Speech at the VNHR Network's Human Rights Awards Event in Southern California on Human Rights Day

Thank you, my Vietnamese friends. Today is the 69th anniversary of the UN Declaration of Human Rights. Thank you for inviting me to attend this commemoration ceremony and to present the 2017 Vietnam Human Rights Awards to Vietnam organizations and human rights activists. Unfortunately, the three human rights activists, reverend Y Yich, blogger Me Nam Nguyen Ngoc Nhu Quynh, and blogger Nguyen Huu Vinh and 10 members of the group awardees, Anh Em Dan Chu (Democracy Brotherhood) are in prisons and can not be here to personally accept their awards. This is very similar to our situation in China.

Here, I am delighted to meet all my new and old friends. I know some of you for more than ten years. We can get together to discuss, because we share a common enemy and common interests.

What is our common interest? It is to build our country into a democratic country. Who is our common enemy? It is the Communist authoritarian regimes.

Why is it a common enemy? That is because the Communist Party of Vietnam (CPV) is not only a brother of the Chinese Communist Party (CCP); it also learns about CCP's autocratic means, including learning the technology to rule and to oppress the people. The successful diplomacy of the CCP has raised the confidence of the CPV. The human rights situation in Vietnam and the human rights situation in China are deteriorating simultaneously.

Some people see contradictions between the CCP and the CPV, while forgetting their common interests are actually more important to them. These two communist parties have common interests in oppressing and exploiting the people. They share a common enemy in countering the trend of democracy and human rights, which is the democratic goal of our two countries.

When the democrats of our two countries disseminate the ideas of human rights, democracy and freedom to our countries, it is preparation for building a new democratic society. When we exposed the ugly elements of the Communist Party overseas, we accumulate firewood for the democratic revolution. From overseas, our dissemination of ideas and information to the people in our country is what we must take step by step to demolish the lies of the Communist Parties that are deceiving our people.

What is the countermeasure of the Communists against our people? The first is to use nationalism. Inciting nationalism among people both at home and abroad diverts people's attention and differentiates the unity of the opposition. The second is to spread rumors that the opposition has no future, is fragmented, has failed, and so on.

Therefore, our task is also very simple. The first is to guide the people to concern themselves with democracy and human rights, not the so-called national interest of the autocratic regimes. The second is to expose more the ugly elements of the Communist Party, their power struggle and internal divisions. The third is to mobilize the international community as much as possible to create pressure and trouble for the Communist Party economically and diplomatically. If they are uncomfortable, the pressure against our people will be relieved and the democrats will have room for activity. Democracy will get closer and closer to us.

Diễn Văn tại buổi lễ trao giải Nhân Quyền Việt Nam của Mạng Lưới Nhân Quyền ở Nam California vào Ngày Quốc Tế Nhân Quyền năm 2017

Cảm ơn các bạn hữu Việt Nam. Hôm nay là lần thứ 69 chu niên ngày Bản Tuyên Ngôn Quốc Tế Nhân Quyền ra đời. Cảm ơn quý vị đã mời tôi tham dự buổi kỷ niệm này cũng như lễ trao Giải Nhân Quyền Việt Nam năm 2017 cho các cá nhân và tổ chức nhân quyền Việt Nam. Thật bất hạnh, cả 3 nhà họat động nhân quyền là Mục sư Y Yich (một lãnh tụ người Thượng Tây Nguyên), blogger Mẹ Nấm Nguyễn Ngọc Như Quỳnh và blogger Nguyễn Hữu Vinh cũng như hơn 10 thành viên của hội Anh Em Dân Chủ không thể hiện diện nơi đây để đích thân nhận giải. Tình trạng này cũng rất tương tự như của Trung Quốc chúng tôi.

Tại đây, tôi rất vui mừng gặp lại tất cả các bạn mới cũng như cũ. Tôi biết một số vị lâu hơn 10 năm rồi. Chúng ta có thể ngồi lại để thảo luận bởi vì chúng ta có chung một kẻ thù và có cùng những lợi ích chung.

Lợi ích chung của ta là gì? Đó là xây dựng quê hương mình thành một nước dân chủ. Ai là kẻ thù chung? Đó là các chế độ đảng trị Cộng Sản.

Tại sao nó là kẻ thù chung? Đó là vì đối với Đảng Cộng Sản Việt Nam (VC), nó không những chỉ là huynh đệ của Đảng Cộng Sản Trung Quốc (TC), mà nó lại còn học các phương cách độc đóan, kể cả kỹ thuật thống trị dân chúng. Sự thành công ngọai giao của TC đã nâng cao lòng tin tưởng của VC. Tình trạng nhân quyền ở Việt Nam và tình trạng nhân quyền ở Trung Quốc đang tồi tệ cùng lúc.

Một số người thấy sự mâu thuẫn giữa VC và TC, nhưng họ quên rằng những lợi ích chung của chúng mới thật sự quan trọng cho chúng hơn. Hai đảng CS này có những lợi ích chung trong việc đàn áp và bóc lột dân chúng. Chúng có một kẻ thù chung trong việc chống lại trào lưu về các nhân quyền dân chủ, đó là “dân trí” của hai nước ta.

Khi những nhà dân chủ của hai nước ta truyền bá tư tưởng tự do, dân chủ và nhân quyền về nước, đó là đang chuẩn bị xây dựng một xã hội dân chủ mới. Khi chúng ta đã phơi bày những điểm xấu xa của đảng CS ra hải ngọai, chúng ta đã góp củi lửa cho cuộc cách mạng dân chủ. Từ hải ngọai, sự truyền bá và thông tin về dân chúng trong nước là những gì mà chúng ta phải làm từng bước để phá bỏ những dối trá mà CS đang lừa phỉnh dân mình.

Đối sách của CS chống lại dân chúng là gì? Trước hết là sử dụng dân tộc chủ nghĩa, bằng cách khích động tinh thần dân tộc ở cả trong lẫn ngòai nước, để đánh lạc hướng quần chúng và để phân hóa sự đòan kết của phe đối kháng. Thứ đến là để truyền tin đồn rằng phe chống lại không có tương lai, bị phân hóa, đã thất bại, vv.

Vậy thì, nhiệm vụ chúng ta cũng rất đơn giản. Trước hết là hướng dẫn dân chúng tự quan tâm tới dân chủ và nhân quyền, chứ không phải cái thứ gọi là lợi ích quốc gia của các chế độ độc tài. Thứ hai là vạch trần những điều xấu xa của Cộng Đảng và sự giành giật quyền lực cũng như các chia rẽ nội bộ của chúng. Thứ ba là vận động cộng đồng quốc tế càng nhiều càng tốt để tạo áp lực và gây khó khăn cho Cộng Đảng về kinh tế và ngọai giao. Nếu chúng không thỏai mái thì áp lực chống dân chúng sẽ giảm và các nhà dân chủ sẽ có chỗ họat động. Dân chủ sẽ trở nên càng gần hơn và gần hơn với chúng ta.

人权日在南加州越南人权组织获奖仪式上的讲演

谢谢越南朋友们。今天是联合国人权宣言发表69周年。感谢你们邀请我参加这个纪念仪式并向越南的人权组织和人权人士颁奖。可惜这3位人权人士和《民主兄弟》的10位成员都在狱中，无法亲自来领奖。这和我们中国的情况很相似。

在这里，我很高兴与各位新老朋友见面。有的都已经是相识十多年的老朋友了。我们能在一起讨论，是因为我们有共同的敌人和共同的利益。

什么是共同的利益？就是把我们的国家建设成为民主的国家。谁是我们共同的敌人，就是共产党专制政权。

为什么说是共同的敌人呢？因为，越南的共产党不但是中国共产党的兄弟；而且学习了中共的专制手段，学习了中共统治、压迫人民的技术；而且中共政权在外交上的成功，给越共提高了信心。越南的人权状况和中国的人权状况正在同步恶化。

有些人看到中共和越共之间有矛盾，但是忘记了他们之间的共同利益其实是更重要的。在压迫剥削人民上面，他们有共同的利益；在对抗民主人权的潮流方面，他们有共同的敌人，这就是我们两国的民主派。

我们两国的民主派向国内传播民主自由人权的思想，是在给建设新的民主社会做准备。我们在海外揭露共产党的丑恶，是在给民主革命积累柴火。我们在海外给国内的人民传播思想和信息，就是在一步一步地拆穿共产党欺骗人民的谎言。

共产党对付人民的手段是什么？第一就是民族主义，在海内外的人民中煽动民族主义，转移人民的注意力，分化反对派的团结。第二就是散播谣言，说反对派没有前途，四分五裂，已经失败了，等等。

所以我们的任务也很简单：第一就是以民主人权的思想引导人民关注自己的切身利益，而不是关心专制政权的所谓国家利益。第二就是更多地揭露共产党的丑恶，以及他们争权夺利，内斗分裂的状况。第三是尽可能动员国际社会，在经济上和外交上给共产党制造压力和麻烦。他们难受了，人民才会减轻压力，民主派才有活动的空间，建立民主才离我们越来越近。
