The
11th Global Conference of the Overseas Chinese Democracy Coalition Held in
Nashville, Tennessee, USA
The
11th global conference of the Overseas Chinese Democracy Coalition was held in
Nashville, Tennessee of the United States on October 5 and 6, 2013. More than 30 delegates attended the
general assembly from European countries, Australia and New Zealand, Japan,
Hong Kong, and United States.
The
conference was chaired by Wei Jingsheng, the head of the Overseas Chinese
Democracy Coalition. It discussed
and passed a "Call for Democratic Revolution in China" with a clear
slogan put forward: "The reform is dead, the revolution is ahead; abolish
the dictatorship, to rebuild the republic." The article for the call will be released soon.
The
participants of the conference analyzed the current situation in China. They all agreed that the political
direction taken by Xi Jinping in the more than one year since he came to power
has been more sinister; that the trial of Bo Xilai does not mean any policy
change of the Communist Party, but rather it was a means to tip power
struggles; that the situation within China is and has been a windy moment right
before a major thunder storm such that any unexpected event is likely to cause
a turbulence.
The
delegates reached a consensus: the main task of the overseas democracy movement
is to take advantage of all the conditions and means, especially the Internet,
to spread democracy ideology to the Chinese people, to encourage and support
the actions against tyranny in China, and to unequivocally support democratic
change in China.
Mr.
Wei Jingsheng thinks that we the Chinese people must rely on our own hard work,
especially now that the West has less and less concern about human rights in
China. He stressed at the
conference that not only do we need to correctly judge the situation, but also
to know what needs to be done ourselves.
Mr. Wei expressed his belief that we must not rely on the Communist
Party to reform by itself -- even if it changes, it will only change to another
mode of one party dictatorship.
That is because most of the powerful people within the Communist Party
want to protect their own vested interests. The situation within China is deteriorating, but the Chinese
people are not in disagreement of a democratic change.
Wei
Jingsheng expressed that among the Chinese people, the Overseas Chinese
Democracy Coalition has a deep influence.
The Overseas Chinese Democracy Coalition is a political negotiation
body, and we will continue this role in the future. “Thus we will always be able to form a united front of the
overseas Chinese democracy movement, and unite all the people with a common
goal against tyranny and a yearning for democracy and freedom. These peoples shall include various
organizations and groups, and even forces within the Communist Party that
support such a goal. However, the
stand of the overseas democracy movement must not be blurred. The means to overthrow the one-party
dictatorship of the Communist Party shall not only include non-violent,
peaceful and rational ways, but also include all the proper and just measures
and actions for changes and revolution."
The
delegates of the Overseas Chinese Democracy Coalition had an election. They unanimously voted Wei Jingsheng to
continue to be the Chairman for the Overseas Chinese Democracy Coalition. They also voted Ms. Huang Ciping to
continue as the Secretary-General of the coalition. The delegates also voted Dr. Chen Xingyu and Wang Guoxing as
deputy Secretary-Generals.
The
participants also discussed plans for specific future operation. They finally decided to establish an
executive committee. The head of
the executive committee is Chair Wei Jingsheng, with the committee members to
be appointed by him. These
committee members shall be responsible for specific tasks and projects. They shall report their work directly
to the Chairman and the Secretary-General. On this basis, the General Assembly also developed a number
of documents; changed the way of operation for future communications and
exchanges; and suggested how to use the Internet as a tool to vigorously
promote democratic ideals. For the
detailed purpose of work and projects, the General Assembly also set up several
separate working groups to assign tasks and personnel put in place for detail
charges of the Internet, information, fundraising, etc.
The
conference also read out a statement that was initiated by Song Shuyuan and
drafted by Ye Ning, in support of Dr. Wang Bingzhang. This statement of support is to be released by the Overseas
Chinese Democracy Coalition.
Near
the end of the conference, Mr. Wei Jingsheng emphasized again to hold high the
banner of the united front, and he called to unite all the people who could be
united, to join forces together to endeavor for the cause of democracy in
China.
The
conference reached its successful conclusion on October 6.

第十一届中国民主运动海外联席会议于2013年10月5日在美国田纳西州纳什维尔市召开。来自欧洲、澳新、日本、香港、美国的各界民运人士三十余人参加会议。会议由中国民主运动海外联席会议主席魏京生主持。联席会议讨论和通过《中国民主革命檄文》,明确提出口号:改革已死,革命当立,废除专制,再造共和。檄文不日即将发布。
与会人士在分析国内局势时,一致认为习近平上台一年多的政治走向,使得中国政治局势更加险恶;审判薄熙来并不意味着共产党政策的转变,而是权力斗争的手段;国内局势已经处于“山雨欲来风满楼”的状态,任何突发事件都可能引起一场动荡。与会者形成共识:海外民运的主要任务是利用一切条件和手段,特别是互联网,向中国百姓传播民主理念,鼓励和支持国内反抗暴政的行动,旗帜鲜明地支持变革。
魏京生先生认为,西方对中国人权的关注度越来越低,更重要的是依靠自己的艰苦奋斗。他在会议上强调:不仅要正确判断形势,还要知道我们自己需要做什么。他认为不能寄希望于共产党自己改革-共产党要改也是改成另一个模式而已,一定是继续一党独裁,因为大多数党内掌权人要保护他们自己的既得利益。国内的趋势是往坏处走。但百姓们并不是不认同民主改革。
魏京生先生认为,中国民主运动海外联席会议在中国民众中有很深的影响力。海外民运联席会议是政治协商会,这个形式还是要保持下去,要继续形成海外民主运动的统一战线,联合一切有着共同目标、反对专制、向往民主自由的团体、群体,甚至那些想要在共产党内做事的力量。但是海外民运的立场决不能模糊。推翻共产党的一党专制,其手段不仅仅是和平理性非暴力,更包括一切正当的变革和革命的措施与行动。
联席会议的与会成员们通过选举表决,一致通过了魏京生先生继续担任中国民主运动海外联席会议的主席,黄慈萍女士继续担任秘书长,陈兴宇博士和王国兴为副秘书长。
大家还讨论了今后的具体运作,最终决定设立执行委员会。委员会主任由中国民主运动海外联席会议主席魏京生担任,委员由魏京生提名任命,委员们分别负责具体工作和项目,直接向主席和秘书长汇报工作。在此基础上,大会还拟订了一些文件,商讨了今后交流联系的运作方式,以及如何大力利用网络工具来推广民主理念。为了更细致地分配工作,会议设定了几个工作小组,分管网络、信息、筹款等具体事宜,将工作任务和人员分配到位。
会上还宣读了由宋书元提议、叶宁起草的对王炳章博士的声援书。此书将以中国民主运动海外联席会议的名义发布。
魏京生先生再次强调,高举统一战线的旗帜,号召团结一切可能团结的人,"地不分南北、人不分左右",大家一齐为中国民主事业尽力。
会议于10月6日圆满结束。
