Accomplice of the Authoritarian Regimes

Mr.
Wei Jingsheng organized dissidents to Bundeskriminalamtes, the Federal Criminal
Police Office of Germany to hold a demonstration, asking the current secretary
general of Interpol, who once worked in that office, to keep essential human
values and not to assist the authoritarians.
The
Interpol, which was established in 1923, currently has about 190 member states
and is the second largest international organization after the United
Nations. The function of the
organization is to communicate and coordinate the exchange of information and
action regarding apprehending criminals and terrorists. This reporter learned that on Monday,
July 10, Mr. Wei Jingsheng, the famous Chinese dissident and a laureate of the
Sakharov Prize of the European Parliament, made a special trip from the United
States to Germany to hold a demonstration regarding the current status of
Interpol. As a result, this
reporter had an interview with Mr. Wei Jingsheng on the evening of July 10.
Regarding
this activity, Mr. Wei Jingsheng first introduced, "Our campaign this time
is to continue what we had in April in Lyon, France, putting pressure on the headquarters
of Interpol. We are concerned
because now the Interpol's chairman is Meng Hongwei, the deputy minister of the
Chinese Ministry of Public Security.
But Jürgen Stock, the secretary-general of Interpol responsible for its
real operation, came from this place in Wiesbaden, Germany. He was from Bundeskriminalamtes, the
Federal Criminal Police Office of Germany, before he took the job at
Interpol. Thus we came to sit-in
in front of the gate of Bundeskriminalamtes and demonstrate."
Regarding
the activities on that day, Mr. Wei Jingsheng said, "the German police
were very helpful and understanding.
The local police arranged a most suitable place for us. The chief of police also came to talk
to us during our activities, and helped us to deliver our document of criticism
to the head of Bundeskriminalamtes, and entrusted him to pass it on to the
Secretary General of Interpol.
About
their appeal, Mr. Wei Jingsheng said, "We mainly ask the Interpol first to
clarify what is now used in the Chinese translation of the 'red notice' as
"red warranty", which is a deliberately wrong translation. They should ask the Chinese government
to correct this translation to 'red notice' in Chinese. Second, we ask the Interpol not to once
again become the kind of Interpol it was during the World War II, i.e. a Nazi
Interpol. It should be restored to
its original intention as an organization for countries coordinating the search
for criminals, instead of an organization to help the authoritarian regimes to
attack dissidents.
Mr.
Wei Jingsheng also said that in recent years, Interpol has repeatedly helped
some authoritarian countries to restrict, repatriate, extradite, and even to
help arrest dissidents in international society. He said, "Regarding the dissidents of China, it has
been interfering, restricting, and raising obstacles, which has caused us a lot
of trouble. This interference has been
going on for more than a dozen or even twenty years of time. So we feel it is necessary to speak out
for all people who have been troubled by Interpol, including those who have
been threatened by Interpol, to give them voice. We ask Interpol to change their policies and not to handle dissident
cases just because money from these authoritarian regimes was offered to
them. It should follow universal
principles of the international community to investigate and to judge whether
the person is a criminal or not.
If the person is not a criminal, then Interpol should not help the
authoritarian regimes to pursue them, nor it should use other methods to create
troubles for dissidents.

魏京生先生组织异议人士团体到联邦德国刑事警察局举行静坐活动,要求曾在该局工作过的现任国际刑警组织秘书长坚持价值底线,不要协助专制者。
一九二三年成立的国际刑警组织,目前有大约一百九十个成员国,是联合国以外世界上规模第二大的国际组织。该组织的功能是沟通、协调各国追查罪犯及恐怖分子的信息交流及行动。记者获悉,七月十号星期一,著名中国持不同政见者,萨哈洛夫人权奖获得者魏京生先生,特别从美国到德国,针对国际刑警组织的现状举行了一个静坐活动。为此记者十号晚间采访了魏京生先生。
关于这个活动,魏京生先生首先介绍说,"我们这个活动是继续四月在法国里昂国际刑警组织总部所在地对国际刑警组织施加压力的活动。因为国际刑警组织的主席现在是中国公安部的副部长孟宏伟,但是它的真正执行操作的秘书长施陶克(Jürgen
Stock),是从德国威斯巴登的这个地方去的。他是从威斯巴登的联邦德国刑事警察局,不是州的而是联邦德国的刑事警察局到国际刑警组织去工作的,所以我们到联邦德国刑事警察局的门口进行静坐示威。"
关于当天的活动,魏京生先生介绍说,"德国的警方很配合我们的活动,当地警方给我们安排了一个最合适的地方。警长还特别到我们的活动现场和我们谈话,并且帮助我们把我们写的批评性的文件递交给刑事警察局的头头,委托他转告给国际刑警组织的秘书长。"
关于他们的诉求,魏京生先生说,"我们主要是要求国际刑警组织,第一,要明确现在使用的中文翻译'红色通缉令',是一个错误的翻译,并且是一个有意的错误翻译。他们应该要求中国改正这个翻译,应该改正译成'红色通告'。第二,要求国际刑警组织,不要再次成为二战时期的那种国际刑警组织,纳粹国际刑警组织,它应该恢复到它的本意,成为各国协作追缉罪犯的组织,而不能够成为帮组专制政权打击异议人士的组织。"
魏京生先生还谈到,最近几年已经多次出现国际刑警组织帮助一些独裁国家,在国际社会限制、遣送、引渡乃至协助逮捕异议人士的情况。他说,"对中国的异议人士,它则是干扰、限制、阻碍,给我们制造了很多麻烦,这已经是十几甚至二十几年以来的事情了。所以我们觉得有必要,替所有的受到国际刑警组织制造麻烦的一些朋友,包括受到国际刑警组织威胁的朋友,替大家发声,要求国际刑警组织改变政策,不要拿了钱就给办案。应该按照国际社会的普世原则,来观察、判断是不是罪犯。不是罪犯,你就不应该帮助专制政权去追缉,也不应该用其它方法给异议人士制造麻烦。"
