Way Out for China (Part LIV): Population and Women's Issues in China

In
November I attended a conference in the European Union and met a lot of old
friends. I was also invited by the
European Parliament to participate in a program moderated by the
editor-in-chief of the Europarl TV.
The original theme of this program was to discuss the role of women in
democratic transitions, asking if they could be leaders or which kind of roles
they could play. The results come
down to an indictment complaining of discrimination against women and violence
against women.
Originally,
I had nothing to say. Of course
women can become leaders. More so
through the history, many women have become very good leaders. If it was a ceremony honoring them, I
might have had something to say.
But to belatedly expound such a truth seemed not so interesting. So I sat there facing the stage lights
and was ready to sit through the whole session without saying anything.
But
as I noticed the Deputy Executive Director of UN Women's triumphant look as the
heroine of the party, I got angry.
At the invitation of the enthusiastic host, I changed my original
decision to just say favorite words like the others, and decided to demand
justice for Chinese women.
I
stated that first of all, I cannot speak on behalf of Chinese women, as I am
just a bystander on women's issues.
Then, I pointed out that many Western scholars and politicians have
inaccurate views about many issues in China. For example, many Western scholars who do not support the
Communist Party still think that although Mao Zedong did a lot of harm to the
Chinese people, still his liberation of women was a good thing.
Obviously,
this is a misunderstanding due to the propaganda of the Communist Party. Not only are the Chinese not liberated,
they had entered a new state of oppression and exploitation. Women are just as oppressed and
exploited as men, without so-called liberation. Further more, women are suffering more than men.
For
example, the victims of the savage family planning policy implemented by the
Chinese Communist regime over the years are mainly women. The Communist Party seized many young
and middle-aged women on the streets, loaded them into trucks, and sent them
into hospitals for forced sterilization like castrating animals. These serious human rights violations,
these barbaric acts that treat human beings like draft animals were even
rewarded by the United Nations and have been continuing until now.
Then
I turned around and directly asked this Deputy Executive Director of UN Women:
What is your United Nations' comment on this issue? Why did not you UN Women and the Human Rights Council
interfere or criticize? Hundreds
of the audience warmly applauded to ask her answer these questions. The host also very politely handed the
microphone to her.
This
official explained in embarrassment: China is a big country, with a great
influence on the United Nations, the United Nations can not intervene in the
internal affairs of each state, etc. -- a lot of standard diplomatic
language. Surprisingly, the
audience did not give her a round of applause. The host politely tried to smooth things over for her, and
said that the UN Woman and the United Nations are not organizations with
authority, and usually conduct their work in the way of giving advice and
encouragement.
The
Deputy Executive Director thought it over and still was not satisfied, so she
found an opportunity to explain once more: we made a lot of investigation into
China's problems, and also wrote a number of reports to criticize, but did not
receive satisfactory answers from the Chinese side. After this debate, many of the audience came to shake hands
with me to express their encouragement.
The president and vice-president of the European Parliament also came to
me and warmly shook hands with me and told me: You have said well and we should
let people know the truth.
In
fact, I very much regretted that because of the limited time I could not allow
everyone to learn more about the truth.
At the reception that followed, a lot of people found us who wanted to
know more things. Chinese women
not only suffer more misery than men, this savage family planning policy also
brought China long-term social problems.
The
significant drop of the birth rate in China that started in the 1970's has, on
the one hand, resulted in a lack of suitably aged labor, and on the other hand,
a trend of aging surpassing many developed countries. Simply said, while the population that could work has
drastically reduced, the population that needs to be supported has rapidly
increased. Under most
circumstances today one young couple needs to take care of 12 elderly and one
child. They have too much to
handle with grave misery, which resulted a lot of social problems.
In
the 1970's, the Communist Party's policy suddenly changed from encouraging
birth to savage family planning, for the purpose of finding an excuse for its
economic failure. However, was the
excessive population growth really the reason for economic failure? Not only is there no evidence in
foreign countries, even the economic growth of China itself in the past 30
years does not have any relationship with this family planning policy. Some populations in developed countries
are already in, or close to, negative growth, but their economies did not stop
because of the negative growth. To
say poverty is due to fast population growth is purely an illogical sophistry.
The
role of population in economic development is more of a positive factor. Population represents labor and
consumption, which are the most basic conditions of economic activity. Either a slow growth or a fast growth
of the population will cause problems to the economic development. But population is definitely not the
only reason for economic decline or economic growth. Besides bringing additional income for some corrupted
officials, the savage family planning policy in China did not have a direct relationship
with the economic development, but instead raised a lot of difficult social
problems.
For
China to have sustainable development not only must we have a democratic
political system, but we must also have the correct social policy. We must exclude political myths
manufactured by the Chinese Communist Party, including the myth that there is
more prosperity when there is less population. What we must implement is a policy of balanced growth of
population and economy.
From
the humanitarian point of view, we must first abolish the barbaric family
planning policy of the Chinese Communist Party. This is an issue that does not even need to be
discussed. The next step is to
adjust the population growth level according to the actual conditions. According to the evidence in many
countries, as the economic and cultural levels grow, population growth has a
downward trend. Yet, if the
population growth rate falls too fast, it will be a difficult issue during the
economic development process.
Population
growth and technological progress are the two most important driving forces of
economic development. How to
coordinate the relationship of population growth and technological progress is
the important issue of sustainable economic development. I will find the opportunity to discuss
this complex issue in the future.

《中国的出路》之五十四：中国的人口和妇女问题

前不久，我在欧盟参加一个会议，碰到了不少老朋友。我还受欧洲议会的邀请参加了他们新闻电视台主编主持的一个现场直播的节目。这个节目原来的主题是讨论妇女在民主运动中能否成为领袖，或者能够扮演什么角色。结果说来说去反倒成为控诉歧视妇女和对妇女施加暴力的控诉会了。
我本来没什么话可说。妇女当然可以成为领袖，而且古往今来都有很多妇女成为了很出色的领袖。给她们开个表彰会还有话说，要是马后炮地论证一番，倒显得没什么意思了。所以我就对着灯光准备坐到结束。
但是看到坐在我旁边的联合国妇女委员会的副主任那付得意洋洋，自以为众星捧月的样子，我就气不打一处来了。在主持人热情的邀请下，我改变了学着别人说顺风话的决定，准备为中国的妇女们主持一下公道。
我首先说明了我不能代表中国的妇女说话，我只是一个妇女问题的旁观者。接着我指出了西方的很多学者和政治家，他们对中国的很多问题有不准确的看法。例如很多并不支持共产党的西方学者，也认为毛泽东虽然对中国人做了很多坏事，但是解放了妇女却是一件大好事。
这显然是受共产党的宣传造成的误解。所有中国人不但没有被解放，反而还进入了新的被压迫、被剥削的状况。妇女和男人们一样被压迫、被剥削，没有什么解放。而且妇女还遭受着比男人更多一些的痛苦。
例如，中共政权多年来实行的野蛮的计划生育政策，受害者主要就是妇女。共产党用大卡车在街上把大量的中青年妇女抓到医院里，像骟牲口一样强迫给她们做绝育手术。这种严重侵犯人权的行为，这种把人当作牲口一样的野蛮行为，居然得到了联合国的奖励，并且一直维持到了现在。
接着我转过头来直接问这位妇女委员会的副主任：你们联合国对这件事有什么评论，你们妇女委员会和人权委员会为什么没有干预或者批评。台下的几百名观众热烈鼓掌要求她回答这个问题。主持人也很有礼貌的把麦克风递给了她。
这位女官员很尴尬地解释说： 中国是一个大国，对联合国有很大的影响力，联合国无法干预各国的内部事务，等等一大套标准的外交辞令。观众们很意外地没有给她掌声鼓励。主持人很有礼貌地替她打了个圆场说，委员会和联合国不是一个权力机构，一般都是用建议和鼓励的方式进行工作。
这位副主任想了想觉得还不满意，找了个机会再一次解释说：我们的委员会对中国的问题作了很多的调查，也写了一些报告进行了批评，但是没有得到中国方面的令人满意的回答。会后很多观众过来找我握手表达他们的鼓励。欧洲议会的议长和副议长也主动找到我热烈的握手说：讲得很好，应该让大家了解事实真相。
其实我很遗憾，因为时间有限我不可能让大家了解更多的真相。事后的酒会上有很多人找到我们，想了解更多的事情。中国的妇女不但承受着比男人更多的苦难，而且这个野蛮的计划生育政策给中国带来了长远的社会问题。
七十年代开始的出生率的大幅度下降，一方面造成了现在适龄劳动力的缺乏，另一方面就是老龄化程度超过了很多发达国家。简单地说就是：能工作的人口迅速减少的同时，需要供养的人口却迅速增加。很多情况下一对年轻夫妻要照顾十二个老人和一个小孩，顾此失彼，苦不堪言。由此产生了很多社会问题。
共产党在七十年代突然从鼓励生育的政策转换到野蛮的计划生育，目的是为它了经济失败找理由。可是人口增长过快真的是经济失败的理由吗？不但外国没有证据，就是中国自己三十年来的经济增长，和计划生育也没有任何关系。有些发达国家人口已经进入或者接近负增长，经济也并没有停止或者负增长。说贫穷是因为人口增长太快，纯粹是一种不合逻辑的诡辩。
人口在经济发展中更多的是一个正面的因素。人口代表着劳动力和消费，是经济活动的最基本的条件。人口增长太慢或者太快，都会给经济发展带来问题。但这绝对不是经济落后的原因，也不会是经济增长的原因。野蛮的计划生育政策，除了给一些贪官污吏带来额外的收入之外，和经济发展或者不发展没有直接的关系，反倒带来许多难以解决的社会问题。
中国的可持续发展，除了必须有民主的政治体制外，也必须有正确的社会政策。必须排除共产党制造的政治神话，其中就包括人口越少越富裕的神话。我们需要实行的是人口和经济平衡增长的政策。
从人道的角度看，首先必须废除中国共产党的野蛮计划生育政策。这是一个不容讨论的话题。接下来就是根据现实条件调整人口增长的幅度。根据各国多年来的现象，随着经济和文化水平的增长，人口增长率都是下降的趋势。而人口增长率下降太快，正是经济发展过程中的一个难题。
人口增长和技术进步是经济发展的两个最重要的推动力。如何使人口增长和技术进步协调好关系，是经济可持续发展的重要的课题。我将在今后有机会时和大家探讨这个复杂的问题。
