few Thoughts Regarding the Modernization of China's Rural Areas and the Lessening of Burdens for Chinese Peasants

Due to reasons that everyone knows about, the modernization of civilization in China's rural society has greatly lagged behind that of the city, and both the traditional, simple rural order and personal integrity and morals are degenerating and disappearing by the day. There may be many reasons for this. In the 21st century, China's rural communities are still adhering to the old, unspoken conventions of being a weak and underdeveloped part of society, still look up at the savage and brutal "traditional culture", are oppressed by - even enslaved by - both high and low-level "public servants", and are situations so difficult and tragic that they can no longer stand it. "A Survey of Chinese Peasantry" gives only a restricted view of the living situation of the 990,000,000 elders and compatriots in China, as it is even worse than what is described.
The damage caused by the vicious power of government bandits in the countryside has left social relations in China's rural society in an abnormal and malignant state. The elements of truth, kindness, and beauty in human nature have eroded and are gradually dying out, replaced by false, evil based reality with dirty exchanges. The reality of this society is that Chinese society is one where "everyone is corrupt" and is a paradise of evil.
"Grassroots officials" and village officials now and then use various methods to coerce and threaten the people, and commonly attack, retaliate against, and besiege the people, sometimes even using idle people to pose as law-enforcement officers in order to intimidate people, set up kangaroo courts, abusively mete out punishments, and to damage reputations (villagers lay stress on one's reputation; thus, many of those who would normally protest stay silent because of this). The healthy advance of society has lost its vitality, and the extreme wickedness in society is now taken to be normal and ignored. The vast masses of peasants are still leading a persecuted existence in an extremely sealed-off social system, and under layers and layers of economic and spiritual fetters, they have no way to change everyone and can only endure layer upon layer of hardships. Goodness and simplicity have been attacked and transformed into cowardice, and sincere, honest social relations are gradually being swallowed and replaced by cheating and savagery. I live in the countryside, and as one who sees, thinks about, and grieves about this situation, I can't not muster up my meager strength to face and ponder it.
The issues of the modernization of rural China and reducing the burden for the peasants cannot be solved by the self-awakening of the rural community or by the government policy itself. The process of the modernization of the countryside is actually manifesting a true process of democratization, yet the issue of peasants' burden is absolutely not simply an economic burden. I personally believe that the issues of the modernization of rural China and of the reducing the burden peasants bear are a prerequisite to China's democratization, and are doorways into to truly actualizing the path of democratization. The issues of modernization and reducing peasants' burden deserve more people paying attention to and participate in solving these issues. Moreover, more people should pay attention to and participate in these issues.
We need to ponder and explore more deeply the various rural incidents that have been exposed and pay more attention to them, and we should raise our voices at every level of society to support those magnificent feats of peasants protecting their rights. In view of these events, I hope that ordinary people, heroes, and people of high ambitions from all walks of life will push forward the modernization of rural China. The modernization movement in the countryside is in fact universally seen as a magnificent feat. An individual's strength is meager, so it is especially necessary that we use a civil social organization to assemble our strength together, and it is indispensable that we establish a civil organization to initiate movements for social advances. In view of the reality of the social environment, we can prepare a website and invite all sorts of people to prepare things with us, allowing them to publicly participate in social movements in the days to come. Since the purpose of establishing civil organizations is to actively participate in and push forward the tasks involved in modernization of practical rural society and publicly initiating and pushing forward the modernization of the countryside, we should prepare and organize... ...

关于中国乡村现代化与减轻农民负担的一些想法
魏京生基金会，你好!
由于众所周知的原因，中国农村社会的文明现代化程度大大滞后于城市，传统的淳朴的乡村秩序、道德操守日益退化丧失。其中原因可能是多方面的。在二十一世纪的今天，中国的农民群体仍因袭着落后的社会生存规则与潜规则，仰鼻息于野蛮、暴虐的“统治文化”，受到所谓“基层”大小“公仆”的欺压甚至奴役处境困顿、悲苦不堪。《中国农民调查》可管窥中华大地九亿九千万父老同胞的生存处境，现实之中却更有甚者。
农村官匪恶势力对社会的危害使得中国的农村社会的社会关系处于病态的恶性氛围中，人性中真善美的成分受到侵蚀，日益消亡，代之以假恶卑俗现实与龌龊交易。这一社会现实是中国社会“全民腐败”的结果。
“基层官员”、村官以各种方法威逼恐吓群众事件时有发生，对群众打击报复、围攻的事件也普遍发生，更有甚者利用、豢养社会闲散人员冒充执法人员对民众恫吓、私设公堂、滥施刑罚，破坏声誉（村民较注重声誉，故许多敢于反抗的人因此噤声）。社会的健康进步丧失生机，社会的极度丑恶反而被视为正常、熟视无睹。广大农民依然被迫生存在极度封闭的社会系统中，在经济、精神等的多重枷锁之下因无力改变什么而不得不承受种种、重重悲苦。良善淳朴被打击迫害而化为懦弱，真诚朴实的社会关系日益被欺诈野蛮所吞噬取代。观之思之悲之，我生活在农村，不能不鼓起绵薄的力量去面对、去思考。
中国农村的现代化与农民负担问题，等待、依靠农民群体的觉醒或官方政策是无法解决的，农村的现代化过程说到底其实就是实现真正的民主化的过程，而农民负担问题决不单单是经济层面的负担问题。我个人认为，中国农村的现代化与农民负担问题是中国民主化的一个大前提，是真正实现民主化道路的一道门，值得更多的人去关注、去参与，而且必须要有更多的人去关注、去参与。
对于各种曝光的农村事件去更深度的思考探究，更深层的关注，对于农民维权壮举进行各方面各层面的声援支持。鉴于这些，希望各界人士、壮士、志士参与推动中国农村的现代化。
农村的现代化运动实是举世壮举，个人的力量是微薄的，用一个民间的社会组织来汇聚我们这一股股不尽的力量就显得尤为必要，成立一个民间组织来倡导这种社会化进步运动是必不可少的，鉴于现实的社会环境，准备在网上开辟空间邀请各方朋友共同筹划，以便日后公开参与社会活动。由于这个民间组织成立的目的就是积极地参与、推动农村现实社会的现代化工作，公开地倡导推动农村的现代化。。。
