Promote Democratic Revolution in China and Safeguard Permanent Peace in the World

-- Dusseldorf Consensus (Dusseldorf, Germany, 2018)

From August 17 to 19, 2018, the Fifth China Road International Symposium was held in Dusseldorf, Germany. More than 30 scholars and democracy activists from countries and regions include Denmark, Germany, Taiwan, the United States, the Netherlands, France, Hong Kong, and Mainland China attended the conference.

This conference is based on the growing rights defending movement in China in recent years; the serious political and economic retrogression caused by the Communist authoritarian regime headed by Xi Jinping and its illegal penetration of the countries around the globe that have resulted in a serious Communist threat to the entire civilized world. Meanwhile, the social conflict in China has further intensified. At the same time, US President Trump has launched new policies toward China regarding science and technology, trade, military and foreign affairs. Thus a new major change has taken place in US-China relations that pushes the Communist autocratic tyranny to the verge of collapse. A potential crisis of global economic turmoil and a major retrogression are rapidly taking shape in the world.

The problem of China is not only a problem for China, but also closely related to the common destiny of the human race on the globe. The retrogression of the Chinese Communist regime has caused serious threats to the peace of the whole world and caused tremendous damage to the order of human civilization. Freedom, democracy, and peace are the universal values of mankind. The destruction of human rights and the ecological environment in China by the Communist regime is a serious violation of the UN Charter and its Universal Declaration of Human Rights.

Based on the above situation, this conference reached the following consensus:

1. We call on the political circles and societies of all countries in the world to recognize the harm of the Chinese Communist regime to the world, and to unite as soon as possible to resist total destruction by the expansion of the Communist totalitarian tyranny from China.

2. We call on Chinese people at home and abroad to abandon stereotypes, to transcend political differences, to unite, and to participate in and promote democratic revolution in China in different means and forms.

3. We resolutely oppose the Communist regime's attack on Taiwan in words and in actions, and its full-scale affront even to the use of force. At the same time, as Taiwan is facing the opportunity of a major historical change, we call on the Taiwanese government and its more than 23 million people to not only resist the overall suppression and threat of force by the Communist regime in China, but also carry on the banner of freedom and democracy to promote democratization in China.

4. Freedom and democracy is the universal value of mankind. All Chinese have the responsibility to publicize and promote it, to lay the foundation for democratic transformation and smooth transition in China.

5. The rights of people to self-determination and national self-determination are the core values revealed by Article 1 of the two international covenants on human rights. We call on the Chinese Communist regime to respect the people's right to determine their own way of life, their political system and their future destiny.

6. We suggest the rapid establishment of a global alliance of freedom and democracy to maintain world permanent peace, by the democracy activists of Taiwan, Hong Kong and overseas Chinese, and the unification of democratic forces internationally.

In contemporary China, there has been a change when it entered the 9th year of a decade. Following the 1959 Tibetan uprising against the Communist suppression, the 1979 Democracy Wall Movement, the 1989 democratic movement, the anti-persecution of Falun Gong and the founding of political opposition parties in Mainland China in 1999, and the climax of the rights defending movement in 2009, 2019 surely will be a crucial year to end the totalitarian autocracy of the Chinese Communist Party and for China walk towards freedom and democracy.

The winter has arrived, will spring be far behind? Autocracy will die, democracy will win!

推动中国民主革命，维护世界永久和平

——杜塞道夫共识（2018年，德国杜塞道夫）

2018年8月17-19日，中国之路国际研讨会在德国杜塞道夫举行。来自丹麦、德国、台湾、美国、荷兰、法国、香港、中国大陆等国家和地区三十余名学者与民运人士代表出席了会议。

本次会议基于近年来中国维权运动日益高涨，以习近平为首的中共专制政权造成政治、经济上的严重倒退，对世界各国的非法渗透，对整个文明世界形成严重的红色威胁，而中国社会矛盾也进一步激化；同时，美国总统川普推行新的对华科技、贸易、军事与外交等政策，美中关系出现了新的大变局，中共专制暴政正处于崩溃边缘。一个潜在的全球性经济大动荡、大倒退的危机正在快速形成。

中国的问题不仅是中国的问题，也与全球人类共同命运息息相关，中共政权的倒行逆施，对整个世界的和平造成了严重威胁，对人类文明秩序造成了巨大破坏。自由、民主、和平是人类的普世价值，中共政府对人权与生态环境的破坏，严重违反了《联合国宪章》和《人权宣言》。

基于以上局势，会议达成了以下共识：

1，我们呼吁世界各国政界与社会，认清中共政权对世界的危害，尽快联合起来，抵制中共极权暴政对全世界的全面破坏和扩张。

2，我们呼吁海内外华人摒弃成见，超越党派，联合起来，以不同的形式参与和推动中国的民主革命。

3，我们坚决反对中共对台湾的文攻武吓、全面统战，甚至于武力犯台。同时我们呼吁，台湾面临着历史大变局的机遇，台湾政府与2300多万人民不仅要力抗中共的全面打压和武力威胁，更要扛起自由民主大旗，推动中国的民主化。

4，自由民主是人类的普世价值，所有华人都有责任宣传和推广，为中国的民主转型、平稳过渡奠定基础。

5，人民自决权和民族自决权是联合国两个国际人权公约第一条所揭示的核心价值，我们呼吁中共政权尊重人民决定自己的生活方式、政治制度与前途命运的权利。

6，我们建议，快速筹建以台湾、香港及海外民运人士为基础，联合国际上的民主力量，组建全球自由民主联盟，维护世界永久和平。

当代中国，逢九必变，我们认为，继1959年西藏反共抗暴、1979年民主墙、1989年民主运动、1999年法轮功反迫害及大陆组党运动、2009年维权运动高潮之后，2019年必将是结束中共极权专制，中国走向自由民主关键的一年。

寒冬已经到来，春天还会远吗？专制必亡，民主必胜！
