Students are Spontaneoused to Welcome Hu Jintao

President Hu Jintao will visit the United States. Nearby the US Capital Washington DC, the Chinese Student and
Scholar Association of the University of Maryland have issued a notice that
those students who join activities to welcome Hu could receive a $55 per person
subsidy. Please listen to Radio

In
the notice by this Chinese Student and Scholar Association, it said,
"Considering the cold weather, we will arrange the vehicle back and forth
for everyone, and also give a food and transportation subsidy of 55 dollars per
person each." Because the
transportation vehicles are already arranged, what is the transportation
subsides, and who will be responsible for the $55 per person? Ciping Huang is a council member of
IFCSS (Independent Federation of Chinese Students and Scholars), who is a
graduate of the University of Science and Technology of China and came to the
USA as early as in 1980's. She
stated that by spending money to encourage the Chinese students and scholars,
as well as their family members, to welcome the leaders of the Chinese
Communist Party illustrates that these leaders do not have the centripetal
force to attract people's hearts:
"In
this case they not only use the money to attract you, but I also know that they
will make promises to the leaders of the student associations that this year,
the Chinese Consulates and Embassy will give some benefits including financial
subsidies, etc. in an effort to make sure the Communist leaders are welcome
here. So, I think it is a very
funny thing. This should have been
stopped long ago."
In
fact as early as last April, in Hu Jintao's personal instruction for reforming
Chinese leaders' visits overseas, it was already said that they will not
organize the local Chinese and Chinese students to welcome and send farewells
to Chinese leaders during their arrivals and departures in a foreign
country. Aren't the Chinese
Student and Scholar Association of the University of Maryland following the
reform Hu promotes? Who is
instigating them behind the scene?
The
former Shanghai "World Economic Herald" editor Zhang Weiguo, who
currently lives in the United States and is an observer of the Chinese
Internet, said spending money on hiring students and scholars to welcome the
Chinese leaders is not something that just happened with Hu Jintao:
"Formalism
has been a traditional culture in China.
It reached its peak in the hands of the Communist Party. The new generation of the Communist
leaders is worse than the old ones.
As Hu has not accomplished anything, he needs some form of catch up,
including using the overseas students and overseas Chinese to organize such a
grand gala. This is a very absurd
game. It is also a state when a
totalitarian state reaches a kind of metamorphosis."
When
official media by the Chinese government is reporting on Chinese leaders
visits, they generally have words such as "the local Chinese community
spontaneously organized to welcome or farewell these leaders". Ciping Huang reminds the viewers and
audiences inside China, that these welcoming crowds are
"spontaneoused"; real spontaneous crowds do not actually exist:
"What
is your experience in China? 'Spontaneous' welcomes are entirely non-existent. As a matter
of fact, every time the Chinese Communist leaders come overseas, we carry out
protest actions against the Chinese Communist Party's human rights abuses in
China. However, the official media
for the Chinese government does not report these protests."
The
news media is the "mouthpiece" of the Communist Party and government
in China, instead of a watchdog to the society and government as in the Western
democratic society. However, Zhang
Weiguo said that audiences and observers inside China do have their
"sharp" eyes, thanks to the development and popularization of the
Internet:
"The
government's fraud is not only to the Chinese but also to the world. Now the Communist Party's propaganda
machine is very sophisticated in frauds and exports returned for domestic
uses. Fortunately, with the
development of the Internet, we can now judge for ourselves such fraud by the
Chinese leaders, and indeed it will put an end to the rise of Communist
China."
Regarding
the effort to welcome Hu Jintao by the Chinese Student and Scholar Association
of the University of Maryland, this reporter checked on the Internet and found
that the Chinese Internet users are not surprised at all that the Chinese
government spends money to organize people to welcome the Communist leaders
during their visits to foreign countries.

中国主席胡锦涛将对美国进行国事访问。邻近美国首都华盛顿的马里兰大学中国学生学者联合会日前发布通知表示,报名参加欢迎胡锦涛活动的人每次可得到55美元补贴。请听自由亚洲电台记者闻剑的采访报道。
马里兰大学这家名为中国学生学者联合会的组织在通知说,“考虑到天气寒冷,我们会统一为大家安排车辆来回,
并给予饮食与交通补助,具体为每人每次补助55美金。”既然已经安排了车辆, 怎么又有交通补助?每人每次补助55美元的经费由谁负责支付?毕业于中国科技大学、早在上世纪80年代中就来美求学的全美中国学生学者自治联合会理事黄慈萍表示,
花钱让中国留学生学者以及他们的家属前去欢迎说明中共领导人已经没有了吸引民心的向心力:
“而且在这种情况下他们不光是拿这个钱来直接请你,我也知道他们会跟学生会的领导人承诺说:今年我们领事馆、大使馆会给你们一些补助诸如此类的,以此来保证他们领导人受欢迎。所以我觉得是件很可笑的事情,我觉得他们早就应该取消掉。”
其实,早在去年四月中国政府在胡锦涛的亲自批示下,对中国领导人出访礼宾进行改革,要求在抵达和离开往访国时,不再组织当地华侨华人、留学生等到机场迎送。马里兰大学中国学生学者联合会为什么竟然不听从胡锦涛倡导的改革?谁在幕后指使?
前上海《世界经济导报》编辑、目前旅居美国的中国网通观察人士张伟国表示,花钱雇学生学者欢迎中国领导人到访不是到胡锦涛才有:
“中国搞形式主义也是一种传统文化了。到了共产党手上就登峰造极。现在共产党的领导人一代不如一代了。现在胡不作为,他需要一点形式来弥补包括利用这些海外的留学生、华侨来组织这种盛大的场面呐。这是一种相当荒唐的游戏了。另外也是它极权主义到了变态的一种状况。”
中国官方媒体报道中国国家领导人出访活动时,一般总会有一类似“由当地华人华侨自发组织欢迎或欢送某某领导人”的语句。为此,
黄慈萍提醒国内的观众和听众:那些欢迎的人群是“被自发的”,自发的欢迎人群实际上不存在的:
“这个跟你们在国内遇到的情况一样,就是说这种情况完全不存在的。而且实际上每次中共领导人来的时候,我们都会进行抗议行动。抗议中国共产党在中国对人权的践踏。这种活动他们反而倒不会去报道。”
媒体在中国是党和政府的“喉舌”,
而不像在西方民主社会中起到社会和阳光政府“守望者”的角色。不过,张伟国表示,互联网的发展和普及,中国国内的听众和观众的眼睛“还是雪亮的”:
“中国的弄虚作假现在不但是在国内,而且是走向世界。现在共产党的宣传机器弄虚作假、出口转内销有非常精致的一套技术。好在现在互联网的发展大家可以自己来判断中国领导人这样一种弄虚作假,实际上也是对中国盛事和崛起的一种杜绝了。”
就马里兰大学中国学生学者联合会组织中国学生学者以及家属前往欢迎胡锦涛到访一事,记者在互联网上查询发现,中国花钱雇人欢迎国家领导人到访某个国家,
许多网民都已见怪不怪。
