Yesterday
afternoon, July 22, the state and spiritual leader of Tibet, His Holiness the
Dalai Lama met with Mr. Wei Jingsheng and Ms. Huang Ciping. He also met with Dave Cieslewicz, the
Mayor of Madison, Wisconsin, along with other officials after the Dalai Lama's
Buddhist teaching to an audience of thousands in the morning.
Lobsang
Tenzin, the leader of the Wisconsin Tibet Association said that the mayor and
his officials, a total of 24 people made a special trip to Alliant Energy
Center Coliseum at Madison to meet His Holiness the Dalai Lama today (Tuesday,
July 22, 2008).
Mayor
Cieslewicz praised His Holiness for his whole-life-long great efforts to
improve the peace of the world and human moral values. He also gave the Dalai
Lama a resolution that Madison City Council passed for supporting and welcoming
his teaching in Madison. The Dalai Lama said that under the mighty Chinese
government's ruling, the Tibet people already lost their basic rights. He really appreciates Ceislewicz and the
city council for the resolution, as well as the flying of the Tibetan flag at
the city government building in their stand of support and concern for Tibet.
Mayor
Cieslewicz told the news media that they got opposition from the Chinese
government before deciding to fly the Tibetan flag at the city government
building. However, as the Dalai
Lama is a Nobel Peace Prize recipient and a well-known great teacher in peace,
the city has no reason not to honor his visit.
Later
the Dalai Lama met with the famous democratic advocator, the chairman of the
Oversea Chinese Democracy Coalition Mr. Wei Jingsheng and the Secretary-General
Ms. Huang Ciping. They had a 30 minutes talk about the friendship between Han
Chinese and Tibet, and the persecution by the Chinese government.
After
the meeting, Mr. Wei Jingsheng accepted a special interview from this reporter
and expressed his opinions on the contact between China and Tibet, as well as
expressed his dissatisfaction about the cheating method that Chinese government
used. He also called on both Han and Tibet people to realize the true nature of
the Chinese Communist Party.
When
asked about the context of meeting with His Holiness the Dalai Lama, Mr. Wei
Jingsheng said that "We had a half hour meeting. At the beginning, the
Dalai Lama expressed his disappointment of the Chinese government. He felt the
Chinese government has been cheating all, including leaders in the Western
world. He was very disappointed
that the Chinese government lacked the sincerity of dialogue. He was also very disappointed that many
Han Chinese do not understand his sincerity. I immediately explained to him that most Han Chinese have
been sympathetic to the Tibetans' struggle for freedom, that a small group of
overseas Chinese students' fanaticism resulted from the false propaganda of the
Chinese, and might not be their true feeling. It had been organized and planned on purpose by the Chinese
government and it indicated that the Chinese government has no sincerity. It is not the true feeling of Chinese
people. My words comforted the
Dalai Lama. Then we discussed many
current issues."
About
7th dialogue of Tibet and China, Mr. Wei Jingsheng said: "I think it is a
huge mistake for the Tibet government-in-exile to send its representatives to
talk to Beijing. I have told my
opinion to the Dalai Lama. It is a
big mistake because it would only help the Chinese government, while the
Tibetan people gain nothing. After
all, the Chinese government even does not admit that there was a dialogue, so
the dialogue in fact would help Chinese government to cheat the whole world. Therefore it is a big mistake. I think the Dalai Lama and his people
already realized that. So on the
next step, we still need to work together."
Mr.
Wei Jingsheng continued: "The Dalai Lama and I both mentioned that many
Han friends are truly concerned of the Tibetan situation. We consider Tibet as an important step
of Chinese democracy, even a starting point. We all pay great attention on Tibet. The Dalai Lama was very happy to hear
about it and appreciated the Chinese people's sincerity. He agreed that both should work closely
in the future, and enhance the communication and coordination, in order to
improve the change in China. The
Dalai Lama also thinks that if China has no change, change in Tibet alone is
not possible."
To
answer the reporter's question about how the Han people think of the Chinese
government's accusation that the Dalai Lama instigated the Tibet recent events,
Mr. Wei said: "In fact, the events happening recently in Tibet have
nothing to do with Dalai Lama, it was not his intention, his plan, nor his
command. It is the natural
resistance of the Tibetan people who could not tolerate the suppressions by the
Chinese government. But the
Chinese government used its strong propaganda to influence and cheat many Han
people."
Mr.
Wei Jingsheng also mentioned that "Many Han people do not know the truth
and they have been cheated by the Chinese government. We should know that it is not just the
Tibetan people who are oppressed, so are other Chinese people. They are also starting to revolt. Just in this month, there were many
instances happening in Mainland China, such as fighting with the police,
burning a police building etc. It
indicates that the common people cannot stand any more. Neither can Tibetan people. In fact we have common interests. Both the Dalai Lama and I mentioned
that Han people and Tibetan people have the same interests; the oppressor is
the Chinese government. The
Chinese government never wants to have peace and harmony, while the Dalai Lama
will take 5 minutes to talk about harmony with me. The Dalai Lama said that the true peace is the democracy and
fairness of the whole society. He
emphasized 'fairness', he said that without fairness, there will be no harmony
at all. I cannot agree about it
more."
Finally
Mr. Wei Jingsheng said that "after talking to the Dalai Lama for half
hour, the important conclusion that came out is we must continue our effort, and
pay more effort. The change in
China might happen soon. The
change in the whole country will bring great benefit to all of us. We must work together with great
effort."

【挪威西藏之声特派记者7月23日美国报导】西藏政教领达赖喇嘛于昨天(22日)早上继续向来自世界各地的上千名信众讲授佛法后,下午1点多钟在法会后庭分别接见了美国威斯康星州麦迪逊市长切斯莱维奇为首的政府官员和中国著名的民运人士魏京生及黄慈萍女士。
美国威斯康星州西藏协会会长丹增洛桑向本台介绍说,美国威斯康星州麦迪逊市市长切斯莱维奇率领的共计24人组成的官方代表团于今天星期二专程抵达达赖喇嘛传法会场地麦迪逊联通能源中心体育馆拜见了达赖喇嘛。
莱维奇市长就达赖喇嘛一生为促进世界和平与人类道德价值所付出的伟大贡献给予了很高的评价,并且向达赖喇嘛呈交了麦迪逊市议会通过的有关支持与欢迎
达赖喇嘛到访决议案。当时达赖喇嘛表示,在中共政府的强权统治下,西藏人民已经失去了各项基本权利,因此,非常感谢麦迪逊市市长莱维奇和市议会通过决议案,在市政厅办公楼上悬挂西藏国旗,以此来支持和关注西藏问题的坚定立场。
麦迪逊市长切斯莱维奇在接受媒体采访时表示,他们在市政厅办公楼上悬挂西藏国旗的决定之前也遭到了中国政府的反对,但是,诺贝尔和平奖得主西藏政教领袖达赖喇嘛是世人皆知的一位伟大的和平导师,因此,麦迪逊市没有理由不欢迎达赖喇嘛的到访。
随后达赖喇嘛还接见了中国著名的民运人士、中国民主运动海外联席会议主席魏京生先生和秘书长黄慈萍女士,双方共同就目前藏中之间的接触、推动汉藏人民的友谊、以及中共政府的迫害行径等问题上进行了长达30分钟的交流。
中国民主运动海外联席会议主席魏京生先生在与达赖喇嘛的会谈结束后,接受本台记者的专访时谈到了他对藏中接触的看法和对中国政府欺骗手段的不满等问题。他还呼吁藏汉人民要认清中共的本质。
在问及有关他与达赖喇嘛会谈的内容时,魏京生介绍说:"今天我跟达赖喇嘛会谈了半个小时。达赖喇嘛一开始对中国政府表达非常的失望,觉得中国政府一直在欺骗,欺骗所有的人,包括欺骗西方的政治领导人。他对中国政府没有诚意,表示非常的失望。另外,他对中国的学生,反对达赖喇嘛本人,误解他,也感到很失望。但是
我马上向他解释,其实大多数汉人是很同情西藏人民争取自由的事业,那些学生,其实很多人也不是他们本性,而是中国政府有组织、有策划的活动,那只能说明中国政府本身没有诚意,不是中国人民,对这个达赖喇嘛感到很欣慰。然后,我们讨论了当前的局势等各种问题。"
对于第七轮藏中会谈,魏京生谈到他的看法时表示:"我觉得这次西藏流亡政府派遣代表跟北京谈判是个非常大的错误,这点我向达赖喇嘛谈到了。我认为这是个巨大错误,在一个错误的时间帮助共产党,完全是为共产党做了事,对西藏人民,什么都没有得到。甚至中国政府不承认这是一个谈判,可是对西方,却说这是个谈判,因此中共是在欺骗全世界。而实际上西藏流亡政府代表和中共谈判,等于是协助他们欺骗全世界,所以这是一个非常大的失策。我想达赖喇嘛和他周围的人也已经意识到了这一点。所以下一步我们大家还是要共同努力。"
魏京生继续表示:"我和达赖喇嘛都谈到说,其实现在很多汉族朋友非常关心西藏实情,而且我们把西藏当作中国民主化的重要步骤,甚至可能是中国民主化的起点,所以大家现在非常关心西藏的事情。这个方面达赖喇嘛也表示高兴,非常感谢大家。达赖喇嘛自己也说,我们双方必须有更紧密的合作,大家携起手来,互通消息,互相协调,这样才能推动整个中国的变化。达赖喇嘛本人也认为,如果中国不变化的话,单独西藏的变化也不太可能。"
在问及有关华人是如何看待中共指控达赖喇嘛策划西藏事件方面,魏京生说:"实际上,这次在整个西藏发生的事件跟达赖喇嘛没有关系,也不是达赖喇嘛策划,不是他指挥,也不是他鼓励的。这是西藏人民不能忍受压迫以后,自发产生的反抗。但是中国政府的宣传攻势搞得非常厉害,却是欺骗了很多的汉族。"
魏京生补充说:"很多汉族不明真相,被共产党欺骗,所以希望看清这个真相。不光是西藏老百姓被压迫,中国正老百姓也被压迫的受不了,他们不是也在反抗吗?就在这一个月之内打警察,烧警察局的事件,都是老百姓压迫得受不了。西藏人民也是一样,实际上我们的利益和西藏老百姓的利益是一致的。
这次达赖喇嘛和我们都提到了这一点,就是汉族老百姓和藏族老百姓的利益是一致的,真正迫害大家的是共产党。 共产党不要搞和谐,而达赖喇嘛花五分钟讲和谐问题。达赖喇嘛说,真正的和谐就是社会要民主化,社会要公平。达赖喇嘛反复强调[公平],说没有[公平],哪
里来的[和谐],我觉得这个说法非常好。"
魏京生最后表示:"在和达赖喇嘛谈了半个小时后,得出来的一个重要的结论就是,我们必须继续努力,而且要加紧努力,因为很可能中国的变化就离我们不远了。整个中国变化,我们大家都会有好处,所以我们大家必须继续努力。"
