From August 16th to 19th, 2018, Huang Ciping attended the Fifth China Road International Symposium in Dusseldorf, Germany, and expressed respect and thoughts to the friends who participated in the symposium on behalf of Wei Jingsheng. The theme of the seminar was: "The Cross-Strait Relations During the Second Term of Xi Jinping and the Prospect of Promoting Democracy in Mainland China." The following is the outline of a speech by Huang Ciping.

The issues of Taiwan's independence, Taiwan's proper name and Taiwan's identity are all false propositions. Taiwan itself is already an independent country called The Republic of China. South Korea publicly hopes to unify the Korean peninsula and has set up an official body called the Ministry of Unification. Yet this itself does not prevent North Korea and South Korea from being countries on their own. This is a reality. The problem with China is that neither side accepts the reality, and unable to solve this issue.

The Mainland talks about reunification. But will Mainland China be able to unify with Taiwan? On the other hand, Taiwan wants independence. Is it not true that Taiwan is already independent? Who is governing you? Where are you trying to seek independence from? Thus these are all false propositions. The real issues in Taiwan are its economic development and security. Let us talk about security today.

There are two aspects of the security issues in Taiwan. The first is related to international protection. The second is due to the threat from the Chinese Communist regime.

The international protection is primarily secured through the United States. The motive of the United States is that it is unwilling to give up the basic strategy of Taiwan. However, Taiwan not only helps the Chinese Communist regime develop its economy and even sells technology to the regime, but it also talks with the Communist regime about something like "a family across Taiwan Strait". This has greatly shaken the trust of Taiwan by the entire American society and political circles, as well as their determination to defend Taiwan.

After the Republic of China retreated to Taiwan, it had already become a small country. The survival of a small country is to make allies. The premise of making allies is to abandon the mentality of a big country and to make good faith of connection and cooperation. For a democratic country, the vanity of the people is the biggest obstacle to national diplomacy. It is an important task to educate people to reverse their mentality.

The fundamental reason why Israel can survive under the oppression of strong enemies is the self-defense consciousness of the whole society. Its people understand that the enemy's desire of annihilation will not disappear. But as Wang Dan saw and pointed out very clearly, the people of Taiwan have no sense of crisis and no determination to defend themselves, but only care about their own personal lives. It is easy to get entangled in false propositions of independence, and it is easy to shout a few free slogans, however it is a different matter to be determined to defend your dignity and life with your blood and life. The lack of a sense of crisis in the whole society is the biggest shortcoming of the Taiwanese.

It is not important to argue independence or not. It is truly important to know if you want to be oppressed and exploited by the Communist regime or not. To put your energy and resources on illusory independence, regardless of real threats; to be afraid of the Communist Party as it will take over Taiwan by military force when it is unhappy -- this cowardly mentality is Taiwan's greatest danger and the greatest success of the work of the United Front department and psychological warfare of the Communist regime.

The Communist regime in Mainland China has not attacked Taiwan for seventy years. The first reason has been that it lacked the strength to overcome the taboo the United States. Now the strength of the Communist regime is relatively sufficient. The taboo is that the Chinese people want to rebel, so the Communist regime must put down the problems inside of China first. To support various opposition movements of the Mainland people and to support the anti-communist media overseas would be meaningful actions of Taiwan's self-protection. On the contrary, while the whole world supports the democratic movement in Mainland China, Taiwan is trembling with fear of offending the Communist regime and is only doing false things just to make it pretty on the surface. This makes your allies dare not believe you and even look down on you. They think that you lack the determination to defend yourself. Therefore, they will hesitate to help you when you need it.

Regrettably, even the people of Taiwan have no confidence in Taiwan's future. There are not many Communist agents caught in the United States, but there are many Taiwanese who help the Communist Party steal US technology and intelligence, far exceeding the proportion of Taiwanese in overseas Chinese. This shows that the conditions of a forceful seizure of Taiwan by the military have matured. Once the Communist regime has solved its internal problems in Mainland China, it will be able to unite Taiwan with military strength. To forcefully take over Taiwan would also be a means of solving internal problems, so it can be implemented after initial stabilization, include after solving the trade war issue with the United States.

For the sake of the present, it is not too late to make up for it. The first thing that can be effective quickly is to move closer to the United States. It would be the best to strengthen the status of allies, as well as to get more trust and support from the USA. The second is to vigorously support the resistance activities of the Mainland people and to support the activities of overseas democracy activists. On the second issue, Taiwan's own corruption and ignorance have been the biggest obstacles. Over the years, it has had almost no positive effects, and often even some negatives.

We need to see how Taiwan can support the democratic movement in Mainland China. As Taiwan used to spread millions and even tens of millions dollars to some little islands in the Pacific and small African countries for some friendship, or even hoping to build diplomatic ties, will that money spent really be useful? Nowadays, Taiwan cannot win the war of "money diplomacy" against the Communist regime in China. Supporting freedom and human rights of the Mainland people until the Mainland is on the track of democracy and the rule of law is the best premise for Taiwan to protect itself, and it is also the work that the Taiwan government and people need to do the most.

台湾的自保以及如何推动中国走向民主

台湾独立、台湾正名和台湾身份都是伪命题。台湾本身就是一个独立的国家，叫做中华民国。韩国公开希望统一朝鲜半岛，并设立了官方机构叫做统一部。这并不妨碍南北双方各自成为一个国家，这是现实。中国的问题是双方都不接受现实，但也都解决不了问题。

大陆说统一，但它统一得了吗？台湾要独立，难道台湾还没独立吗？谁在统治着你们？你们的政府是谁？你们要从哪儿独立出去？所以这都是伪命题。台湾真正的问题是经济发展和安全问题。今天我们谈谈安全问题。

安全问题有两个方面。第一是国际保护，第二是中共威胁。

国际保护主要是美国的决心。美国的动机，就是不愿意放弃台湾这个基本战略。但台湾不但帮助中共发展经济乃至出卖技术，而且还和中共勾勾搭搭讲什么两岸和平一家亲。这大大地动摇着美国全社会和政治界对台湾的信任，或者说保卫台湾的决心。

中华民国退守台湾之后，已经是一个小国了。小国的生存之道是结交盟友。而结交盟友的前提，是放弃大国心态，以诚信结交和配合。对民主国家而言，民众的虚荣心是对国家外交的最大障碍。教育民众扭转心态，是一项重要工作。

以色列能在强敌环伺的压迫下生存之根本原因，是全社会的自卫意识。他们明白，敌人的灭我之心不会消失。但正如王丹看到并指出得很清楚的是，台湾的人民没有危机意识，也没有自卫的决心，却只关心自己个人的生活。纠缠于独立的伪命题，喊几句免费的口号很容易，而有决心以鲜血和生命捍卫自己的尊严和生活是另一回事。缺乏全社会的危机意识，是台湾人最大的短板。

独立不独立不重要，想不想受共产党的压迫剥削才重要。把精力和资源都放在虚幻的独立上，而不顾真正的威胁；而且还害怕共产党不高兴就会武统台湾。这种懦夫心态是台湾最大的危险，也是共产党统战工作和心理战的最大成功。

共产党七十年来都没攻打台湾。第一是实力不足，忌惮美国。现在实力比较足了，忌讳的是中国大陆的老百姓要造反，攘外必先安内。支持大陆老百姓的各种反抗运动，支持海外的反共宣传，是台湾自保的题中之义。反之，在全世界都支持大陆民主运动的同时，台湾却战战兢兢地怕得罪中共，做做样子虚情假意。这让你的盟友也不敢相信你，且看不起你，认为你们缺乏保卫自己的决心。所以会他们会犹豫能否帮得了你们。

遗憾的是，连你们的人民对台湾的前途都没有了信心。在美国被抓住的中共特务不多，帮共产党偷美国技术和情报的台湾人却不少，远超过台湾人在华侨中的比例。这说明武统台湾的条件已经成熟，一旦中共解决了内患就可以武统台湾了。武统成功也是中共解决内患的一种手段，所以可以在初步稳定之后就实施，包括在解决了与美国的贸易战问题之后。

为今之计，亡羊补牢犹为未晚。第一个可以迅速见效的，就是拉近和美国的关系，最好能进入盟友的状态，并得到他们更多的信任与支持。第二就是大力支持大陆人民的反抗活动和海外民运的活动。在第二个问题上，台湾自身的腐败和无知是最大的障碍，多年来几乎没有正面的效果，而且常常帮倒忙。

那我们看看台湾如何支持大陆民运。为了友好关系乃至邦交，台湾给太平洋小岛及非洲小国数以百万、千万计，他们能有什么实际的用途？如今，金钱外交是拼不过中共的。支持中国民运，支持大陆民众的人权自由，直到大陆走上民主法治的轨道上是台湾自保的最好前提，也是台湾政府与人民最需要做的工作
