After
10 Years in the WTO the USA Criticizes the Chinese Communists for Not Keeping
Promises But Going Backward Instead
[New
Tang Dynasty news report on December 14, 2011] This year is the 10th
anniversary of China joining the World Trade Organization (WTO). The US Congress held a hearing to discuss
the progress on Tuesday. Congress
members, trade experts, and human rights activists all think that, in many
aspects, the Chinese Communist government has violated the promises made when
China joined WTO. Thus it has
damaged the economy of the USA and even the whole world. Meanwhile, the conditions of human
rights and rule of law in China are going backwards as well.
The
US Representative Chris Smith: "Judging by the experiences of the past 10
years, I think the answer to whether China has kept its promises is -- sadly,
no."
December
11 marks the 10th anniversary of China joining the WTO. The Chinese Communist government
announced that China has carried out all the promises made for it to join the
WTO, but the US Congressional members, experts and scholars do not think so.
The
US Senator Sherrod Brown said: "Yet, after ten years, it's clear that
China is not living up to its promises or the unrealistic expectations of its
supporters. Far from becoming
freer, the Chinese people are burdened with limited or no rights to basic
freedoms of speech, religion, and assembly." "Not only did WTO not bring freedom and democracy to
China, it did not bring fair trade either."
US
trade lawyer Alan Price: "Given its size and economic influence, China's
refusal to abide by many of its WTO commitments not only harms U.S. and third
country economic interests, but threatens to undermine the legitimacy of the
WTO and the international rules-based trading system."
According
to the latest report by the Office of the United States Trade Representative,
the Chinese Communist regime is still unable to follow many basic WTO
principles. In particular in the
past 5 years, the Communist government has been going backwards from its
original market reform. On the
issues of intellectual property protection, industrial policy, government
intervention in the market, and market access, the situation is particularly
worrying. Regarding its policy
transparency and the status of law and order, the Communist government did not
fulfill its responsibilities either.
Wei
Jingsheng, chairman of the Overseas Chinese Democracy Coalition, said:
"Chinese laws are understood as tools for the officials: they will be
executed if they are considered favorable circumstances for the officials, and
will not be executed if they are not favorable. Thus, the WTO simply cannot restrain China's economic
behavior."
In
the year 2000, with lobbying of the big businesses, the US government agreed to
offer China permanent most favored nation treatment, delinked trade and human
rights, and helped China to join the WTO.
Many Congress members think that decision was a mistake.
US
Representative Chris Smith: "Unless you get the human rights piece right,
which includes labor rights, it is fool's errand. You are enabling a dictatorship to simply sign and say that
they will follow these rules. And
when they do not, how do you enforce it?"
For
the 10 years since China joined WTO, the trade deficit between the USA and
China has surpassed more than 2 trillion dollars. Meanwhile, human rights in China and the market environment
have been deteriorating. The
experts who attended the hearing all expressed that the USA should learn a
lesson from the reality in China, and readjust the related policy.

In
the Ten Years Since China Entered the WTO, the USA Lost Millions of Jobs

Since
China joined the WTO 10 years ago, the trade deficit between the USA and China
has amounted to more than 2 trillion dollars and the US has lost several
million jobs.
Representative
Marcy Kaptur (D, Ohio), a member of the Congressional-Executive Commission on
China, criticized China's Market Leninism economic system, at CECC's "Ten
Years in the WTO: Has China Kept Its Promises" hearing.
Wei
Jingsheng, the Chinese democracy movement leader, also testified at the hearing. He said that since China joined the
WTO, the Europeans and Americans have opened their markets to China but China
did not open its market in return.
US unemployment and debts have rapidly increased. In the past 10 years, China has carried
out trade protection measures, as the government kept most of the Chinese
domestic market for the Chinese enterprises. Legal and WTO regulations are only a tool of the Chinese
government, and are only carried out when China thinks it is favorable.
Wei
Jingsheng said that most profits resulting from this unfair trade has found its
way into the pockets of the Chinese government and multi-national
companies. The WTO does not
have the ability at all to restrict China's economic behavior.
The
Congressional-Executive Commission on China was urged to be established by the
US Congress at the time China joined the WTO. It is composed of members of the US Congress and
administrative officials.

入世十年 美批中共不守承诺反倒退
【新唐人2011年12月14日讯】今年是中国加入世贸组织十周年。美国国会周二就此举行听证会。国会议员、贸易专家及人权活动人士均认为,中共在很多方面违背其入世承诺,损害了美国乃至世界经济,同时中国的人权法制状况也在倒退。
美国会众议员 Chris Smith:“从过去十年经验来判断,我认为对于中共是否会履行其(加入世贸组织的)承诺的回答是--很遗憾,没有。”
12月11日是中国加入世贸组织十年。中共官方宣称,中国已经履行了加入世贸组织的所有承诺。但美国国会议员及专家学者并不这么认为。
美国会参议员 Sherrod Brown:“十年之后,很清楚中国没有遵守承诺,也没有实现其支持者不现实的期望。中国民众不仅没有获得更多自由,反而连基本的言论、信仰和集会的自由都没有或非常有限。”
美国贸易律师 Alan Price:“考虑到中国经济的规模和影响力,不遵守世贸承诺不仅伤害美国和第三国的经济利益,也削弱世贸组织本身的合法性,威胁到以国际规则为基础的贸易体系。”
根据美国贸易代表办公室最新报告,中共至今仍未能完全遵循世贸组织的许多基本原则,而且近五年来,中共在从原有的市场改革中倒退。在知识产权保护、产业政策、政府对市场干预、及市场准入方面,状况尤其令人忧虑。在政策透明度与法制状况上,中共也没有善尽其责。
中国民主运动海外联席会议主席魏京生:“中国的法律被理解为官方的工具,被官方认为有利的情况下才会被执行,被认为无利就不会被执行,所以世界贸易组织根本就无法约束中国的经济行为。”
2000年,在大企业的游说下,美国政府同意给予中国永久贸易最惠国待遇,从而把贸易和人权问题脱钩,并帮助中国加入世贸组织。很多议员都认为,当初这一决定是个错误。
美国会众议员Chris Smith:“除非中国能保证人权,包括劳工权益,否则就是虚假的。你让一个专制政府只是签个字,说会遵守这些规定。而当他们不去做的时候,你如何强制执行?”
入世十年,美中贸易逆差超过两万亿美元,同时中国的人权状况与市场环境日益恶化。与会专家均表示,美国应从中国的现况中吸取教训,重新调整相关政策。

中國加入世界貿易組織(WTO)十年以來,美國對中國的貿易逆差總額超過2兆美元,美國流失了數百萬工作。
美國「府會中國委員會」委員、俄亥俄州民主黨籍國會眾議員瑪西?凱浦特 (Marcy Kaptur),在「府會中國委員會」舉行的中國入世十周年聽證會中,批評中國採取市場列寧主義的經濟制度。
中國民運領袖魏京生也作證指出,中國入世以來,歐美對中國開放市場;中國未對歐美開放市場,美國失業率及債務大增。中國過去十年實施貿易保護措施,政府將國內市場留給國內企業。法律及WTO的規定,是中國官方的工具,中國認為有利的才會執行。
魏京生說,這種不公平貿易的大部分利潤,進了中國政府及跨國公司的口袋。WTO根本沒有能力約束中國的經濟行為。
「府會中國委員會」是美國國會於中國加入世界貿易組織時,責成成立的,由國會議員及行政部門官員組成。
