An Appeal
About the Detention of the Interpol Chairman by the Chinese Government

Mr. Meng
Hongwei, the President of Interpol and the Deputy Minister of the Chinese
Ministry of Public Security, has been missing for two weeks. After repeated negotiations by the
French government, finally the Chinese government gave an extremely vague
reply. This is a serious human
rights violation.
Whether in
accordance with international practice or in accordance with Chinese law, no
matter whatever the way of depriving a person's freedom, the family should be
informed immediately. However, it
has been a practice of the Chinese government to not follow this law,
especially by the law enforcement agencies of the Chinese Communist Party.
First, the
Chinese government abuses law against ordinary citizens; subsequently it
becomes lawlessness against domestic officials; now it even abuses law against
officials of international organizations.
Regardless of whatever criminal conduct this suspect may have, his human
rights should also be respected and the corresponding
laws should be followed.
We call on the
Chinese government to respect Chinese laws and inform the family of Meng
Hongwei and Interpol, his work unit.
We also call on Interpol to pay serious attention to the human rights of
its members, no matter how much financial allocation the Chinese government
gives them.

关于中国政府扣押国际刑警组织主席的呼吁

国际刑警组织主席，也是中国公安部副部长的孟宏伟先生失踪两个星期。经法国政府一再交涉，中国政府才给出一个极其模糊的答复。这是一起严重的侵犯人权事件。
无论按照国际惯例，还是按照中国的法律，无论以什么方式剥夺人的自由之后，必须立刻通知家属。但中国政府特别是共产党的执法机构，不遵守这一法律早就成为惯例。
先是对普通公民执法犯法；随后对国内的官员无法无天；现在则是对国际组织的官员执法犯法。无论该嫌疑犯有任何犯罪行为，他的人权也应该受到尊重，相应的法律也应该得到遵守。
我们呼吁中国政府尊重中国的法律，向孟宏伟的家属，和他的工作单位国际刑警组织通知他的相关情况。也呼吁国际刑警组织认真关注它的成员的人权，无论中国政府给予该组织多少财政拨款。
