The
Chinese Communist Party (CCP) will hold its 19th Congress to replace its
highest officials in the second half of this year. Recently, many events have attracted people's attention, as
well as lead to various discussions about the internal situation within the
CCP. This week, two
rights-defending lawyers who were detained were released after nearly two
years. But the thin and staggering
white hair of these two lawyers are the witness of everything they had
experienced. Is the continued
tightening of freedom of speech and the suppression of the views of the people
by the Chinese Communist Party to ensure "political security," or
highlight the "lack of self-confidence" of the rulers? Meanwhile, Guo Wengui is continuously
releasing news items, and rumors about Jiang Zemin are flying around. Do these confirm the fierce struggle
within the Chinese Communist Party?
From the powerful surging of the rights-defending movement to the
high-level infighting within the CCP, how will the game of the 19th CCP
Congress be played? What kind of
impact will it have on the Chinese democratic movement?
Wei
Jingsheng, chairman of the Overseas Chinese Democracy Coalition, said that the
Chinese authorities releasing two rights lawyers this week is a concession it
had to make under both internal and external pressures. However, that it would not let them
contact the outside world exposes a lack of self-confidence. Wei Jingsheng said: "I think their
families are indeed very brave.
You see one generation is stronger than the previous generations. Since the late 1970s, some families have
not dared to speak out. The
authorities said that if you speak out, we would treat your loved ones
miserably inside of jails. In
1990's many stood up, which caused headaches to the police. Now, these families have picked up the
law as a weapon in an open fight against the Communist regime and called for
their loved ones, which is on a high ground, a very good phenomenon."

Jingsheng said that when these 709 lawyer cases just exploded in 2015, he
deeply felt that the human rights situation in China had gotten worse than it
was during the Cultural Revolution, and today it gets even worse. The lawyers who were released appeared
aged a lot. It is without a
question that they were tortured in prison, yet had to say that they were not
tortured. During the period of the
Cultural Revolution, the police had no power to torture prisoners, but now
torture has became routine, the law is in vain, and the police have developed
to be more violent than those in power.
Wei
Jingsheng said that Xi Jinping has been more and more "turning left",
largely based on political reality.
Xi may want to draw the leftists and the conservative forces within the
Communist Party to support his own crumbling status. Before the 19th Congress of the Communist Party, every party
is hinting and signaling for the benefit of their power games, including the
recent rumors about Jiang Zemin's health that also likely are associated with
this fight. Wei Jingsheng said:
"Xi Jinping has Xi Jinping's arrangement for this 19th Congress, others
also have their own and do not want to obey to him every day. Especially if Xi Jinping tries to clean
up the CCP in the name of anti-corruption, who knows when it would be your
turn? Who ever does not belong to
Xi's clique may be wiped out. So
now the resistance within the CCP is also one wave higher than the last. I think the recent show off of Jiang
Zemin is due to this purpose.
Jiang Zemin has been retreated for so many years, there is not a Jiang
faction. Besides Falun Gong still
holding him tightly, his faction does not really have an effect in society and
in the CCP. However, when the two
sides are fighting at a crucial moment, when the two sides are evenly matched,
even a small piece may play a certain role to one side.
Wei
Jingsheng said that the recent frequent exposition of news by Guo Wengui
indicates that the CCP's infighting has been expanded to the outside -- it is
likely that someone has provided Guo with the news content. He said: "Initially, I think Guo
Wengui may have been only for his own three goals, which was reasonable because
his wife, children, parents, and siblings are held as hostages in China. But now he has started to expose other
figures - he knows a lot because he has been in the circle of Beijing for
years, so for sure there are people using him to provide him with these
materials for release, or to ask him to shut up, etc. Because of his existence, the internal fight within CCP has
expanded to the outside and will become stronger and stronger. This phenomenon illustrates that there
seems no individual faction within the CCP that has the ability to suppress
public opinion and completely control the situation before the CCP's 19th
Congress. So what will the 19th
Congress become? I hope that the
internal fighting within the CCP will become more and more intense. When this fight has no solution, the
Communist Party will be divided into two or more parties, then a democratic
system may be established slowly in this way.
Wei
Jingsheng said that the biggest problem of the one-party dictatorship of the
Communist Party is lack of restraint.
If they abolish the Standing Committee system of the CCP, then even the
small restriction formed by these seven people within the CCP will be
gone. He said: "Will the
situation become better when they abolish the Standing Committee system? The biggest problem of the Communist
system is no restriction. With the
CCP Standing Committee, at least there is a small constraint. Then there are seven people instead of
one person to deciding, under the premise of their common interests. When it become only one person who has
the final say, there will be no constraint at all, so the situation can only
get worse.
Wei
Jingsheng said: "Our friends inside China are under the direct oppression
of the Communist Party. Most people are just like Guo Wengui, who had to oppose
without a choice. It is a
situation called "the officials are forcing the people to
revolt." But the biggest
problem the overseas democracy movement faces is that many friends enjoy their
life here, so they retreat from this struggle or any rebellion. So it is very valuable for these people
overseas to speak for the Chinese people.
Our friends inside of China should strongly support them."

中共高层换届的十九大将在今年下半年召开。近一段时间以来，许多事件吸引人们的目光，也引发各界对中共内部情势的议论。这个星期，被关押近两年的两位709维权律师获得释放，但两位律师瘦弱的身形与憔悴的白发，为他们所经历的一切做了见证。中共一波波的收紧言论，打压意见人士，是确保了"政权安全"？还是凸显执政的"不自信"？与此同时，郭文贵不断爆料，江泽民消息漫天飞，是否印证中共内部的激烈争斗？从维权运动的风起云涌，到中共高层的权斗，十九大的棋局如何走下去？对中国民主运动又有什么样的影响？
中国民主运动海外联席会议主席魏京生说，中国当局本星期释放两名维权律师，是在内外包夹的情况下不得不做的让步，不让当事人与外界接触暴露了中共的不自信。魏京生说："我觉得他们（709家属）确实很勇敢，真是一代比一代强。从70年代末以来，家属们有些不敢说话，当局说你要是说话，我就在里头收拾你们家里人。到了90年代其实就有很多家属已经站出来了，弄得警察有时候都头疼。现在这些家属拿起法律作武器，公开和共产党对着干，为自己的亲人呼吁，这又上了一个新台阶，这是一个非常好的现象。"
魏京生表示，2015年709案刚爆发时，他深感中国的人权状况比文革时期还糟糕，而到今天更是每况愈下。被释放的律师面容苍老，在狱中无疑遭到了酷刑对待，还被迫表示自己没有遭受酷刑虐待。文革时期的警察尚无权力对犯人施加酷刑，如今却已成常规，相关法律形同虚设，警察简直发展地比当权者更暴虐。
魏京生表示，习近平越来越"向左转"，很大程度上是基于政治现实，可能想拉拢左派人士和党内保守势力来支撑自己摇摇欲坠的地位。十九大前各方都在为权力布局作暗示和发信号，最近有关江泽民健康的传言估计也与权斗有关联。魏京生说："你习近平有你习近平的十九大安排，别人也有自己的安排，不能天天听着你的。尤其你借着反腐来清党的话，谁知道哪天清到我们头上，只要不是你的派系可能都会被清洗。所以现在党内的反抗也是一波高过一波。我觉得最近把江泽民抬出来，就是这个意思。江泽民人已经退了那么多年了，早就没有什么江派不江派了，除了法轮功还揪着江泽民不放以外，实际上在社会和党内已经没有什么真正的影响了。但当双方斗到关键时刻的时候，双方势均力敌的时候，哪怕是一个很小的棋子，放到哪一方可能就会起一定的作用。"
魏京生表示，近日郭文贵的频频爆料，说明中共的内斗已经斗到外边，很可能有人向他提供爆料内容。他说："我想郭文贵一开始可能真的是为他自己的三个目标，这个很合常理，他的老婆孩子扣在那儿，家里父母兄弟也都扣在那儿。但是他这么一爆料，他过去在北京圈内又是混了很多年，知道的东西非常多，他这么一跳出来，肯定会有人利用他，给他供料、让他闭嘴等等。由于他的存在，中共的内斗就斗到外面来了，里边也会变得越来越激烈。这个现象说明在十九大以前，想压制舆论、把情况完全掌控，任何一派现在好像都没有能力。十九大是什么前途呢？我倒希望党内斗得越来越激烈，再好不过。一个党斗来斗去，实在不行分成两个党，那么民主制度慢慢就这么建立了。"
魏京生说，中共一党专政最大的问题在于缺乏制约。一旦废除了常委制，那连党内七人形成的小型制约都没有了。他说："你废除了常委制，情况会变得更好吗？共产党制度最大的问题就是没有制约，它有常委制，至少还有小小的制约。在他们利益共同的前提下，至少还是七个人，不是一个人说了算。变成一个人说了算那就更糟糕，完全没有制约，情况只能变得更糟糕。"
魏京生说："国内的朋友都在共产党的直接压迫之下，大多数人跟郭文贵一样，不得不反，想不反都不行，官逼民反。但海外的民运面临的最大问题是，很多朋友日子过得好了以后就会退出去了。所以人在海外还能为中国老百姓说话的非常可贵，国内的朋友应该大力支持他们。"
