While
visiting the United States, His Holiness the Dalai Lama, the state and
spiritual leader of Tibet, held a meeting with Mr. Wei Jingsheng, the famous
Chinese democracy advocator and the chairman of the Oversea Chinese Democracy
Coalition, in Madison, WI, on Tuesday, July 22. They exchanged views on current status of human rights in
China, the Tibet crisis, and how to promote mutual understanding between Han
Chinese and Tibetans. After the
meeting, the Deutche Welle reporter had a special interview with Wei Jingsheng,
who pointed out that the origin of Tibet problem is the Chinese communist
dictatorship and Tibet issue will be solved smoothly once Mainland China
becomes democratic.
Tuesday,
after his Buddhist teaching to an audience of thousands in the morning at
Madison, the capital of Wisconsin, the Dalai Lama met with Wei Jingsheng. About the 30 minute long meeting, Wei
Jingsheng said, "We talked about the most recent development of the
situation. First, the Dalai Lama
expressed disappointment at Chinese government's lack of sincerity for the
dialogue. He is also very
disappointed that many Chinese people could not understand his position. I explained to him that most Chinese
are actually supportive and sympathetic to the Tibet people's struggle for
their rights. Many oversea student
activities and meetings are manipulated or organized by Chinese government, not
representing the true opinion of Chinese people."
Wei
Jingsheng thought that the series of Chinese oversea student rallies on the
Tibet issue that happened a few months ago were indeed related to a patriotic
feeling. The real problem was, however,
that the Chinese government exploited such feeling and misled it to an extreme,
and degenerated it into an extreme fanaticism. He remarked that strong evidence showed that some oversea
rallies were arranged by Chinese consulates or embassies, just like some
government organized activities inside Mainland China. Wei Jingsheng pointed out, due to the
long standing propaganda by the Chinese government to demonize and attack the
Dalai Lama, as well as the use of negative reports to distort the facts about
the Tibet people's action for human rights, many Chinese do not have a basic
understanding about the nature of the Tibet issue and the Dalai Lama's
standpoint.
He
stressed that the Tibet people's struggle for freedom is complementary by
nature and vitally interrelated to the democratic movement in China. Once Mainland China becomes democratic,
the Tibet issue will be solved smoothly and any so-called problems will no
longer exist. He said, "I
think, after China realizes democracy, the Tibet people will eventually decide
their own issues by themselves. The most important thing in democracy is government by the
people. I do not think Tibet will
separate from China at that time, because, without communism suppression, there
would be no driving force or reason for Tibet to separate from China. Many of my Tibet friends share my
opinion. Moreover, his holiness
the Dalai Lama himself emphasized all the time that he is not calling for
Tibet's independence. He only
seeks for the Tibet people's basic human rights. This is in fact identical to the demand by common Chinese
people."
Not
long ago, under international pressure, the Chinese government met in Beijing
with the Dalai Lama's two special envoys. Tibetans are very disappointed with
the results, citing that the Chinese government lacks basic sincerity. Wei Jingsheng thought it was a big
mistake for the representatives to go to Beijing to talk. It only helped the Chinese government,
while the Tibetan people got no benefit.
He said, "The statement issued by the Chinese government clearly
showed the problems. It even does
not consider there was a dialogue.
But on the other side, the Chinese government would tell the western
countries that it took their suggestion to have a dialogue with the Dalai Lama's
envoys. This is in fact a hoax
that benefits the Chinese government.
Because now, both the U.S. president Bush and French president Sarkozy
will say that the Chinese government already had a dialogue with the Dalai
Lama, so they will attend the Beijing Olympics in support of the Chinese
government."
Wei
Jingsheng thought that both Bush and Sarkozy knew clearly that the dialogue
between the Chinese government and the representatives of Tibetans-in-exile was
a hoax, but they would rather take the inflated face value. Wei Jingsheng said, "I think both
Bush and Sarkozy are eager to show support to the Beijing regime. Therefore,
even though they knew the dialogue was a hoax, they would still take it as true,
to cheat the American and French people.
I think this is stupid conduct because supporting the Chinese
dictatorial government would do no good to either the United States or France,
while supporting democracy in China is the common desire by American and French
people. So I am saying that both
politicians are doing things against the will of French people and American
people which is a historical mistake."

正在美国访问的西藏精神领袖达赖喇嘛周二在威斯康辛州麦迪逊市同中国著名的民运人士,中国民主运动海外联席会议主席魏京生举行了会谈。双方就目前中国的人权状况,西藏问题,以及如何增进汉藏两个民族间的相互了解交换了意见。会谈后魏京生接受了德国之声的专访,他表示,西藏问题的根源是中国的专制体制,只要中国实现了民主化,西藏问题就将迎刃而解。
周二,西藏精神领袖达赖喇嘛在威斯康辛州首府麦迪逊为上千名信徒讲授佛法之后,同中国民主运动海外联席会议主席魏京生举行了会谈。魏京生在谈到本次历时30分钟的会谈时表示:"我们主要谈到了最近形势的发展。达赖喇嘛首先对中国政府缺乏谈判诚意表示不满,很多中国百姓对他不理解让他感到很失望。我跟他解释说,实际上大多数中国老百姓对西藏人民争取权益的斗争还是支持与理解的。海外留学生的很多集会活动,都是中国政府一手组织的,并不代表中国民众的看法。"
魏京生认为,前一段时间海外留学生举行的同西藏有关的一系列示威集会当然同爱国主义情绪有关。但问题在于,中国政府利用这种情绪,把它推向了极端,使之成为极端主义的狂热。他表示,有充分证据显示,有些集会活动是中国驻外使馆操办的,同中国国内一些由政府组织的活动如出一辙。魏京生认为,由于中国政府长期以来对达赖喇嘛个人进行妖魔化攻击,对西藏民众争取权益的活动予以片面和歪曲的报道,以至于在中国有很多人对西藏问题的实质以及达赖喇嘛的立场缺乏根本的了解。
他强调,西藏民众争取自由的斗争实质上同中国的民主化运动是息息相关,相辅相成的,只要中国实现了民主,所谓的西藏问题也就不复存在了。他说:"我想,中国实现民主化以后,西藏问题最终还是要由藏人来自己决定。民主的最大前提就是人民的事情由人民来做主。我认为,届时西藏从中国分出去的可能性不大,因为,没有了共产党的压制,西藏人民也就没有了从中国分裂出去的理由。我的很多西藏朋友都是持这样的观点。而且达赖喇嘛本人也一直在强调,他不主张西藏独立,只是要求西藏拥有最基本的人权。事实上,这一要求和中国民众的要求是一致的。"
前不久,在国际社会的压力下,中国政府同达赖喇嘛的两名特使在北京举行了会谈。藏人方面对谈判结果表示失望,认为中国政府缺乏诚意。而魏京生则认为,达赖喇嘛派特使前往北京参加谈判本身就是一个很大的错误,等于帮了中国政府一个大忙,而西藏人民什么都没有得到。他说:"中国政府自己发表的声明就很说明问题, 因为他们根本不承认有过任何谈判。而中国政府同时却对西方国家表示,我们满足了你们的要求,同达赖喇嘛特使举行了谈判。实际上这是一个对中国政府非常有利的骗局,因为现在布什和萨科奇都说,中国政府已经同达赖喇嘛谈判了,我们应当去参加奥运会,去支持中国政府。"
魏京生认为,无论是美国总统布什还是法国总统萨科奇都很清楚,中国政府同流亡藏人代表的谈判是一场骗局,但他们宁愿受骗,魏京生说:"我想布什总统也好,萨科奇总统也好,他们迫切地希望去支持北京政府。所以,他们明知这是一场骗局,却还是把它当作一个真事,来欺骗法国人民和美国人民。我认为这是一个非常愚蠢的做法,支持中国的专制政府对美国和法国都不会有好处的,而支持中国民主化是美国和法国民众普遍的愿望。所以说,上述两位政治家的做法违背了法国和美国民众的愿望,是一个历史性的错误。"
