The
So-called Soft Power of the Chinese Communist Regime
--

In
recent years, the Chinese Communist regime likes to use a very fashionable
phrase: "soft power".
The Chinese people are most familiar with the Chinese Communist
language: "a regime coming out of the barrel of a gun." Why now has it made this "soft
power" fashionable?
With
careful observation, we will find that this so called "soft power" is
not about the value concepts of the Westerners, such as freedom and democracy,
but just an old script of the Communist Party from its founding days:
propaganda. What it believes is
still the principle by Josef Goebbels, the Propaganda Minister of Adolf Hitler:
"If you tell a lie big enough and keep repeating it, people will
eventually come to believe it."
But
now the approach of the Chinese Communist government has expanded even further
than in the Stalin and Mao Zedong eras.
Not only does it use the domestic media it monopolizes, it has also
expanded its propaganda worldwide, combined with the nature of the modern
bureaucratic capitalism.
One
of its techniques is to buy off the media. If you observe the overseas Chinese media, you will find a
phenomenon: the media that was either anti-Communist or neutral at the
beginning, gradually evolves into a media that praises the Communist Party
after a decade or so of time.
Moreover, in order not to make their readers too disappointed with them,
these media take a stand to hide the ugliness of and defend the Communist
regime. They play down the crimes
of the Communist Party, or advocate reconciliation with the Communist Party
regardless, and recommend one absolutely should not resist the Communist Party.
Even
some "reconciliation think tanks" have come out of this media
evolution. Given the premise of
the Communist Party declaring explicitly every day that it will not
reconciliate with any opposition, what is reconciliation? It is just a word synonymous for
surrender. This kind of think tank
is really amazing. It can make one
believe that one is a fool while he is awake with eyes wide open. Joseph Goebbels would jump out of his
tomb in great envy.
Goebbels
penetrated into the enemy's media, and used people's trust of freedom and
democracy to do propaganda for Fascism.
He did it very well. The
BBC's German service was infiltrated with the Nazi's culture spies. Now the Chinese Communist Party's
infiltration of the overseas Chinese broadcasting has only expanded its scope.
The
Chinese Communist government bribes Western academic and research institutions,
using its ways to control these academic institutes by pulling people out while
infiltrating in. They are even
more deceitful, to the degree that it could cause disorder in the
decision-making system of the West.
That ability is because the majority of Western politicians are less
understanding of politics and economics, but more expert on campaigns and
shows. To a large extent, their
decision-making depends on the academic institutions and scholars. So bribing scholars and academic
institutions becomes a direct and effective way to influence the
decision-making of the Western government.
Just
as we observed in the media, we find similar phenomena in academics. The research institutions controlled by
Western private capital scrambled to brown their noses on the Chinese Communist
Party, to a degree that is laughable because they just do not know how to brown
their noses there. There was a
well-known research institution that released an index list of global
happiness, and solemnly announced that the happiness index of the Chinese
people is the highest of the world.
If you are interested to check out the current annual income of this
institution or its donors, it is also likely to be the highest.
Besides
these unintentionally made jokes, most of the scholars and institutions do
somehow care about their own faces.
However, the scholars who once strongly criticized the Communist regime,
now come out of the woods now and then to promote "peace, rationality, and
non-violence", and then gently talk about how the Communist Party is
indeed much better now than before or, that although China has some problems,
the USA also has its problems, etc.
The implication is that the human rights in a one-party autocracy are
similar to that of democratic countries.
Even the U.S. Assistant Secretary of State for Human Rights had learned
to say some tasteless words like that.
Thus you see the influence of the united voice under the People's Daily
has made on the U.S. decision-making.
Only
bribing a group of scholars is certainly not enough. After all, Scholars still have their minimum moral code, and
still have their readers, and still have to engage a balance between their
faces and money. Thus, there is a
sentence from Chen Yun, the senior cadre of the Communist Party: "Our own
army is still the most reliable."
Thus, there are the propaganda institutes for professional con artists
of the Communist Party to come out directly to do their work.
Although
these professional liars of the Communist government have excellent eloquence,
they have the great flaw of very low credibility, or even negative
credibility. In other words,
whatever these exposed professional liars praise is often determined by most
people as fake without further analysis.
People or events that are condemned by these liars are often determined
by most of people as good indiscriminately. Not only the Chinese, even foreigners have learned this
simple method of judgment. The
negative effect of this propaganda has become a major bottleneck for the Chinese
Communist propaganda at home and abroad.
So
the Chinese Communist government has borrowed a big trick of modern
advertising. It is called
"packaging" described by the vulgar political science in Taiwan and
Hong Kong. When the shells are
wrapped with a layer of sugar coating, it will be able to breakdown the most
unsuspecting target. If people had
to live in a thick cover of protection every day, they would be really tired. Besides the Chinese people who are
forced to be in this cover, the majority of Westerners who live happily do not
have a thick bulletproof armor, so they are easily be deceived by these
packaged sugarcoated shells.
In
recent years there have been many such institutions. Nominally they are doing research and study, but in fact,
they are doing propaganda. On the
surface, they care about the whole globe, but their focus is China. They will say how Africans are
suffering miserably, except that China is shining. They also have one essential characteristic: that is to
recruit a large number of famous Western stars and scholars, in particular some
prize winners and former senior government officials, to make people confused
by the packaging. While it is
really manipulated by former diplomats and hired court scholars of the Communist
Party, some Western media people with excellent native language skills are
hired to make a language packaging for them.
These
packaging institutes directly use the propaganda tone from People's Daily. Because their facades are covered with
a large number of celebrities in various industries, coupled with some native
English writers, there is no one who dares to come out to criticize them in the
Western media. This deception is
very powerful against the Western people who have no defenses. This deception has gradually developed
to guide public opinion, and play an unusual influence towards their
governments' decision-making.
The
functionality of these celebrities and politicians who are used for the
packaging is not just limited to the packaging itself. Their fans and relationships with all
sectors of society are also intentionally or unintentionally helping these
institutions, and influencing public opinion, as well as influencing
governments' decision-making.
Money
politics is the biggest drawback of the Western democracies. It has indeed been well used by the
capitalized Communist Party in China.
In this competition of autocracy against democracy and freedom, this
influence of money is a drawback that plays the role of an internal traitor inside
the fortress.

中共的所谓软实力

最近几年,有一个很时髦的词经常挂在中共的嘴上,叫做软实力。人们最熟悉的中共语言,叫做枪杆子里边出政权。怎么最近又时髦软实力了呢?
仔细观察了一下,原来不是西方人说的价值观念,自由民主等等人人向往的东西;而是从中共建党时就开始玩弄的老花招:宣传。它信奉的仍然是希特勒的宣传部长戈培尔的原理:谎话说一千遍就成了真理。
但是现在中共的手法比斯大林、毛泽东时代扩大了一些。它不仅仅利用自己垄断的国内媒体,而是结合现在官僚资本主义的本性,把宣传扩大到了世界的范围。
一个方法就是收买媒体。如果你能观察一下海外的中文媒体,就会发现一个现象:开始创办时还是反共的或者中性的媒体,十几年后渐渐地,或者慢慢地变成了替共产党歌功颂德的媒体。而更多的则是为了不让自己的读者太失望,采取了为中共遮丑和辩解的姿态。那些媒体把共产党的罪恶做淡化处理,或者极力鼓吹无论如何也要和共产党和解,绝对不能反抗。
甚至还出现了一个名叫“和解智库”的名堂。在共产党天天都在明确地宣称决不和任何反对势力妥协的前提下,什么叫和解呢?就是投降的代名词罢了。这样的智库确实了得。它可以瞪着眼睛让你相信你自己就是傻瓜,还确实有一些聪明人跟着起哄。戈培尔先生会羡慕得从坟墓里跳出来。
渗透到敌方的媒体里,利用人们对自由民主的信任替法西斯做宣传。这个戈培尔作过了,也做得很好。英国广播公司BBC的德语节目就曾经控制在纳粹文化间谍的手里。而中共现在对海外中文广播节目的渗透,只是扩大了范围而已。
中共收买西方的学术研究机构,并采取打进来拉出去的手法控制西方的学术机构,则具有更大的欺骗性,甚至可以扰乱西方的决策体系。因为西方的政客大多数不懂政治经济等等,只是竞选和做秀的专家。他们的决策很大程度依赖着学术机构和学者。收买学者和学术机构,便是影响西方政府决策的直接有效的方法。
用观察媒体同样的方法观察学者们,可以发现同样的现象。西方私人资本控制的研究机构争先恐后地拍中共的马屁,甚至有很多不懂得马屁如何拍而闹出笑话来。有个著名的研究机构发布全球幸福指数排行榜,一本正经地宣布中国人民的幸福指数世界第一高。如果有兴趣查一查这家公司,或者它的捐助者的当年收入,也一定是历年来的最高。
除了这些无心的笑话以外,大多数的学者和机构都还比较顾及自己的面子。只不过是过去强烈批评中共的学者们,现在可以不时出来宣传一下和平理性非暴力,然后婉转地说一说中共现在确实比过去好多了,或者是中国有问题其实美国也有问题。这言外之意就是一党专政和民主国家的人权差不多。连美国的人权助理国务卿也学着说这种没味的话。可见人民日报的统一口径对美国决策的影响有多大。
如果仅仅是收买一批学者,那肯定是远远不够的。因为学者们毕竟还有自己的底线,还不能不顾及他们的读者,还不得不在面子和金钱之间搞一搞平衡。于是就有了陈云那句话:还是我们的子弟兵可靠。于是就有了中共的职业骗子亲自出马的宣传机构。
中共职业骗子的口才虽然很好,但是有个最大的缺陷就是可信度太低,甚至有的可信度是负数。也就是说被这些现了形的职业骗子们赞扬的,往往大多数人不必分析就可直接判断为假货。被他们痛骂的人或者事物,大多数人也就不分青红皂白直接判断为好的。不仅中国人,现在连外国人也学会了这种简单的判断方法。这种宣传负效应成了中共海内外宣传的一大瓶颈。
于是现代广告宣传的一大手法被中共所借鉴使用。这就是港台庸俗政治学所说的包装。把炮弹包上一层糖衣,就能够击穿大多数没有戒心的目标。如果人们每天都带着厚厚的防护层生活,实在太累。除了不得不累的中国人之外,大多数生活幸福的西方人都没有厚厚的防弹装甲,所以很容易被包装了的糖衣炮弹所欺骗。
最近几年出现了很多这样的机构。名义上在研究,实际上只做宣传;表面上关心全球,实际上重点在中国;说起非洲来都是苦难重重,唯独中国一片光明。它们还有一个必备的特点,就是拉上一大批西方有名的明星和学者,特别是什么什么奖金获得者和前政府高官,好对该种机构做出让老百姓眼花缭乱的包装。而实际上操盘的却是中共的前外交官和御用学者,以及一些本国语言极好的西方媒体人给他们做语言包装。
这些包装机构直接使用人民日报的宣传调子。因为有一大批各行业的名人做门面,再配合地道的英语写手,在西方舆论界竟然没有人敢于出面批评。这对没有防护心理的西方民众有非常强大的欺骗性,逐渐向着舆论引导的方向发展,对政府的决策也发挥着不一般的影响力。
这些作为包装的名人和政客的作用,不仅仅是包装。他们在社会各界的粉丝和关系,也在有意无意的帮助这些机构,并影响着舆论,影响着政府的决策。
西方民主的最大缺陷金钱政治,确实被资产阶级化的共产党很好地利用了。在这场专制和民主自由的竞争中,发挥着堡垒内部叛徒的作用。
