Foundation
In
227 BC, as Qin Shi Huang, the first emperor of the Qin Dynasty, was expanding his
territories with force and brutal acts, Jing Ke dedicated his life to the
decision of assassinating him. As
Jing Ke departed on his mission of "no return", he sang his own
eulogy, the immortal "Yi River Song": "The wind blows, the river
freezes. The hero fights, knowing
he will never return!"
In
the modern history of the West, there were also heroic and tragic actions of
similar heroic deeds. During the
12 years of the Nazi reign, the resistance movement against the Nazis continued
with actions one after another that never stopped in Germany. From the "White Rose" in
Munich, to the "Red Orchestra" in Berlin, the "Edelweiss
Pirates" in multi-cities, up to almost 20 assassination attempts of Adolph
Hitler were perpetrated.
The
most dramatic one "Operation Valkyrie" happened right during Hitler's
highest military conference in the Wolf's Lair (Wolfsschanze), Adolf Hitler's
first Eastern Front military headquarters in World War II. Lieutenant Colonel Claus Schenk Graf
von Stauffenberg placed a time bomb under the conference table. As a result of the detonation, four
people were killed, nine people injured, and 11 people were slightly
injured. The main target of the
assassination, Hitler himself, was only slightly injured. After the assassination attempt failed,
the Gestapo was out in full force.
At least 7,000 people accused of direct and indirect participation were
arrested by the Gestapo, of which 4,980 were executed.
As
we remember the millions of Jews persecuted by the Nazis, we should also not
forget the nearly 77,000 German citizens executed because of their resistance
to the Nazis. Further, there were
tens of thousands, even hundreds of thousand German citizens, or their
relatives and friends, who were sent to concentration camps because they were
suspected of involvement and participations in protests of Nazi
activities. Most of them
eventually were persecuted and executed as well. Thus, we should not forget: Germany was not only a Germany
of the Nazis, but also a Germany of anti-Nazis. It was not only a big warlike country that initiated both
World Wars, but also a big anti-war country that had full-scale resistance
against these wars. When the Nazis
used violence to realize their false dreams, there were also people against
Nazi evil and violence working to end that tyranny. This part of history is particularly worthy of reflection
for the contemporary Chinese people.
There
is no doubt that the maintenance of their own and others' liberty from
tyranny's personal abuse and economic plunder is the right and responsibility
of every citizen with a conscience.
Today, the Chinese Communist regime is no less of an authoritarian
element than the Nazis back then.
Under the rule of the Communist regime, the number of people persecuted
to death in China has far exceeded that of the Nazis, and the variety of
persecution suffered by the Chinese people is greater than that of the
Nazis. The Chinese people have no
endurance anymore. As the hope of
political reform becomes disillusionment, the clarion calls for a new
revolution has sounded.
At
the juncture of this historical transformation, the firmer the will and action
of the people with lofty ideals, the quicker and easier the transformation of
China will be, and the cost will be relatively less as well. Should one choose conscience, or to be
a traitor of conscience? Should
one stand with the people, or stand against the people? This is the test of all the people with
lofty ideals, especially the people within the Communist regime of China.
This
year, the recipient of the "Wei Jingsheng Chinese Democracy Champion
Prize", Mr. Fan Baolin, is such a person with conscience that rebelled
from the Communist regime. He
chose to act with his conscience and paid a very high price.
Mr.
Fan Baolin of Xi'an, Shaanxi Province, was born on July 18, 1964. He graduated from the Northwest
University of Political Science and Law in China. He was on the staff at the Investigation Division of the
National Security Bureau in Tongchuan City of Shaanxi Province. Because of his sympathy with the Chinese
democratic movement and yearning for democracy, freedom and the rule of law in
China, he sent six top-secret documents overseas on June 1, 1999. His action was discovered and he was
arrested on June 4 of 1999, by the police in Xi'an. On March 10, 2000, the Shaanxi Provincial Intermediate
People's Court held a secret hearing about his case. On February 5, 2001, he was sentenced to life imprisonment
and deprivation of political rights for life by the Xi'an Intermediate People's
Court for "illegally providing state secrets overseas". His sentence was reduced while he was
in prison. He was finally released
on November 2, 2016 after 17 years and 5 months in prison. Long-term prison life has caused
tremendous damage to his body. He
has lost his hair and teeth, and is extremely thin. But he is still open-minded, and his spirit is still
optimistic; he still has fortitude and calm.
Fan
Baobin could have gained vested interest within the Communist regime. Yet for his conscience, he took such a
huge and dangerous step. He was
sentenced to life imprisonment without regret. How much courage and faith he must have! He is an example for all of us,
especially those within the Communist regime, to learn and to emulate.
For
those people who have great ambition to change history, they must have the
heroic spirit of Jing Ke who assassinated Emperor Qin and the sacrifice mentality
that Fan Baolin had. Although some
people succeeded, some people failed, but they all tried and all have changed
history regardless their success or failure. The people within the regime exemplify unique conditions:
from the failed assassination attempt of Adolf Hitler by Colonel von
Stauffenburg, to the success of Nikita Khrushchev during the Soviet era; from
the failed military coup of Lin Biao during the Mao Zedong era, to the capture
of "the Gang of Four" by Hua Guofeng, and so on, these stories
continue.
Historical
experience is worth learning from.
History does not change the nature of a hero because of his success or
failure. In ancient times, there
was Jing Ke's assassination of Emperor Qin; in the modern times, there were the
assassination attempts of Adolf Hitler.
Both were not simply for the purpose of eliminating a tyrant, but to
show the world the courage and dauntless spirit of resistance to violence. Just as the originator of the
assassination plot, Major-General Hermann Henning Karl Robert von Tresckow
said: "What matters now is that the German resistance movement must take
the plunge before the eyes of the world and of history." After the coup failed and before his
suicide, Major-General Tresckow's final words were: "Hitler is the
archenemy not only of Germany but of the world... A man's moral worth is established only at the point where
he is ready to give his life in defense of his convictions."
There
are times when people are confused due to some ideology. But people do have a conscience. When one's conscience awakens, one
should not hesitate to put aside one's past, to save one's homeland and the
people with one's own life.
"Operation Valkyrie" started in the German military, from
common soldiers up to generals and marshals. Further, an act of justice requires not only the people to
execute it, but also requires extensive supporters. When people see a cause for justice, even if they do not
personally directly participate, they may still give moral support and even
action of various forms. Today, we
honor Mr. Fan Baolin with the "Wei Jingsheng Chinese Democracy Champion Award"
as our support to all the actions of justice, especially by these within the
Communist regime.
When
tyranny deprives the people of personal freedom and property rights, the result
is to destroy the entire national culture, and even world peace. Therefore, resisting tyranny is the
natural right of the people. Of
course, people have kind desire and hope to resolve political disputes through
peaceful means. But in reality, it
depends on whether the tyrants retain a little human nature. When the tyrants use violent means to
suppress the opponents, people are left no choice but to reject tyrants'
violence with force. As the Xi
Jinping authorities stubbornly refuse political reform now, the people's
resistance becomes a reality we have to face in China. We hope Mr. Fan Baolin 's deeds will
touch the conscience of tens of millions of people. Together when the people with lofty ideals both inside and
outside the Communist regime join forces, we can promote the early realization
of democracy in China.

2016年第十三届“魏京生民主斗士奖”给范宝琳先生的颁奖词
公元前227年,面对秦始皇的武力扩张与残暴行径,荆轲以义无反顾的献身精神选择去刺杀秦王。行前,他慷慨悲歌,吟唱出一曲不朽的《易水歌》:风萧萧兮易水寒;壮士一去兮不复还。
无独有偶,在近代的西方历史上,也有过类似的英雄赴难的悲壮事迹。在纳粹当政的12年中,德国的抵抗运动前赴后继,从未停止过,其中包括慕尼黑的"白玫瑰"组织,柏林的"红色乐队",德国中部多城市的"雪绒花海盗团",及近20次直接针对希特勒的暗杀行动。最惨烈的是1944年7月20日,在希特勒住地"狼穴"的会议室中,德国最高军事会议上发生的“女武神行动”。后备军参谋长克劳斯﹒冯﹒史陶芬堡上校将一枚定时炸弹置于桌下,引爆后造成4人死亡,9人重伤,11人轻伤。暗杀主要对象希特勒却只受到轻伤。暗杀行动失败后,盖世太保倾巢出动,全德约7000位直接与间接参与者被逮捕,其中4980位被杀害。
当人们缅怀那些被纳粹所迫害的数以百万计的犹太人时,我们也不能忘却近7万7千德国公民因为抵抗纳粹而被处决。还有几万、几十万德国公民,或是亲友和家属,因为被怀疑参与抗议纳粹的活动,被送入集中营,大多最终被迫害致死。我们不能忘记:纳粹的德国,也曾是一个反纳粹的德国;不仅是一个引发两次世界大战的战争大国,也是全面抗议战争的反战大国。当纳粹使用暴力实现其罪恶之时,也有惩恶扬善者采用暴力来结束这场暴政。这段历史特别值得当代的中国人反思。
毫无疑义,维护自身与他人不受到暴政的人身侵害与经济掠夺,是每位有良知的公民应尽的权利与义务。今日的中共,其专制比当年的纳粹毫不逊色。中共统治下,中国大地上被迫害致死的人数已远远超过当年的纳粹;中国人民所受到的五花八门的迫害种类,也比纳粹有过之而无不及。中国人民已忍无可忍。改革希望的破灭已吹响了新的革命的号角。
在此历史转型的关头,仁人志士们的意志越坚定,行为越坚决,则中国的转型也就能越快、越容易,相对所付出的代价也就越小。是选择良知,还是做良知的叛徒?是和人民站在一起,还是走到人民的对立面?这是对所有仁人志士们的考验,尤其是中共体制内的人必须做出的选择。
今年的“魏京生中国民主斗士奖”的获得者范宝琳先生,就是这样一位良知未泯的中共体制内的叛逆者,他选择了凭良心做事,并为此付出了极其昂贵的代价。
1964年7月18日出生的范宝琳先生是陕西省西安市人。他毕业于西北政法学院,原为陕西省铜川市国家安全局侦查科工作人员。因同情中国民主运动,向往实现民主、自由与法治。他于1999年6月1日将六份绝密文件传到海外,被中共当局查获。当年6月4日,他被陕西省西安市警方拘捕;之后以“为境外非法提供国家秘密罪”被判处无期徒刑,剥夺政治权利终身。多次减刑后,在服刑长达17年5个月之后,他终于在2016年11月2日被释放。虽然长期的监狱生活已使其身体和精神备受巨大损害,但他心态仍然豁达、精神依旧乐观,刚毅而坦然。
范宝彬本可以成为既得利益者,却为了自己的良心,走出了这样巨大而又危险的一步,被判无期徒刑而无怨无悔。这需要何等的勇气和信念!他正是我们大家,尤其是体制内的有识之士者们应当学习和效仿的榜样。
有大志来改变历史的人,必有荆轲刺秦王的英雄气概和范宝琳那样的牺牲精神。虽然有的人成功了,有的人失败了,但他们都努力了,无论成败都改变了历史。而体制内的人有着得天独厚的条件:从纳粹时期失败了的史陶芬堡上校,到苏联时期成功了的赫鲁晓夫;从毛泽东时代失败了的林彪,到一举拿下四人帮的华国锋等等。
历史的经验值得我们借鉴,历史也并不以成败论英雄。古有荆轲刺秦王,近代有对希特勒的暗杀。这不仅是为了消除一个暴君,而是向世人表明抗暴的勇气与大无畏的精神。正如“女武神行动”的发起人冯﹒崔斯考上校所说:“现在要紧的是,让世人与历史看到德国有人反抗希特勒政权。”政变失败后,崔斯考自杀身亡前又说:“希特勒不仅是德国、也是全世界的大敌。。。当一个人持有道德操守时,就应准备牺牲生命来捍卫自己的信念。”
人总会有被迷惑的时候,但人毕竟有良知。当一个人良知醒悟后,就要义无反顾地背叛自己的过去,以自己的自由乃至生命的代价来挽救自己的祖国与人民。就像“女武神行动”发起于德国军界,从士兵校官,直到将军元帅。而一个正义的行动不仅需要直接的施行者,也需要广泛的支持者。当人们看到一个正义的事业,即使自己不亲自参加,也应以种种形式来给予道义上、行动上的支持。今天,我们将"魏京生中国民主斗士奖"颁发给范宝琳先生,也是对所有人尤其是共产党体制内人士的正义之举的支持。
当暴政剥夺国民的人身自由权和财产权,其结果便是摧毁整个民族文化,乃至世界和平。所以,反抗暴政是人民天然的权利。固然,人们都有良好的愿望,希望以和平的手段来解决政治纠纷。但在现实中要看专制者是否还保留着一点人性。当专制者以暴力手段来镇压反对者,人民只能以暴抗暴。在习近平当局执迷不悟拒绝政治改革的今天,人民的反抗正在成为我们必须面对的现实。我们希望范宝琳先生的事迹能感动千千万万人的良知,体制内外的仁人志士们一起来共同推动中国早日实现民主。
