on 2017: Announcement of "the Top Ten Keywords in the News about
China"
On
December 29, 2017, Wei Jingsheng was invited to participate in a discussion in
the China Live program hosted by Radio Free Asia's He Ping. The main subject of the program was:
"Looking Back on 2017: The announcement of the poll results for "the
Top Ten Keywords in the News about China". The other guests who also joined the discussion were: Mr.
XIA Yeliang, a Libertarian scholar and former professor of Peking University,
and Professor XIA Ming, a professor of political science at City University of
New York.

Looking
Back on 2017: "the Top Ten News Keywords"
Since
early December, Radio Free Asia has launched "the Top Ten Keywords in the
News about China" in 2017 through a third party independent poll
website. Among the 20 candidate
topics covering human rights and hot news issues in China, by Dec. 29 RFA had
received 2,778 valid votes. Among
them, the polling rate from Mainland China reached 64%. Free Radio Asia is particularly
grateful to users in Mainland China for breaking through the Internet blockade
of the Chinese government to participate in this event. So here RFA unveils the results of the
2017 "Top Ten Keywords in the News about China."
1.
"Low-end population": "low-end population" ranked first
with 90.13% of the votes cast. In
the early winter of 2017 the Beijing authorities, in the name of cleaning up
illegal structures, displaced several millions so-called "low-end
population" through such brutal measures such as cutting off water supplies
and power, and forced evictions.
As of now, this brutal act is still ongoing.
2.
"Liu Xiaobo": "Liu Xiaobo" got 80.78% of the votes ranking
second. On July 13, 2017, the
Nobel Peace Prize laureate Liu Xiaobo died while serving his prison sentence. In the face of unanimous condemnation
by the international community, the Chinese government has severely blocked
relevant Internet messages and suppressed the citizens who spontaneously
mourned Liu.
3.
"Guo Wengui broke the explosive news": Guo Wengui, a wealthy man who
was a state security agent from China, exposed the corruptions of the senior
Communist officials via overseas social media, which aroused media attention at
home and abroad. Guo Wengui claims
that his purpose is to "change China's political system."
4.
"Red, Yellow and Blue Education, Inc": In the second half of 2017,
there were many child abuse incidents in China. The parents disclosed scandals involving Beijing's RYB
kindergartens suspected of abuse and sexual assaults of children. However, the police released negative
findings, which led to further rebound in public opinion.
5.
"709 Lawyers": the Chinese authorities' convictions of "709
Lawyers," rights lawyers and human rights defenders, were concentrated in
2017. Up to now, lawyers including
Zhou Shifeng, Zhai Yanmin, Hu Shigan, Kuo Hongguo, Li Heping, Jiang Tianyong,
Xie Yang and Wu Gan have all been accused or sentenced in the name of
"subversion of state power."
6.
"The case of Lee Ming-che": On November 28, Lee Ming-che, a Taiwan
NGO worker, was sentenced to 5 years imprisonment and 2 years of deprivation of
political rights by the Yueyang Court in Hunan for "subversion of state
power". Lee Ming-che became the
first Taiwanese to be sentenced to jail for "subversion" in Mainland
China.
7.
"Criminalizing the heads of chatrooms and groups": On October 1,
2017, the Chinese Office of the Central Leading Group of Cyberspace Affairs
officially implemented the "Internet Group Information Services Management
Regulations" which require that the heads of online Internet chat groups
to bear the criminal responsibilities for the speech of Internet users of their
groups.
8.
"Re-sentencing of the Three Young men in Hong Kong": Joshua Wong,
Chow Alex, and Nathan Law, leaders of the "Umbrella Movement" in Hong
Kong, were sentenced to prison terms in August of 2017, which triggered
widespread public opinion over Beijing authorities' commitment on "one
country, two systems" about Hong Kong.
9.
Skynet (Monitoring System in China): China's official media confirmed in
September 2017 that China has completed a major project in the world's largest
video surveillance network with more than 20 million surveillance cameras with
face recognition functions, which is called "Skynet of China."
10.
"The Thoughts of Xi Jinping": the so-called "the thoughts of Xi
Jinping about a socialism with Chinese characteristics in the new year"
was included in the "Constitution of the Chinese Communist Party"
during its 19th Congress. That Xi
Jinping gathered the leaderships of the Communist Party, the army and the
nation as a "core posture" of a totalitarian regime has received the
attention of the outside world.

2017年12月29日,魏京生参加自由亚洲电台何平主持的中国热评节目:回望2017:“中国十大新闻关键词”评选的揭晓,与自由至上主义学者、原北京大学教授夏业良,及美国纽约城市大学政治学教授夏明就相关结果进行了讨论。
回望2017:“中国十大新闻关键词”评选揭晓
自由亚洲电台自12月初,通过第三方独立投票网站发起“中国2017年十大新闻关键词”评选活动。在涵盖了中国人权及新闻热点事件等20项候选主题中,截至目前,自由亚洲电台共收到2778张有效选票。其中,来自中国大陆的投票率达到64%。自由亚洲电台在此特别感谢大陆地区网友,能突破中国政府的网络封锁参与本次活动。下面让我们一起来揭晓2017年"中国十大新闻关键词"的前十名评选结果。
1. “低端人口”:“低端人口”以投票率90.13%名列首位。2017年初冬,北京当局以清理违章建筑为名,通过断水、断电、强制驱赶等粗暴手段,导致百多万所谓“低端人口”流离失所。截至目前,这一野蛮行动仍在持续。
2. “刘晓波”:“刘晓波”以80.78%的投票率名列评选结果第二。今年7月13日,诺贝尔和平奖获得者刘晓波在服刑期间与世长辞。面对国际社会的一致声讨,中国政府严厉屏蔽相关网络讯息,打压自发悼念的公民。
3. “郭文贵爆料现象”:中国国安特工出身的富豪郭文贵利用海外社交媒体爆料中共高层贪腐内幕的现象,引发海内外舆论关注。郭文贵自称,其爆料目的是要“改变中国的政治体制”。
4. “红黄蓝”:2017年下半年,中国多地发生虐待儿童事件。而由家长披露,北京红黄蓝幼儿园涉嫌虐童、性侵的"红黄蓝"丑闻后,警方发布否定性调查结果,更引发舆论反弹。
5. “709”:中国当局针对维权律师和人权捍卫者的“709大抓捕”案,在2017年集中宣判。截至目前,除王权璋律师之外,周世锋、翟岩民、胡石根、勾洪国、李和平、江天勇、谢阳、吴淦等人均遭到“颠覆国家政权罪”的指控或判刑。
6. “李明哲”:台湾非政府组织工作者李明哲于11月28日,被湖南岳阳法院以“颠覆国家政权罪”判处有期徒刑5年,剥夺政治权利2年。李明哲成为首位在中国大陆被以“颠覆”罪名判刑入狱的台湾籍人士。
7. “群主连坐”:中国国家网信办宣布,今年10月1日起正式实施《互联网群组信息服务管理规定》,要求网络聊天群主为网民言论承担刑事负责。
8. “占中三子改判”:香港"雨伞运动"学生领袖黄之锋、罗冠聪和周永康等3人今年8月遭法院改判刑期入监,引发舆论对北京当局有关"一国两制"承诺的广泛质疑。
9. “天网”(监控系统):中国官方媒体在今年9月证实,中国已完成世界上最大视频监控网重大工程,其监控摄像镜头已超过2千万个并具有人脸识别等功能,被称为“中国天网”。
10.
“习思想":所谓“习近平新时代中国特色社会主义思想"在中共十九大上,被列入《中国共产党党章》。习近平集党、军、国三位一体的“核心”极权姿态,令外界瞩目。
