Wei Jingsheng Meets with US Under-Secretary Paula Dobriansky on Issue of Tibet
and China
On the morning of Tuesday, March 25, 2008, the Chairman of the Overseas Chinese
Democracy Coalition Wei Jingsheng and Secretary-General Ciping Huang visited
the US State Department for a meeting with Under- Secretary of State Paula
Dobriansky. The meeting lasted for 45 minutes.
At the beginning of the meeting, Under-Secretary Dobriansky asked for an
official clarification first. She pointed out that recent reports by
some news media's speculation about the US government's human rights report
were not accurate. Concerning the 2007 human rights report released by
the State Department, the criticism of Chinese human rights has not weakened,
but continues with more substance than before. The so-called yearly list comparison does not imply an
improvement of the Chinese human rights record, and does not carry
significance.
Mr. Wei thinks this clarification is very important. The speculation has caused great and
wide-ranging misunderstanding, including by the Chinese government, and might
even have contributed to the bloodshed in the Chinese government’s suppression of the
Tibetans' peaceful demonstrations recently. Dissolving this misunderstanding in a
timely manner would be good for every party to accurately evaluate the
situation.
Then followed an in-depth discussion regarding the recent situation in Tibet
and the current Chinese human rights condition. Under-Secretary Dobriansky said that
President Bush was in the building to discuss the Tibetan situation yesterday
and he was very much paying attention to the bloody events happening in Tibet. She further
expressed that both President and Secretary of State Rice's analysis of the
situation is similar to what of Mr. Wei's. All were hoping for a resolution that is beneficial
to the Tibetans.
Ms. Dobriansky further expressed that both the President and the Secretary of
State are exercising various ways in an effort to have a fair resolution for
the Tibet issue, which also does not exclude the possibility of taking public
action as the situation develops. Mr. Wei expressed high appreciation for
this attitude and also pointed out that the European Union has acted fast and
hopes that both the USA and EU would coordinate their stands and work together. Under-Secretary
Dobriansky said that she really appreciated Mr. Wei's recent article about
Tibet and China published in the Washington Post.
At the end, both parties expressed a wish to keep closer ties and mutual coordination
in the current special period, in an effort to improve the Chinese human rights
record together.

魏京生与美国主管民主与全球事务的副国务卿杜布然斯基会谈
2008年3月25日星期二上午,中国民主运动海外联席会议主席魏京生和联席会议秘书长黄慈萍女士,应邀前往美国国务院。会见了美国主管民主与全球事务的副国务卿杜布然斯基(Paula Dobriansky)女士。会见持续了45分钟。
杜布仁斯基女士首先要求在会谈前做一项正式澄清。她指出:某些媒体对美国政府近期发表的2007年的人权报告的猜测是不准确的。美国政府的人权报告中有关中国的批评不是减弱了,而是比过去更实际、更强烈。没有所谓排名表示中国人权改善的含义。排名顺序不代表任何意义。
魏先生认为这个澄清很重要。这个猜测造成了很大、很广泛的误解,包括造成了中国政府的误解。很可能和前不久中国政府血腥镇压西藏和平游行有关。及时消除这个误解,有利于各方准确估量形势。
随后双方就西藏最近发生的事情和中国的人权形势进行了深入的交谈。杜布仁斯基女士说:布什总统昨天就在这个大楼里和她讨论西藏的局势,总统先生非常关注西藏发生的血腥事件。并认为总统和国务卿赖斯女士对形势的分析,与魏先生的分析很相似。大家都希望事情会有一个有利于人民的解决办法。
