Hu JinTao's Visit to the US Capital City, Washington DC
-- by Wei Jingsheng
Hu Jintao just finished his itinerary in America's capital, Washington, D.C., but ended up with nothing. Of course, this was anticipated. What people didn't anticipate was that this meeting of these two giant nations' heads of state would end up being judged as a most embarrassing meeting. In my opinion, this is a typical case of the failure of money diplomacy. Hu Jintao and the Chinese Communist Party tasted the sweet flavor of money diplomacy in the past, and thought that by bringing huge contracts to buy off American corporations, they could make everything go smoothly. They never thought that they would trip and fall so badly.
It wasn't a wrongful accusation of Hu Jintao practicing money diplomacy. Vice-Premier Wu Yi, who came to America in advance before Hu's visit, disclosed beforehand that she would be bringing $16.2 billion in contracts with her, and all of those contracts would be given to major corporations. It indeed set off many days of revelry for America's major corporations and media. Indeed, these corporations tried their best to put up a pleasant front for Hu Jintao. For example, China's foreign ministry fought for a long time, but failed to get Hu's visit classified as a "state visit" - just receiving a luncheon at the White House made Hu's treatment worse than that of leaders of much smaller nations who do receive "state dinner". The newspapers said that it was a most informal visit, one that gave Hu the least amount of face, and so on. This indeed didn't give Hu enough face. But the major corporations gave him face. On the issue of face relating to China buying 1.7 billions of dollars in software, Bill Gates had Chairman Hu in his house for a substitute banquet, and the Chinese media played it up big-time. It helped a little bit in saving face for Hu. Since information is blocked from reaching the Chinese people, they may have been unclear on the huge difference between a White House luncheon and a state dinner, especially since the luncheon was even less formal than a work breakfast. Bill Gates' dinner, on the other hand, was different. In the eyes of the Chinese society and public opinion, which commonly worships the wealthy, it was perhaps only a rung lower than Jesus Christ's famous last supper. Gates dinner was able to raise Chairman Hu's profile and win face for him. Thus, Hu Jintao smiled so brightly at the dinner, completely departing from his usual dark, frightening persona.
But before Chairman Hu could finish his beautiful dream, he arrived at the South Lawn of the White House and was met with the sound of protest. Although the White House security forces made tight arrangements for the ceremony, they couldn't stop the tide of protest against tyranny. Even though they kept the people with banners and slogans a few blocks away from the ceremony, a female doctor named Wang Wenyi was still able to get in as a reporter. Just when Hu Jintao was in the middle of his dream, pleased with himself and delivering his speech, Wang Wenyi loudly cried out, shouting slogans that called for an end to tyranny and that opposed the persecution of innocent people. Her words scared the dictator, who used to keep himself far away from the people. His face immediately darkened, and his mind was left in turmoil. He forgot that he was the great king of recitation, having memorized his prepared speech, and thus suddenly and quietly picked up his emergency copy of his speech to read.
Although Dr. Wang was taken away by police, the tyrant who had to face her remained shaken and at unease. He knew that what Dr. Wang shouted was the voice of the 1.3 billion Chinese people. This sound remained pressed on that last bit of conscience remaining in his heart, making him commit a few unbelievable gaffes thereafter. In normal ceremony procedures, after the guest speaks, there is time for questions and photographs from the media. But Hu had no sense of courtesy, and anxiously began to walk off stage. It scared George W. Bush so much that he had to disregard protocol and grab Hu by the sleeve to pull the seemingly stupefied Hu back to where he was. The scene was captured on camera and shown all over the world, showing that China chose such a foolish leader. Jiang Zemin already lost enough face for the Chinese people by combing his hair and picking his nose at formal occasions. Now, this national leader, who has yet to receive state banquet treatment from the White House, seemed just like a country bumpkin, with no understanding of protocol, and having to be dragged back and forth. It really left Chinese people with no place to keep their dignity.
__ __ __
The reason that all of us have been focused on Hu Jintao's visit to America is because this matter affects not only the reputation of the Chinese people but also our Chinese people's reality. Here I'll talk about the lunacy that Hu Jintao and Wu Yi have been engaged in this aspect. This is to have everyone understand how this pack of dictators harms our Chinese people's interests.
Everyone's heard that Hu Jintao brought along $16.2 billion in contracts along with him to America. Before he came, the American media was playing it up big-time, sufficiently rousing public opinion on his behalf. Think about it, everyone: why do they need to act servile to and flatter the American people? It's as if they had done some unconscionable act and are now apologizing for it. There's definitely something fishy going on. What is that something? It's that the Chinese government, by holding down the value of the Yuan and by sealing off China's market, is maintaining its $200 billion trade surplus with America and is practicing unfair trade.
This unfair trade situation has lowered the value of Chinese goods and has caused difficulties for Chinese sellers and producers. It has lowered the Chinese people's incomes. It has also damaged America's market and created a reality of dumping products. It's unfair competition and has harmed the interests of the American people. Then of course the American government and its politicians will speak out about it. America is a democratic country, so the politicians won't let their people be put at a disadvantage without speaking out. Thus, America is now really raising hell on this issue. Even President Bush's own party is standing in opposition to him on this issue. They aren't pleased that he continues to tolerate China's policies, which harm others but don't benefit themselves. So, Hu Jintao came to America with a guilty conscience, much like a daughter-in-law who presents a gift box to her mother-in-law and ever-so-carefully looks to see what her expression will be like. The $16.2 billion enclosed in this gift box is the product of the Chinese people's blood and sweat. Instead of developing our own business enterprises, they just gave it away as a gift.
If China were a sister democratic nation to America, perhaps no one would care about the trade disparity. In the past, Europe, Japan, and even Korea and Taiwan depended on support and preferential trade treatment from their big American brother to develop. But think about it, everyone: when Europe and Japan had advantage of that, they used the benefits that resulted and gave them to the people, such as by improving the living and medical standards of the poor and by providing free education, technology subsidies, upgrades and updates to the industrial and agricultural sectors, and other benefits. The people in those countries soon had a living standard similar to that of Americans, and became a force for maintaining world peace. Thus, Americans were temporarily put at a disadvantage, but weren't unwilling to do so. Overall, from a long-term standpoint and larger perspective, they put themselves in an advantageous position. This is what called as "putting yourself at a smaller disadvantage for bigger advantage." Of course, it's a good thing; if everyone's well off, this is something that is to the satisfaction of all.
But how does the Chinese Communist Party (CCP) operate? Those who are so poor they don't have enough food to eat or enough clothes to stay warm, and even more suffering injustice and mistreatment. Each year there are 30 million appeals cases, but not receiving the deserved attention; they just have the police arrest the people as a way of solving the problem. 90 percent of the peasants can't afford to see a doctor; even in the city, two-thirds of the people are unable to afford to see one. They have no choice but to wait for death at home. There are children with great prospects, but who can't afford school tuition, and had to give up all hope as a result. Enterprises don't have the money to make upgrades and can only make products that fill up warehouses. Where does this money go? Where do this huge trade disparity and these foreign reserve holdings go? Half goes into the pockets of officials and their relatives, girlfriends, and mistresses, ends up stored in Swiss and American bank accounts, and helps other countries to develop their economies, culture, and technology. The other half is used to buy weapons from Russia and Israel and to expand preparations for military conflict with America. Of course, some is used to support Iran and Bin-Laden-type terrorists in order to bring trouble to America all over the world. This works well with the Communist Party's strategy of a worldwide struggle for supremacy. Think about it, everyone: America is a democratic nation, so even it takes some disadvantage, it won't go and support the Communist Party's tyranny in suppressing the Chinese people, and even less will it give money to the Communist Party to help it buy arms and ammunition to fight with Americans. Thus, Americans are loudly voicing their unhappiness with Bush's policy of appeasement. Bush, then, has no choice but to make Hu Jintao change his unfair trade policies. Thus, at the same time that they talked about trade, Bush's second focus was to demand that the CCP respect human rights and not suppress the Chinese people. Thus, America broke the rules and didn't give Hu the face, making him the only head of state to come to the White House without a state dinner. His treatment wasn't even as good as that of the head of a small African nation.
Why did America offend the head of such a major nation? First, it was of course for America's own interests and security. Second, it was for the interests of us Chinese people, to not have us face suppression any more. This is because American Christians believe that all people are the children of God, and thus all deserve empathy.
__ __ __
Recently, the fever pitch that the Chinese media has reached on Hu's visit to America has yet to cool off. The officials are loudly bragging about what great results came from Hu's visit to America and all that. Occasionally, on the Internet you'll see a Chinese special agent fabricate some traditional old communist diplomacy story. They take acting disgraceful to be smart, and their foolishness to be wisdom. It's just like how they bragged about Zhou Enlai in the past. But let's not talk about the past; digging up the faults of those in the graves is being a little unkind towards them. Let's just look at things from Hu's stance: does doing two foolish things in a single day count as a magnificent achievement? Let's look at how Foreign Minister Li Zhaoxing, a famous smooth-talker, harmed the country boy Hu Jintao. Of course, that smooth-talker only dares to take advantage of the Chinese people who dare not to argue against him. Once, some American Congressmen invited him to come to the U.S. Congress to debate with me face-to-face, but he didn't even dare to go there. He gave a bunch of excuses to cancel attending a hearing he had already agreed to attend, and discarded an opportunity to defend his boss. Now let's look at how he has harmed his new boss.
Hu Jintao's first duty while coming to America was to explain his $200 billion annual trade surplus with America, so as to keep America from canceling preferential trade status with China and to have it continue to tolerate China's unfair trade policies. If so, Hu should have engaged in sophistry, testifying that the trade environment was a free one, that China's trade policies were fair, that the problems were occurring in other areas, and so on, similar to how then-Premier Zhu Rongji went on a "mollification tour" to deceive Americans and to get by under false pretences. At this time, you can't just act arrogant and arrange some corporate tycoons to back you. Mollification is to plea for something of others. How can you set people up to back you and then make a plea? But Li Zhaoxing came up with a lousy idea: putting on a big show by taking $16.2 billion of the Chinese people's hard-earned money to buy off American corporations. It's as foolish as could be.
First, the American democracy is not a democracy of big capitalists. American public opinion is always focused on how big corporations try to buy off politicians. This clearly proclaimed that big corporations were helping the Chinese Communist Party (CCP) to take advantage of the American people. Not only did it harm American capitalists, it also harmed those pro-Communist members of Congress; it was, in essence, digging up their shortcomings. When you act like this, President Bush has no choice but to give you some unbearable time. Otherwise, how would Republican members of congress explain things to their voters? How could you achieve good results from harming your friends? This was the first part of foolishness of it.
Second, even in a free, fair-trade system, you shouldn't have the government taking business contracts overseas and making a big show of it. You only see Western politicians bringing a group of businesspeople over to China to promote products they have trouble selling; you don't see them directly delivering business and money to their counterparts as gifts. Others seek business for the sake of their peoples, whereas the CCP uses business to kiss up to foreigners. Moreover, hurriedly giving business to others under official pressure definitely brings down the value of the business and thus making a buyers' market. A government forcing its own people into a disadvantageous position is something unheard of around the world.
Third, while others are taking advantage of their position of strength because you have to explain your unfair trade, what does your doling out $16.2 billion in official contracts prove? It proves that China's market truly is not a free market. It proves that the Sino-U.S. trade relationship is truly controlled by the Chinese government. It proves that the Sino-U.S. trade relationship is truly unfair. And that proves that the increase in tariffs that American congressional members are demanding in order to rectify unfair trade policies are necessary measures. Using this $16.2 billion in contracts is, in any case, a foolish method. Foreign Minister Li harmed Chairman Hu pretty badly on this occasion.
In addition to the major Sino-U.S. trade issue, the American people are also concerned about another major issue: the threat from the CCP's military. Losing a little money isn't much of a threat to the average American; it is, after all, a wealthy nation. But sending someone else's child to shed blood on the battlefield, or even to never return again, is a major issue that every American family is concerned about. China has been buying arms on a large scale to equip itself. It's been found that China's military expenditures are already the second highest in the world, second only to America. When considering the low cost of labor for China's military industry and the low pay given to Chinese soldiers, then one can estimate just how astonishing China's military expansion has been. Li, despite being a smooth-talker, is faced with a question even himself finds hard to answer: Why does a "peaceful rise" require such a large-scale military expansion? China is not in a time of war, nor does it have the amount of military forces stationed in foreign countries that America has.
Thus, Foreign Minister Li came up with a second lousy idea for Chairman Hu. In order to show China's peaceful sincerity and that China has always been a peace loving nation since the ancient time, and at a time when all of American and the world was fixated on the two leaders as they exchanged gifts at the White House, they sent out a clear signal correctly showing China's determination. They delivered a gift of Sun Tzu's The Art of War, to show that from our ancestors, we know how to use war to resolve problems and to hint that weapons are not the deciding factor in a war.
Foreign Minister Li harmed Hu quite badly on this occasion. The American military immediately proclaimed that it would strengthen its forces in the Asia-Pacific region. Wouldn't this put Hu's promise to liberate Taiwan fall through?
