The
Shattered Chongqing Model

This
year has been eventful. Around the
Chinese New Year period, the Shanghai racing driver Han Han, who was touted as
a youth idol, published pessimistic views on democracy and freedom along with
comments against a revolution.
These three articles were strongly criticized and therefore he lost the
aura of an idol, as well as a large number of fans. Soon the issue had a big turn for the better. The criticism against Han's views
evolved into the issue that his articles were fraud after all, to the degree of
a threat to bring the issue to court with an offering of reward in the tens of
millions. This farce is continuing
to ferment. It seems turning an
idol back to what he was would be the best result.
While
this show was still going on, another good show has just vigorously started,
attracted the attention of most people.
This one is about one of the central figures of the Chongqing Model: the
director of the Chongqing Public Security Bureau Wang Lijun. He was absurdly praised as the "anti-triads
hero" during the "sing praises for the red and hit the black
society" movement initiated by Bo Xilai, the Communist Party Secretary in
charge of Chongqing. Yet Wang
Lijun went to the U.S. consulate in Chengdu to seek political asylum. For a time, this event become the talk
of the town and overwhelmed the Chinese Internet with many news and
comments. The spokespersons for
China and the United States talked about it hesitantly and changed back and forward. A director of the Public Security Bureau
could pull strings of big power diplomacy, this illustrates the not-so-simple
goings on behind the scenes.
When
Bo Xilai was kicked out of Beijing's political circles and sent to Chongqing to
be its Party Secretary, he was determined to fight to overcome the setbacks and
achieve some results. In
accordance with the custom of the Chinese Communist Party, those people who
were able to get successfully promoted to high rank or who were able to run
away from the jaws of death mostly were able to do so due to unusual
achievement or policy recognized by the highest authorities in the Communist
Party. Obviously, Bo Xilai wanted
to follow this kind of path to re-energize his declining status.
So,
against his conformist past, he gradually worked out a shocking "sing
praises for the red and hit the black society" movement, which is called
the Chongqing Model by others. Bo’s
purpose was to win public support, to play the public opinion card, with an
intention to squeeze himself into the Politburo Standing Committee during the
upcoming 18th Congress of the Communist Party. This move is also the starting point of most commentaries.
So
what is the premise of this "sing praises for the red and hit the black
society", which sings praises to the red Communism and hits the triad
style gangs which are traditionally called the “black society” in China? The crux is that the Communist Party is
terminally ill beyond cure: it has lost the recognition and support of the
people. The success of the Mao
Zedong model and Deng Xiaoping model, or to say the essential backing, was that
they obtained the recognition and support of the people, either by deceit or
small favors. However, this
recognition is rapidly disappearing, while the one-party dictatorship of the
Communist Party is rotten from the foundation. To save the one-party dictatorship, it is necessary to win
back popular sentiment. Exactly
for this reason Party Secretary Bo designed his "sing praises for the red
and hit the black society".
Singing
these red songs of Communism was because nowadays a lot of people at the bottom
of the society miss the welfare measures during the Mao Zedong era. The new Maoism has broad mass appeal
among the people who are at the bottom.
These humble ordinary people who have been deprived the welfare of
health care, education, housing, etc. by the modern bureaucratic capitalism
have a strong rebellious mood.
Most of them do not dare to oppose despotism. Thus they have to resort to arguing for the past against the
current politics, that is, to praise the welfare policies of the Mao Zedong era
in contrast to the current bureaucratic capitalism. Choosing the reference to older times to mock the current
times is an oblique accusation.
After all, Mao is still revered by the Party, at least in public. Bo Xilai wants to use this influence of
the people to receive some support of popular will.
However,
although red Communist songs were sung, there was no real action of change in
the distribution of wealth. Bo did
not dare to change the substance of the existing bureaucratic capitalism. So his sing praises for the red was a
mere formality. Without
substantive achievements, he will not have the support of public opinion. The red praises did not meet the design
requirements to change the Communist Party's mass base. So shortly after his sing praises for
the red movement was introduced, it received no more attention from the people
and existed in name only.
The
other half of this Chongqing model is to strike the black society of triads
gangsters. Now, Chinese society is
flooded with triads that are joining with the officials. In addition to the economic
exploitation and political oppression by the Communist regime, ordinary people
are also exploited and oppressed by the triads. The grievances are profound. So when Party Secretary Bo launched his strike the black
triads movement, it received cheers from most of the people at the
beginning. But just like the other
half of his movement, a fake is a fake, the fox cannot always cover its tail,
so the truth was soon revealed.
People
are satirizing: hit black became black hits. What does "black hits" mean? It means Bo Xilai and Wang Lijun, who
had done so successfully in Liaoning Province, monopolized the underworld
triads. It is the real official
and triads combined into one family.
It has two characteristics.
One
is to eliminate the smaller triads that were fragmented and difficult to
control, in an effort to retain and expand the underworld that the officials
can control. Making a dominating
triad will serve their own political and economic goals, and allow engagement
in illegal activities that are unsuitable for officials to do. In this way, they could achieve the
lawlessness of the Mao Zedong era and dominate their society.
Another
characteristic is to get rid of dissidents in the name of "strike
black". By associating their
targets with triads, they could eliminate their political opponents and the
officials who do not listen to commands well through the cheers of the people,
and eliminate some economic opponents and confiscate their property to fill the
fiscal deficit. Thus they are able
to achieve double harvests both politically and economically, and meanwhile
earn a good reputation. No wonder
many insiders evaluate Bo as the number one hypocrite of the present age.
To
accomplish these two fake anti-triads features, they use illegal means of
torture, etc, and they create miscarriages of justice. Just as in the later time of the Mao
era, these actions were also bound to touch the interest groups within the
ruling class and inevitably cause a negative repercussion therein. In accordance with the practice of the
Art of War by Sun Zi, the first strike should be to cut off the weak wings, and
then attack main body that has been weakened. Thus Wang Lijun, the hatchet thug of Party Secretary Bo, is
at the teeth of the storm: it is impossible not to leave evidence for others in
his faked action of anti-triads.
So
Party Secretary Bo attempted to cut out this rotten tail, according to common
practice. Unfortunately, Wang
Lijun does not have the same weak character to be trampled as his predecessor
Wen Qiang did. (On July 7, 2010,
Wen Qiang was executed as the first high-level director of the public security
bureau to receive this punishment.)
Wang's logic was that: if you are heartless, then I will not be kind to
you. He got rid of the
surveillance teams that monitored him and made a big splash in the way of a
fish in the net that would fight with its life by breaking the net. On the surface, this splash is a
personal accidental behavior by Wang Lijun. In fact, it is the inevitable result of the hypocrite
politics. There have been numerous
precedents in history and modern times, in China and the rest of the
world. The only difference is that
this time it came fast and quite eventfully. Regardless of the political future of Bo Xilai, the
so-called Chongqing model surely has already failed.

重庆模式的破灭

今年是个多事之秋。新年前后，被捧为青年偶像的上海赛车手韩寒，因为发表了对民主自由的悲观论调和反对革命，遭到了强烈的批评，并因此失去了偶像的光环，同时还丢掉了大批的粉丝。而且很快事情有了巨大的转机，由观点批评转变为文章是否作假，甚至被威胁要对簿公堂，悬赏几千万等等。这场闹剧还在继续发酵，看来偶像被打回原型已经是最好的结果了。
这场好戏还没有散场，另一场好戏就轰轰烈烈地闯了进来，吸引了大部分人的眼球。这就是重庆模式的核心人物之一，被谬赞为打黑英雄的重庆公安局长王立军，居然跑到美国领事馆寻求政治避难。一时间满城风雨，中文网络上消息和评论铺天盖地。中国和美国的发言人们吞吞吐吐，一日三变。一个公安局长竟然牵动了大国外交，可见其中内幕并不简单。
重庆的书记薄熙来被踢出北京政治圈子，来到重庆当书记。于是就下定决心要搞出一个名堂来打翻身仗。按照中共以往的规律，凡是成功的破格升迁或者咸鱼翻身者，大多数都是有不一般的建树或者建策，而又为最高当局认可。薄熙来显然是想按照这个路子为自己咸鱼翻身。
所以他一反过去的循规蹈矩，逐渐摸索出来一个被大家称为重庆模式的，骇人听闻的唱红打黑。以此来收买人心，打民意牌，意图在十八大的竞争中挤进政治局常委。这也是大多数评论的出发点。
唱红打黑的设计前提是什么呢？就是共产党现在已经病入膏肓的症结所在：失去了人民的认同和支持。毛泽东模式和邓小平模式的成功之处，或者说根本的依靠，是获取了人民的认同和支持。无论是靠欺骗还是小恩小惠，总之他们得到了人民的认可。但现在这种认可正在迅速消失，共产党的一党专政从根基上已经腐朽。要想拯救一党专政，就必须重新收取民心。正是根据这个基本形势，薄书记设计了他的唱红打黑。
唱红歌是因为社会底层很多百姓怀念毛泽东时代的福利措施。新毛派在底层民众里有着广大的群众基础。被现代官僚资本主义剥夺了医疗、教育、住房等等福利的升斗小民，具有强烈的反叛情绪。他们大多数人不敢反对专制政治，只好借助古人来反对当前的政治，也就是用毛泽东时代的福利政策，对比当前的官僚资本主义。借古讽今，指桑骂槐。薄熙来就是想借助于这股势力获得一部分人的民意支持。
但是唱完了红歌之后，并没有改变财富分配的实际行动。他也不敢改变现有的官僚资本主义的实质。所以他的唱红也就不过是流于形式，不可能获得实质性的成就，不可能得到民意的支持，也就不符合改变共产党群众基础的设计要求。所以唱红歌运动出台不久，就不再引起人们的注意，名存实亡了。
重庆模式的另一半，就是打黑。中国现在黑社会泛滥，正在向官匪一家转化。老百姓除了受到共产党经济上的剥削，政治上的压迫，还要受到黑社会的剥削和压迫，早已经积怨甚深。所以薄书记发动打黑运动，一开始就获得了大部分民众的喝彩。但是和唱红运动一样。假的就是假的，很快就露出了狐狸的尾巴。
人们讽刺说；打黑变成了黑打。什么是黑打？就是薄熙来和王立军在辽宁省成功运作的黑社会垄断化。那是真正的官匪一家。它有两个特征。
一个就是把零散的，难以控制的小股黑社会消灭，保留和扩大自己能够控制的黑社会。使得黑社会的一统天下为自己的政治和经济目标服务，从事一些官方不便于出面的违法活动。这样就可以实现毛泽东时代的无法无天，一统天下。
另一个特点，就是利用打黑的行动清除异己。只要把清除目标和黑社会联系起来，就可以在人民的欢呼声中清除政治对手和不听指挥的官员，同时还消灭一批经济上的对手，没收一批财产来填补财政亏空。以此来实现政治和经济双丰收，顺便还获得了好名声。难怪很多知情者评价薄熙来是当代第一号的伪君子。
要完成上述两个假打黑的特点，就必然会动用酷刑等等非法手段，就必然会制造冤假错案。和毛泽东时代后期一样，就必然会触动统治阶级内部的利益集团，也就必然会引起统治阶级内部的反弹。按照孙子兵法的惯例，先剪除较弱的羽翼，再攻击变弱的主力。于是薄书记的黑打手王立军就处在了风口浪尖的位置：假打黑不可能没有把柄让人家抓住。
于是薄书记也按照惯例划清界限，试图把烂掉的尾巴切割出去。遗憾的是王立军不是他的前任文强那种任人宰割的性格。(2010年7月7日，文强成为中国第一个被执行死刑的正局级公安局长。)你不仁我就不义。他冲出包围圈把事情闹大，来个鱼死网破。表面上看这是王立军个人的偶然行为，实际上是伪君子政治的必然结果。古今中外有无数的先例，只不过这次来得快了一些，闹得大了一些而已。不管薄熙来的政治前途如何，所谓的重庆模式已经以失败告终了。
