In
the summer of 2015, China's politics and economics had already advanced into
the "troublesome autumn."
Since July, the Chinese stock market crashed, its currency RMB
devaluated, and the stock market bailout by the government was
ineffective. The drawbacks of
years of economic structural imbalances were highlighted with declined exports,
slowed growth, and economic development falling into a quagmire. Politically, the high-level power
struggle within the Communist Party escalated due to the anti-corruption
campaign, while human rights conditions got even worse. Just today, a military parade was held
in Beijing to commemorate the 70th anniversary of victory in World War II and
to highlight the power of the Chinese Communist regime and the legitimacy of
one-party dictatorship. Today the
Issues and Opinions program invites Mr. Wei Jingsheng, chairman of the Overseas
Chinese Democracy Coalition, to attend the program and asked him to analyze the
current political and economic situation in China.
Wei
Jingsheng used the Chinese proverb "the rats carrying guns [only dare to
be brave at their own home]" to describe Beijing's military parade
today. He said that Xi Jinping has
not really established a new strongman image. The 'strong' image many Western commentators see is
superficial. Wei said that Xi
engaging in this big parade demonstrates his lack of self-confidence.
When
talking about the upcoming major reorganization of the military by the
Communist Party, Wei Jingsheng said that Xi Jinping has not really grabbed the
military into his hands. The usual
approach would be a big adjustment to sweep away the disobedient people. As a matter of fact, the Chinese
military is in a big chaos now and is also affected by the anti-corruption
campaign, with officers at all levels being very corrupt. The big reorganization of the military
is to get the military power back to the central government. This reorganization will be a danger to
the neighboring countries, because it is possible for Xi Jinping to get some
sort of relief by inciting patriotism and initiating a war.
Regarding
former Communist leaders including Jiang Zemin, Hu Jintao, Li Peng, Zhu Rongji,
Wen Jiabao, Zeng Qinghong, etc. appearing together on the Tiananmen gate
building today, Wei Jingsheng that it was "harmonic on the surface, but
not in their hearts." He
said: "I think Xi Jinping is going to step on his brakes. By dealing with the bureaucratic class
without the support of the people, he would meet his end very tragically and he
might be frightened of that.
Recently, Wang Qishan said that the anti-corruption campaign is in
stalemate, which means that they were unable to prosecute. Now what is shown at the Tiananmen gate
building means the anti-corruption campaign is taking a pause and will stop for
now."
When
talking about China's economic problems, Wei Jingsheng introduced The Hague
Consensus that was reached during the conference that the Overseas Chinese
Democracy Coalition held in The Hague in mid-August. One conclusion of that Consensus is that the Chinese stock
market crash is the inevitable result of the democracy and human rights
disaster in China. Wei said the
stock market crash is a disaster for individual stockholders, because when the
Chinese government tried to save the stock market, it only bought and held the
price for the large State-Owned Enterprises. This selective action will result that medium and small, and
even not so small private enterprises, will find it very difficult to raise
funds and maintain their business operations. Average people will suffer a lot. The devaluation of the Chinese currency RMB is a good
thing. However, the money should
be used by the people to weather the storm, and get into the market for
turnover. If the money gets into
the hands of the capitalists, then transferred abroad, it would aggravate the
economic crisis.
Wei
Jingsheng believes the most fundamental reason for the China's economy getting
stuck into a quagmire is due to the semi central-planning economy implemented
by the central government. The
large state-owned enterprises counted for more than 60% of the total assets,
yet with a very low efficiency of only 30% productivity. The stock market has its own rules,
while financial manipulation is the way of planned economy thinking in
China. So now the market economy
causes a lot of conflict (with financial manipulation), which is the fundamental
problem. Wei Jingsheng said that
Xi Jinping has taken away the real power of the State Council, yet has not done
things well. Tens of millions of
investors have suffered heavy losses in the Chinese stock market, which has not
only been an economic issue, but also produced political impact. When Xi acts without ability to
accomplish, how can he really grab the power into his hand?

2015年夏季,中国的政治和经济提前进入"多事之秋"。7月份以来,股市暴跌,货币贬值,政府救市无力回天。多年经济结构失衡的弊端凸现,出口下降,增长放缓,经济发展陷入泥潭。政治上,反贪运动导致党内高层权斗升级,人权状况更加黑暗。就在今天,北京举行了纪念抗战胜利70周年的大阅兵,以彰显政权的强大和中共一党专制的合法性。今天的时事大家谈节目邀请中国民主运动海外联系会议主席魏京生先生,请他对当前中国政治和经济局势进行剖析。
魏京生用"耗子扛枪窝里横"来形容北京九三大阅兵。他说,习近平没有树立起新强人的形象,很多西方的评论家看的都是表面现象。他搞这个大阅兵也是心虚的表现。
在谈到中共即将对军队进行大改组时,魏京生说,习近平并没有真正把军队掌握在手里。通常的手法就是大调整,把不听话的人扫掉。部队其实很混乱,也受到了反腐的影响,各级的军官都很腐败。军队大调整就是想收回军权。这对周边国家也是一种危险,因为习近平有可能要靠煽动爱国主义、发动战争来解套。
对于江泽民、胡锦涛、李鹏、朱镕基、温家宝、曾庆红等前领导人一起出现在天安门城楼上,魏京生认为这是"面和心不和"。他说:"我觉得习近平要刹车了,动官僚阶层又没有老百姓的支持,下场就很悲惨,他可能害怕。前一段时间王岐山曾经说过反腐处于胶着状态,其实就是说我现在没法进攻了。天安门广场一看就是暂停的意思,反腐到此为止。"
谈到中国经济问题时,魏京生介绍说,中国民主运动海外联席会议8月中旬在海牙召开会议,达成海牙共识,其一就是中国股灾是民主与人权灾难的必然结果。他说,股灾对股民是灾难。救市都是托国营大企业,中小企业包括某些不小的民营企业,以后他们筹集资金、经营运作都会很困难,老百姓也会很遭殃。人民币贬值是个好事,但这个钱要让老百姓拿去渡过难关,走入市场进入周转。如果把钱弄到资本家手里,他们转到国外去,等于加重了经济危机。
魏京生认为,中国经济陷入泥潭,最根本的原因就是中央还是实行半计划经济。国营大企业占总资产的百分之六十几,产出只占百分之三十几,效率非常低。股市有自己的规律,操纵金融是计划经济的思维,而现在已经是市场经济了,所以造成了很多冲突,这是根本问题。魏京生说,习近平把国务院部委的实权都拿走了,事情办得并不好。从股市可以看到,几千万股民损失惨重,已经不仅是经济问题,而是政治影响。操作没有这个能力,能真正把权力拿到手吗?
