US Congresswoman Who Initiated the "Countering the Chinese Government and Communist Party's Political Influence Operations Act" Was Awarded the "Human Rights and Freedom Defender Prize"

Washington -

On Monday (December 10), the Human Rights Day, Democratic US Congresswoman Marcy Kaptur received the "Human Rights and Freedom Defender Prize" from senior Chinese human rights activist Wei Jingsheng.

 

The Wei Jingsheng Foundation awards this prize to American politicians who support Chinese democracy and human rights every year.  This is the fourth year the prize has been awarded.

 

"For many years, the Western people and their governments have given us a lot of encouragement.  We must also encourage them and record their merits," WEI Jingsheng said.

 

Kaptur, 72, was elected to the House of Representatives in 1983 and is the longest-serving female member of the US House of Representatives.

 

"For me personally, Marcy is not just a member of the US Congress, a person who cares about human rights in China," said HUANG Ciping, executive director of the Wei Jingsheng Foundation. "Marcy saved my life, twice!  When the Chinese government persecuted me and when I lost my personal freedom, she fought for me and successfully saved me!"

 

On Monday, at the awards ceremony held in the Rayburn House Office Building of the US Congress Kaptur said she was honored to receive this prize.  "This trophy belongs to all people in the world who are fighting for freedom."  She said that she would like to dedicate it to all the freedom fighters across the world that are being detained, tortured, or persecuted due to their pursuit of liberty.

 

"Freedom comes with a price.  It needs generations to fight for it," Kaptur said.

 

On June 4 this year, on the occasion of the 29th anniversary of the Tiananmen Square massacre in 1989, Rep. Kaptur and Rep. Chris Smith, the senior Republican Congressman, co-chair of CECC (Congressional-Executive Commission on China), jointly launched A bill designed to deal with China's influence on US politics.

 

The bill, "Countering the Chinese Government and Communist Party's Political Influence Operations Act" states that the Chinese Government and Communist Party employ a wide range of political, informational, and economic measures to influence, coerce, intimidate, or undermine United States interests or the interests of United States partners and allies.  The bill calls on the United States to develop a strategic assessment and long-term strategy to counter the Chinese Government and Communist Party's political influence operations, censorship, propaganda, and disinformation that undermine democratic institutions, targets United States citizens or nationals or intimidates their families in China; and use of economic tools, market access, cyberattacks, or other capabilities to undermine the freedoms of speech, expression, press, association, assembly, religion, or academic thought.

 

Kaptur said that while the United States takes a step back in global leadership and diplomacy, China is too eager to fill the void.

 

For example, she said: We see China investing millions in developing nations in South America and Africa, spreading its undemocratic and tyrannical influence.  We watch as Chinese foreign aid and influence pays dividends in nations as they shift to recognize Mainland China over a free and democratic Taiwan.  China seeks to illegally take control of international waters in the South China Sea and undertakes aggressive naval maneuvers to challenge the stability in the region provided by the naval fleet of the USA.

 

"China's global strategy and dominance is that of a sleeping dragon.  But with its aggressive state-driven Belt and Road Initiative, which will invest $1 trillion on development projects globally, America can no longer tip-toe around the dragon." Kaptur said.

 

The European Parliament's Liaison Office in Washington DC, the Uyghur American Association, the Independent Federation of the Chinese Students and Scholars (IFCSS) joined with the Wei Jingsheng Foundation in organizing this event.  Earlier in the day, they also held a symposium to commemorate the 40th anniversary of the Xidan Democracy Wall Movement in China.

 

This December 10th is the 70th anniversary of the publication of the Universal Declaration of Human Rights and also the 10th anniversary of the publication of Charter 08.

星期一 (12月10日),世界人权日当天,美国国会民主党籍联邦众议员马西·卡普图尔(Marcy Kaptur)从中国资深人权活动家魏京生手中接过"人权自由卫士奖"。

 

魏京生基金会每年为支持中国民主人权的美国政界人士颁发这一奖项,今年是第四年。

 

"多年来西方的人民和政府给了我们很多的鼓励,我们也要鼓励他们,也要记录他们的功劳,"魏京生说。

 

现年72岁的卡普图尔1983年当选联邦众议员,是在美国众议院效力时间最长的女议员。

 

"对我个人而言,马西不仅仅是一位国会议员,一位关心中国人权的人士,"魏京生基金会执行主任黄慈萍说,"马西救过我的命,两次! 当我被中国政府迫害,失去人身自由时,她为我奔走,成功地让我获释。"

 

星期一,在美国国会众议院雷伯恩办公大楼内举行的颁奖仪式上,卡普图尔说,她很荣幸获得这一奖项。这个奖杯属于全世界所有为自由奋斗的人。她表示,要向世界各地那些为争取自由而被拘押、遭受酷刑和迫害的人鞠躬致意。

"中国的全球战略和控制像是一条沉睡的巨龙。面对中国咄咄逼人的、国家主导的在全球投资数万亿美元的一带一路项目,美国不能再踮着脚尖,小心翼翼地绕着这条巨龙走路,"卡普图尔说。

 

欧洲议会驻华盛顿办公室、美国维吾尔协会、全美学自联等机构和魏京生基金会联合举办了这次活动。当天早些时候,这些机构还举办了一场研讨会,纪念中国的西单民主墙运动四十周年。

 

今年的12月10日是《世界人权宣言》发表70周年, 也是《零八宪章》发表十周年。
