I Will Not Work as a Secret Agent -- Announcing my Forced Departure from Beijing

In mid-February of this year, shortly after I returned to Beijing, the City's National Security police approached me to make a request. They requested I "cooperate" with them and become a spy for the democracy movement, otherwise they would not allow me to remain in Beijing. Prior to this occasion they had made the same request before, but this time was completely different. This time they were much more forceful. I sensed they were serious, so I informed a few friends about this incident. But I still hoped they were just trying to scare me.
However on May 11th they once again approached me and gave me an ultimatum: they would give me one month to consider, if I did not agree to their request, I would need to be gone by June 11th. That night my landlord suddenly found me and told me to move out by the next payment date (May 18th). It seems that after the officers reported back, the chief have thought it was not likely I would to be compelled into service, and decided to get moving straight away.
They indicated that if I "cooperated" with them not only would my income be generous, I would also be awarded for my service. They said that many of those who cooperated with them had become rich. I asked them, "why do you like to tempt people to become traitors, to do something as filthy as to inform against the others? This sort of behavior greatly undermines our moral conscience -- it is a crime. If there is another war, their urging and bad guidance will result in far more traitors to China than during the War of Resistance against Japan.
I questioned them, "if someone as mild and rational as I, who am only working for a living, cannot be tolerated by the authorities, what of others who observe these would think? Be assured, they would not follow my example, because it is a dead end. They will do exactly the opposite, they will fiercely and passionately object, they will think of everything they can do besides their normal daily lives. When that day arrives you would have a hard time to deal with." They responded by touch on lightly: "What will happen?" I do not know this type of attitude of not care in the least and overbearing was their personal opinion or the opinion of their department. No matter which it was, both were extremely unwise.
I would like to point out that this year the police have interfered with my interviewing work many times. For example, in early March I invited Mr. Xu of the Philosophy Research Institute of the Chinese Academy of Social Sciences for an interview to discuss the new study of "Marxism Construction Project." But under pressure from the police, the interview fell through. Another example occurred in late April when I tried to interview photographer Li. Officials prevented Li from holding a photography exhibition on the 40th anniversary of the Cultural Revolution. After some threats, the interview also fell through. All the signs indicate that if I refused their request, I would not be permitted to continue conducting interviews in Beijing. Although it would be no problem to rent an apartment elsewhere, they would constantly making trouble. Even in the best situation I would still have to move once a month, and that would be too much trouble. Or even reach a point where I cannot find an apartment, or they decide to send me back to Wuhan, because their consistent "attention". Thus, I decided to leave Beijing on May 18, 2006.
China's constitution does not explicitly provide the right to freedom of residence, but it does clearly protect personal liberty. It is self-evident that the right to freedom of residence is a natural extension of personal liberty. Obviously, Beijing Municipal Police's request for me to leave Beijing was not only unreasonable, but it also violated the constitution. At present I do not have time to file a lawsuit, but I will reserve the rights to bring charges against the culpability of the Beijing Municipal Police.

今年二月中旬，刚刚回到北京，市国保警察就来找我，要求我与他们“合作”，当民运密探，否则不允许我继续呆在北京。以前，他们也曾提过同样要求，但这次完全不同，明确进行要挟。我感到他们认真了，于是将此事告知了几位朋友。但我仍希望他们只是说说而已。
然而5月11号，他们再度找我，下了最后通牒：给我一个月的时间考虑，如果不答应他们的要求，6月11号必须走人。但是晚上，房东突然找到我，叫我到期（5月18号）搬家。看来他们汇报后，头头觉得没有争取我的可能，于是决定立刻动手。
他们表示，如果与他们“合作”，不仅收入丰厚，还能“立功受奖”，并称与他们“合作”者发大财的多了。我问他们，为什么喜欢引诱他人当叛徒，做告密这样的龌龊事？这种行为对民族的道德良知是极大的败坏，是犯罪。如果再发生民族战争，由于他们的刻意鼓励与诱导，汉奸一定会比抗日战争期间更多更坏。
我疑问说，如我这样温和理性的人都不能见容于当局，像我这样只不过为生活工作的人尚被步步紧逼，其他人看到这一情形会怎么想？可以肯定，他们绝不会向我学习，因为那是死路一条，他们一定会反其道而行之，以激烈而情绪化的方式与你们对抗，一定会想方设法做一些生活之外的事情。届时，你们将穷于应付。他们轻描淡写地回答：能怎么着呵？不知道这种满不在乎、十分骄横的看法是他们个人的观点，还是他们部门的看法。不管是那一种情况，都殊为不智。
需要指出的是，今年，警方对我的采访工作多有干扰破坏。例如，三月初，我约请中国社会科学院哲学研究所研究员徐先生，谈当局开展的“马克思主义建设工程”，在警方的压力下，访谈夭折；又比如，四月底，对遭到当局阻挠，无法进行文革四十周年摄影展的摄影家李先生的访问，在警方的威胁下流产。种种迹象表明，如果我拒绝他们的要求，便不可能继续在北京采访。虽然很容易就能在别处租到房子，但他们会时刻捣乱，最好的情况也必须一个月搬一次家，那可太麻烦了；甚至在他们的时刻“关注”下找不到房子，或者被强行送回武汉。因此，我决定18号主动离开北京。
中国宪法虽然没有明文规定公民有迁徙自由权，但对公民的人身自由明确予以保护。不言自明的是，迁徙自由是人身自由的自然延伸。显然，北京市公安局要求我离开北京的要求不仅无理，而且违反了宪法。由于个人原因，我暂时无暇提起讼事，但本人保留追究北京市公安局法律责任的权利。
