The Fundamental Problem of Sino-US Relations

There is a debate of new issues in Washington DC. Some friends said that it is too late, and some friends said that corrections are still possible even though it is late. The argument is about if the fundamental interests of China and the United States can meet together or not. Many Sinologists who have worked in the government tend to think that there are fundamental conflicts that are difficult to meld together. Many Sinologists in think tanks tend to think that there are no fundamental conflicts, and that the problems are due to the leaders of both sides.

Most of the think tanks in the United States are funded by big business. Scholars who learned Chinese have mostly learned from textbooks from the era of Chairman Mao's quotation books. How much influence they have received from outside of academia is not easy to judge. However, it is obvious that to make nonsense comments regardless of the reality is not the rigorous attitude that scholars should have. The media of the Chinese Communist Party (CCP) and its leaders speak day and night of the United States as its enemy, and the imperialist's desire to destroy China is not dead yet. Whether it is "hiding the capacity and keeping a low profile" or acting to make a difference, the goal is clear and unquestionable. Why do some scholars make the opposite interpretation? Are their IQs lower than that of ordinary Chinese readers? This is indeed a problem.

The reason why this debate is starting now is because the trade war between the USA and China is aimed at fundamental conflicts between the two systems and two ideologies of the two countries. The so-called fair trade is about the incompatibility between a social system with laws and rules and a dictatorial system that does not respect laws and rules. For a dictatorial and authoritarian government that does not care about the laws and rules for its own people, but only cares about power, why should it care about laws and rules to you foreigners? Indeed, some people lack logical thinking or is driven by their own interests.

There are exceptions for the dictator who does not follow rules. He will be forced to obey rules in places where his power cannot reach, in places where his threats and extortion are meaningless, and where his interests and security cannot be guaranteed. This is the basic way of thinking of authoritarian dictatorships, and it is also the theoretical basis understood when Deng Xiaoping talks about "hiding the capacity and keeping a low profile" instead of a sincere cooperation. Otherwise members of that authoritarian party would not accept it.

Mao Zedong once shouted that he would lean toward the Soviet Union all the way, because his wings were not hard enough to fly. Once he was strong enough, the two dictatorships could not tolerate each other. Not to mention that democracy and freedom as an opposing ideology is even less able to be in "peaceful coexistence" with the authoritarian regimes. The existence of democracy itself is the greatest threat to the authoritarian regimes. The first fool to be deceived by "peaceful coexistence" of the CCP was Nehru of India. Soon after his warm embrace with the Chinese Communist leaders, he was defeated by the Chinese army. The American scholars seem not to study the history, and Chinese scholars have no need to look there themselves.

To make the Communist Party to abide by fair rules, one must beat it enough to hurt it. And one must require it to immediately reform the judiciary system that is controlled by the Communist leadership. Fair trade can only be gradually achieved when all the economies inside and outside of China are conducting themselves according to the laws. Otherwise, even if the central government makes a lot of concessions, there will be countless trade barriers in various places along with equally countless varieties of resistance and theft at the local level.

That is because illegal behavior is in line with the interests of local princes and bureaucratic capitals. There will be no dictator who can limit his ruling foundation without the rule of law. This is the experience and lesson of China's more than two thousand years of authoritarian politics that dominates its market economy. Once the legal system fails, the government and business will collude, the economy will inevitably become chaotic and go into recession, and the people will find it hard to survive. Then comes the end of the dynasty.

What is different from the ancient time to now is the great invention of Deng Xiaoping and Jiang Zemin: to transfer the crisis to the new economic colonies: the United States and other developed countries. Through foreign trade, they export a set of gadgets that invalidate laws and create collusion between government and business into the developed countries. Then not only can they plunder wealth to fatten themselves, but also appease democratic politics to weaken their resistance. This is a better strategy than that of the Nazis and the Soviet Union, as it is winning a war without fighting; and consumes the enemy on its own territory.

This is the so-called "hiding the capacity and keeping a low profile." We should not forget that the arrows that are "hiding" could be shot at the enemies at any time. The enemies are the Nehrus who were deceived by "peaceful coexistence" of the Communist regime.

中美关系的根本问题

华盛顿正在开展一场新问题的辩论。有些朋友说太晚了，有些朋友说亡羊补牢犹为未晚。这就是关于中国和美国的根本利益，是否无法融合。在政府工作过的汉学家，很多倾向于根本冲突难以融合。很多智库的汉学家，倾向于没有根本冲突，是现在的双方领导人搞坏了。

美国的智库大多数是大企业资助的。学者们学习汉语，大多是在毛主席语录教材的时代。他们受学术以外的影响有多大，不好妄加评判。但是显然不顾现实妄加评论，不是学者应有的严谨态度。中共媒体及其领导人天天讲月月讲，美国是我们的敌人，帝国主义亡我之心不死。无论韬光养晦还是有所作为，目标都很明确不容置疑。为什么有些学者会做相反的解读呢？是他们的智商低于普通中国读者吗？这的确是个问题了。

之所以现在开始这个争论，是因为贸易战针对的，就是两国体制和意识形态的根本矛盾。所谓的公平贸易，说的就是有法律有规矩的社会体制，和无法无天不讲规矩的独裁专制之间的无法兼容。独裁专制的政府，对它自己的人民都不讲法律，没有规矩只有强权，它为什么对你外国人要讲法律守规矩呢？有些人缺乏逻辑思维，或者是因为利益驱使。

独裁者也不是完全不守规矩，在他的权力达不到的地方；在他的威胁利诱，敲诈勒索达不到的地方；在他的利益和安全无法保障的地方，他被迫不得不守规矩。这是独裁专制者们的基本思维方式，也是邓小平说韬光养晦而不是真诚合作的理论根据。否则专制党内的成员们不会接受。

毛泽东曾经高喊全面倒向苏联，那是因为翅膀还没硬到可以单飞。一旦缓过劲来，两个独裁专制体制就无法兼容了。何况与对立的民主自由意识形态，就更加不可能和平共处。你的存在本身就是对它的最大威胁。被和平共处欺骗的第一个傻瓜，就是印度的尼赫鲁。刚刚热烈拥抱不久，就被中国军队打得丢盔卸甲。美国的学者好像也不读书，中国的学者就不必妄自菲薄了。

要想让共产党遵守公平的规矩，就必须打疼它。并且要求它立即改革政党控制司法的法制体系。对国内外的所有经济体依法办事，才能逐渐实现公平贸易。否则就是中央政府做出再多的让步，到了各个地方还是会遇到无数的贸易壁垒；以及无数的、变着花样的抵制和偷窃。

因为这符合地方诸侯和官僚资本的利益，除了不讲情面的法律，没有一个独裁者能限制他的执政基础胡作非为。这是中国两千多年专制政治统治市场经济的经验教训。一旦法制失效，官商勾结，经济必然混乱衰退，民不聊生，这就是皇朝末日了。

现在和古代的不同，就是邓小平和江泽民的一大发明：把危机转嫁到新殖民地，美国和其他发达国家。通过对外贸易，把官商勾结法制失效的一套玩意儿输出到发达国家。这既可以掠夺财富养肥自己，也可以绥靖民主政治弱化抵抗意志。这是比纳粹和苏联更高明的策略，不战而屈人之兵；而且就食于敌方领土。

这就是所谓的韬光养晦，不要忘记那韬中的箭，是可以随时射向敌人的。那敌人，正是被和平共处所欺骗的尼赫鲁们。
