The
funeral and burial reform in Jiangxi has been raging in recent days. Liu Qi ("Qi" means
"strange" in Chinese), the governor of Jiangxi Province who just
expressed his support to the "Xi Center", has resigned, although he
still keeps his position as the Secretary General of the Chinese Communist
Party (CCP) of the Jiangxi Province.
Is Liu Qi's resignation the concession of the authorities or just a move
in the game? Is there a huge
interest behind this so-called "green funeral"? On the other hand, Beijing's leader Cai
Qi expelled the "low-end population", in comparison with Jiangxi's
Liu Qi who dug up the graves and robbed the deceased bodies. Both have triggered the resentment of
the people, and were known as the "North and South Double
Devils". What kind of
structural problems of the Chinese Communist authority have been exposed
through these generally barbaric law enforcement phenomena? Do these testify to the Chinese history
that tyrannies must be accompanied with crude officials? Or does it mean that when "one
authority determines all" is over emphasized, Xi Jinping and his followers
will do anything they want with their power?
The
two guests who participated in the discussion were: Wei Jingsheng, Chairman of
the Overseas Chinese Democracy Coalition; and Hai Tao, a reporter for Voice of
America.
Wei
Jingsheng: The CCP Officials Acted Brutally, As the Inevitable Result of the
Dictatorship of "Imperial Power"
Wei
Jingsheng, chairman of the Overseas Chinese Democracy Coalition, said that both
"devil stars in the North and the South" nicknamed by the people -
Cai Qi, CCP's Secretary General in Beijing, and Liu Qi, CCP's Secretary General
in the Jiangxi Provincial Party -- were indeed engaged in very bad
behavior. What the CCP is doing
currently has not even been seen in its past, including during the Cultural
Revolution, the Mao Zedong era, as well as during the April 5th Tiananmen
Incidents. The excavations and
exhumations in Jiangxi are obviously to safeguard the behavior of interest
groups -- excavating the bodies of the deceased for cremation will enable the
crematorium to draw benefits. Such
kinds of barbaric law enforcement can be said to be unprecedented. In contrast, only the behavior of Cai
Qi, the CCP Secretary General in Beijing can be compared with it. However, although the two
"strange" people's tactics are similar, their outcome is
different. Cai Qi landed safely,
while Liu Qi was dismissed from his governor position. This may be because the timing of these
two persons was not quite the same.
When Cai Qi was acting wild, it coincided with Xi Jinping at his most
arrogant time. Liu Qi now is in
the sea of nervousness of the people due to the trade war with the USA and the
voice of doubt could be heard from both inside and outside of the CCP
leadership. It can be said that he
is not as lucky. However, Liu Qi
still retains the position of CCP Secretary General of the Jiangxi
Province. It can be said that his
resignation from the governor's position is just superficial, as to give the
public an account to ease their anger.
In addition to Cai Qi and Liu Qi, in an earlier time Xia Baolong, the
CCP Secretary General of the Zhejiang Province dismantled the churches in the
same way. It can be seen that
these barbaric acts of the CCP officials are not an accident, but an inevitable
result of the dictatorship of the "imperial power".
Wei
Jingsheng: In Order to Make a Strong Start in Flattery, the Subordinates Are
Competing to Show Their Loyalty (to Xi Jinping)
Wei
Jingsheng said that it should be said that Xi Jinping is the general backstage
of the brutal law enforcement of his officials. The lawlessness and daring of the CCP officials are the bad
habits accumulated by the CCP for many years of monopolizing power. These official only need to look at the
face of their boss. Regardless of
the expulsion of the "low-end population", or the excavation of the
graves, or the demolition of the churches, the reason always follows "the
decision of the superior" -- the idea of the superior is the backing of
the barbaric government. The
official does not care about the people's feeling, there is no need to worry
about strong negative public opinion, as long as one can take a flattering face
to Xi. The reason why these
officials are so disregarding the law is that they were affirmative with Xi
Jinping's support. In fact, the
funeral reform is not a new formulation or a new practice; it has already
existed for a while. The
implementation in the localities was not very compulsory. Basically, it was left alone for the
dead who were already buried; to the most one might be criticized and
fined. What Liu Qi in Jiangxi did
was strongly protagonist, due to the desire of the CCP officials to seize the
opportunity for a skating speed type of promotion. They can only climb up in their ladders against the
interests of the people. This is
the inertia of thinking under the dictatorship that uses the jungle principle
of the strong suppresses the weak, the big beats up the small; it is also the
preference of senior officials.
When the superiors ask for loyalty from those in lower ranks, the lower
officials rush to show and express their loyalty to the extent that they are
omnipotent.
Wei
Jingsheng: Officials Forced the People Into Opposition; Xi Jinping Faces
Internal and External Difficulties
Wei
Jingsheng said that officials who oppress the people might have serious
consequences for those in power.
However, Xi Jinping's aggressive subordinates only looked at their
superiors and thought of flattery, without concern of the outcome of their
deception. In the past, there was
no repercussion in such a great scale when under similar situations officials
oppressed the people. But the
current masses are increasingly resentful, such as the rights defending of the
veterans, the strikes by the truck drivers, and the ongoing financial rights
defending of the middle classes.
Even the middle class has acted now, which indicates that the Chinese
people have been completely offended.
Their ideas, including those of the middle class that once supported the
government, are undergoing an unprecedented transformation. On the other side, the CCP is holding
its private highest-level meeting in Beidaihe. Generally speaking, it is very rare for the CCP to conduct
factional fighting on formal occasions in public. Instead, it will talk about the transactions in private
first and show the results of the Beidaihe meeting later in public. Now, the Beidaihe meeting has become a
place for open struggle within CCP.
It is said that during the Beidaihe meeting last year, Wang Qishan
retreated and went to the hospital.
The situation of this year's meeting is still unclear. However, the CCP is in a state of
internal and external difficulties, with people being very nervous as the
rebellious sentiments of the people are already strong and meanwhile
internationally the pressure of trade wars is increasing day by day. There is an article published by the
CCP that appeals to everyone to "calmly face" the challenges, which
shows that China is no longer calm from the top.

Digging the Tombs and Destroying the Churches, Xi Jinping and His Subordinates
Are Digging Their Own Tombs Unambiguously

reporter Haitao said that although Liu Qi of Jiangxi Province resigned from the
post of governor, he still serves as the CCP Secretary General of the Jiangxi
Province, the highest rank in Jiangxi Province. In China, this kind of so-called resignation is nothing more
than a superficial move -- although it seems to be a resignation from a
position, he still enjoys the greatest rights in his province. In comparison, we notice that Cai Qi
was unscathed at all.
To
push the funeral reform, or to violently drive away the "low-end
population", or to forcibly demolish the churches, all are following the
order of the superiors. Although
it is all over China, why has the demolishing of the churches in Zhejiang
Province, the driving out of the "low-end population" in Beijing, and
the reform of the funeral procedures become so terrible? This is the problem. We notice that these provincial senior
officials are members of the so-called "Xi Jinping's army". Their effort to figure out what is in
the mind of Xi and to express their loyalty to Xi is the root cause of the
problem. In their eyes, the
interests of the people are not worth mentioning.
Now,
Xi Jinping is in a state of internal and external difficulties. He may wish to use high-pressure means
to build up the scenery of peace, so that we can see the pictures of their
suppression against the people.
However, he may not have realized that such an approach may have
counterproductive consequences.
Whether it is Cai Qi, or Liu Qi, or Xia Baolong, on the surface they are
helping Xi Jinping to establish prestige, but in fact, they are doing just the
opposite and creating more troubles, which pushes him to more precarious
conditions.

江西殡葬改革近日闹得沸沸扬扬,才刚表态拥护"习核心"的江西省省长刘奇辞职获准,但仍担任江西省委书记。刘奇辞职究竟是当局向舆论让步还是走过场? 强推"绿色殡葬"的背后是否有着巨大利益?
另一方面,北京蔡奇驱逐低端人口,江西刘奇挖坟抢尸砸棺,接连引发民怨沸腾,被称为"南北双煞",普遍的野蛮执法现象究竟反映出中共当局哪些结构性的问题?
是印证了中国历史上的有暴君必有酷吏? 还是过分强调"定于一尊"的习家军有权就是任性?
参加讨论的两位嘉宾是:中国民主运动海外联席会议主席魏京生; 美国之音记者海涛
魏京生:中共官员野蛮行事,独裁"皇权"必然结果
中国民主运动海外联席会议主席魏京生说,被百姓称为"南北双煞"的北京市委书记蔡奇和江西省委书记刘奇的确都很恶劣。中共现在的所作作为,在过去的文革和毛时代以至于四·五天安门事件时期,都是没有过的。江西的挖坟掘尸,明显是维护利益集团的行为--掘出尸体进行火化,火葬场从中牟取利益。而这样的野蛮执法可以说前所未有。能够与之"媲美"的要数北京市委书记蔡奇。但是,这两位"奇"人手法虽然雷同,待遇却不一样。蔡奇平安着陆,刘奇则被撤职省长。这可能是因为两人办事的时机不尽相同。蔡奇撒野之时恰逢习近平牛气哄哄之刻;而刘奇则是撞上了贸易战之后的人心惶惶和党内外的一片质疑之声,可以说是撞到了枪口上。不过,刘奇仍然保留江西省委书记的职务,可以说他的下野也是表面文章,仅仅给了公众一个面子和交代。除了蔡奇、刘奇之外,更早的浙江省委书记夏宝龙的拆除教堂做法也是如出一辙。可见,中共官员野蛮行事并非偶然,而是独裁"皇权"的必然结果。
魏京生:为拍马屁强出头,下级抢先表忠诚
魏京生说,应该说,习近平是手下官员野蛮执法的总后台。官员的无法无天和胆大妄为是中共多年独揽大权所积累下的恶习。当官的只需要看上司的脸。不论驱逐低端还是掘坟挖尸或者强拆教堂,其理由都是"上级决定",高官的想法就是政府野蛮的后盾。当官的根本不考虑百姓感受,对于强烈舆论反馈也无需顾忌,只要能够拍上马屁就行。这些官员之所以如此罔顾法律,获得习近平的支持是肯定的。其实,殡葬改革并非一朝一夕的新提法或者新做法,而是早已有之。各地的实施也并非十分强制,基本上是既葬之则安之,最多进行批评和罚款了事。江西刘奇是属于强出头,这是受中共官员强占速滑道获得升官提拔的愿望所趋使。他们只有踩在大众的利益上才能往上爬,这是专制下以强压弱、以大欺小的思维惯性,也是高官所喜好的。上级向下级索要忠诚,下级抢先表忠诚、献忠诚,到了无所不用其极的程度。
魏京生:官逼民反,习近平内外交困
魏京生说,官员欺压百姓,可能给当政者造成严重后果。但是,习近平这些手下"虎将"两只眼睛只顾往上看,盯着马后拍马屁,哪顾得上思考媚上欺下所造成的后果。过去,出现类似的官逼民反问题时都没有这么大的反响,现在的群众则是反感情绪日渐强烈,比方说老兵维权、卡车司机罢工和现在正在发展的有产阶级金融维权。连中产都已经行动起来,说明百姓已经被彻底得罪。他们的思想,包括曾经拥护政府的中产阶级在内,都正在发生前所未有的转变。而从上层来看,中共正在举行北戴河会议。一般而言,中共在正式场合进行派系博弈非常少见,而是先在私下谈好交易,在北戴河会议上亮出博弈的结果即可。现在,北戴河会议已经成为公开博弈的场所。据说去年的北戴河会议上,王岐山便退场住进了医院。尽管今年的会议情况还不明朗,但是,中共正处内外交困之时,老百姓的反抗情绪已经火爆,而国际上则是贸易战压力与日俱增而导致人心惶惶。其中提到的那篇文章呼吁大家要"从容"应对挑战,其实说明中国从上倒下都已经不再从容。
海涛:掘墓赶人毁教堂,习家军自断其后不含糊
美国之音记者海涛说,江西的刘奇虽然辞去省长职务,不过仍然担任省委书记,仍然位居江西省第一把手的交椅。在中国,这样的所谓去职不过是表面文章--尽管看似辞去一个职务,但是依然享有最大的发言权和行事权。我们也看到,"南奇"--刘奇至少假下课半下课,而"北奇"蔡奇则是毫发无损。
无论是强推殡葬改革,还是暴力驱赶"低端"或者是强行拆毁教堂,虽然都是奉上峰之命,但是,同样的问题应该全国都有,为什么独有浙江的教堂拆得这么出名、北京的低端驱得这么揪心、江西的殡葬改得这么壮烈呢?这才是问题所在。而我们看到,这几位省级高官都是所谓的"习家军"成员。他们揣摩上意要仗势表忠应该才是根源所在。在他们眼里,百姓的利益是不值一提的。
习近平现在处于内外交困中,或许希望使用高压手段来粉饰太平,所以才有我们所看到的其手下对百姓下毒手的画面。但是,他可能没有考虑到,这样的做法可能造成适得其反的后果。无论蔡奇还是刘奇或者更早的夏宝龙,表面看是在帮助习近平树立威望,实际上则是在帮倒忙,正在给他制造更多的麻烦,把他推到朝不保夕的境地。
