Current Human Rights and Democracy Situation in China, Hong Kong and Tibet

The
1980's, after the 1978―1979 Democracy Wall Movement, was the time when the
democracy movement in China was able to develop vigorously, up until the 1989
massacre. After the 1990's, the
democracy movement has shifted to mainly overseas. The pro-democracy activists inside China were severely
repressed.
After
1989, the domestic pro-democracy movement gradually transformed into a
rights-defending movement. This
movement took on the vital interests of the general public, and was able to
develop into a sensation again.
Under the lawless rule of the Communist regime, many ordinary people
could not appeal the injustices against them and could not express their
rationales. Many democracy
activists and human rights lawyers acted on these people's behalf. This activities rooted the democracy
movement deeper into the Chinese society.
Now
the rights-defending movement in China has grown to the degree where tens of
thousands of petitioners are besieging provincial and municipal government
offices, even the government offices in Beijing. This poses a serious threat to the lawless Communist rule,
and has been cracked down on by the governments. For more than one year now, there have been hundreds of
human rights activists and lawyers illegally interrogated and detained. The crackdown of the Communist regime
in China has also extended into Hong Kong, Tibet and ethnic minority areas, but
has received resolute resistance.

1 on Tibet: Tibetan Uprising and the Dalai Lama
In
the 1950's, the People's Liberation Army and the Communist regime in China had
a series of aggressions towards Tibet.
They suppressed the Tibetan National Uprising on March 10, 1959 and
forced the 14th Dalai Lama out of Tibet.
After the 10th Panchen Lama died on January 20, 1989 under mysterious
circumstances in Tibet, on May 14, 1995 the Dalai Lama recognized Gendhun
Choekyi Nyima as the 11th Panchen Lama of Tibet. However, three days later the 11th Panchen Lama and his
family were kidnapped and their whereabouts are not known.

2 on Tibet: Suppression and Opposition
For
the past decades, the Tibetans opposition to the Communist invasion has never
ended. This is evident from the
Chushi Gangdruk, which established the Voluntary Force for the Defense of the
Faith in the 1950s to oppose the Communist Chinese army, to the widespread
pro-independence protests in the 1980's, and the 2008 large demonstrations
across Tibet. Nevertheless, the
Chinese Communist regime cracked down on these protests resulting in bloodshed
and imprisonment of very many Tibetans.
Hu Jintao, the Communist leader assigned to Tibet, even took to the
streets as the leader with his helmet and machine gun during one such crackdown
that established his credentials as a tough leader. As a result, Deng Xiaoping, who cracked down the Chinese's
protest in Beijing in 1989, promoted Hu Jintao to be the future top leader in
the Communist regime.

3 on Tibet: Democracy and the International Society
The
14th Dalai Lama has been promoting peace, freedom and democracy since his
exile. In 2011, he transferred his
political power as the political leader of Tibet to a democratic government,
marking the end of rule of Tibet by the Dalai Lamas, which had lasted for 370
years. In Tibet, Tibetan yearning
for freedom and human rights has been growing stronger, with more than 140
self-immolations in the past several years. The international community should speak up and take action
for these people who cannot express desires freely except by using immolation
as a strong protest against the suppression and torture suffered under Chinese
Communist rule.

1 on Hong Kong: Hong Kong -- a Beacon of Freedom
Since
the Communist Party took over power in China, Hong Kong has been a beacon for
people in Mainland China who yearn for freedom. There have been many people who risked their lives to flee
to Hong Kong. After the 1989
Tiananmen massacre, many with lofty ideals fled to Hong Kong from Mainland
China. They received care and
hospitality from the people of Hong Kong.
Since then, the annual commemoration of the Tiananmen Massacre has
become a spectacle in Hong Kong, and is inevitable headline news in worldwide
media and newspapers. The little
candlelights lit by the Hong Kong people that mourn the innocent victims under
Communist tyranny become beacons of hope for Mainland Chinese who are yearning
for freedom and democracy.

2 on Hong Kong: The 2014 Umbrella Revolution in Hong Kong
However
in recent years, particularly over the past a couple years, the Communist
Chinese regime has eroded more and more of Hong Kong's political system and the
legal system, causing a strong opposition from the Hong Kong people. In terms of government, the Basic Law
of Hong Kong with progressive realization of universal suffrage, which once was
promised by the Communist regime in China, was modified by the Xi Jinping
clique to become a sham election controlled by Beijing, resulting in public
outcry. The Occupy Central
Movement by the Hong Kong students and the public lasted for many days, which
shocked the world and almost led to bloodshed. Eventually, Hong Kong's Legislative Council voted down the
proposal of enacts the election system proposed by China. Because of the perseverance of the Hong
Kong people, Beijing had to postpone its plan of amending the Basic Law, thus
delaying the further deterioration of the situation. It put the issue of universal suffrage nomination on hold,
to be deferred until later.

3 on Hong Kong: The Ongoing Erosion of Freedom and Human Rights in Hong Kong
Beijing's
erosion of Hong Kong's legal system has become a more significant phenomenon
over the years. In recent months,
it has been developing further to the degree of so-called law enforcement by
direct crossing of the border into Hong Kong and kidnapping Hong Kong residents
and foreign nationals there. This
kind of conduct by the Communist regime is an attempt to directly control the
freedom of speech in Hong Kong, and directly extend the Communist authoritarian
legal system into Hong Kong. Its
purpose is to change the legal system in Hong Kong which has been established
in the past more than one hundred years on the basis of fairness and the
protection of human rights. The
international community must be vigilant and jointly condemn this kind of evil
purpose and gross conduct.

1978—1979年民主墙运动之后的八十年代,民主运动在中国发展得轰轰烈烈,直到1989年的大屠杀。九十年代之后,民主运动主要在海外。国内的民运人士遭到了严厉的镇压。
之后,国内的民主运动逐渐转型为维权运动。它和普通民众的切身利害相关,再一次发展得轰轰烈烈。在中共的无法无天统治下,很多普通老百姓有冤无处申,有理无处讲。很多民主人士和维权律师,成为他们的代理人。这使得民主运动深入到社会之中。
现在的维权运动,已经发展到成千上万的上访人士围攻北京和各省市政府的办公地点。这对中共的无法无天统治构成严重的威胁,并遭到了政府的镇压。近一年多来,就有数百名维权人士与律师遭到非法审讯与拘押。中共的镇压也扩大到香港和少数民族地区,但也遭到了坚决的反抗。

第一部分:中共政权在西藏的人权侵犯
西藏展板之一:西藏起义与达赖喇嘛
公元1950年代,中共及其解放军对西藏采取了一系列的侵略行为。1959年3月10日,他们镇压了藏人的起义并迫使达赖喇嘛逃离西藏。1989年1月20日,第十世班禅喇嘛在西藏神秘死亡。1995年5月14日,达赖喇嘛确认更登确吉尼玛为西藏的第十一世班禅喇嘛。然而,三天后,第十一世班禅喇嘛及其家人被绑架,至今下落不明。

西藏展板之二:镇压与反抗
过去几十年来,西藏人民反对中共的侵略从未停止过。从20世纪50年代的四水六岗所建立的反共自愿部队,到1980年代爆发的普遍要求独立的抗议活动,乃至2008年在西藏爆发的大游行,都是藏人抵抗的代表。然而,中共不惜采取血腥措施予以镇压并监禁了许多抗议的藏人。1989年三月,时任中共西藏领导人的胡锦涛,甚至头戴钢盔,手持冲锋枪领头上街镇压,并以此获得邓小平的赏识,而后成为中共的接班人。数月后的1989年六月,邓小平也如法炮制,以同样手段镇压了在北京的示威抗议。

西藏展板之三:民主与国际社会
流亡后,第十四世达赖喇嘛一向倡导和平、自由和民主。 2011年,第十四世达赖喇嘛将他作为西藏的政治领袖的政治权力转移给了一个民主的政府。这标志着历时370年由达赖喇嘛统治西藏时代的结束。在西藏,藏人对自由和人权的渴望日益增长,以致过去的数年里发生了140多起自焚事件。当那些藏人在中共的镇压和酷刑下失去了自由表达的权利而不得不以自焚来作为强烈的抗议方式时,国际社会应该发声并采取行动。

第二部分:香港的一国两制名存实亡
香港展板之一:香港-自由的灯塔
中共夺取政权的几十年来,香港一直是向往自由的大陆人民的灯塔,曾有许多人冒着生命危险逃离到香港。在1989年的六四屠杀之后,又有许多大陆的仁人志士逃离到香港,并得到香港人民的关怀和接待。自此之后,每年香港的六四纪念活动之壮观场面,成了世界各地媒体报纸必然报道的头条新闻。香港人民悼念中共暴政下死亡的冤魂的点点烛光,也成为大陆老百姓憧憬自由和民主的希望之光。

香港展板之二:香港的雨伞革命
然而近几年来,特别是一年多来,中共对香港的政治制度和法律体系的侵蚀越来越严重,导致了香港民众的强烈对抗。在政体方面,中共在香港基本法里承诺的逐步实行普选,被习近平集团修改成为北京控制的假普选,为此引起民众的强烈抗议。持续多日的香港学生和市民的占中运动,震惊了世界,几乎酿成流血冲突。最终是香港立法院否定了北京的选举方案。因为香港人民的坚持不懈,北京不得不推迟了修改基本法,才延缓了事态的进一步恶化,将普选提名权的问题搁置,留待将来解决。

香港展板之三:香港的自由与人权被日益侵蚀
北京对香港法制的侵蚀,是多年来越演越烈的现象。最近几个月更发展到直接越境执法,在香港绑架香港居民和外国公民。中共的这种做法是企图直接控制香港的言论自由,直接将中共的专制法律体系延伸到香港。其目的是改变香港一百多年来建立的公平的,以保护人权为基础的法律体系。国际社会必须警惕,并共同予以谴责。
