Wei Jingsheng's Speech on the Intersection Between Human Rights and Advancing Technology in Celebrating the 30th Anniversary of the Sakharov Prize by the European Parliament

On November 13, 2018, Wei Jingsheng and Huang Ciping participated in the photo exhibition in observance of the 30th anniversary of the Sakharov Freedom of Thought Prize held by the European Parliament in Washington, DC. The event concentrated on the intersection of high technology and human rights, and was attended by technical experts and activists from various countries, with a short presentation by Sheldon Himelfarb, CEO of the PeaceTech Lab.

As a laureate of the Sakharov Prize awarded by the European Parliament, Wei Jingsheng also delivered a special speech, as follows.

Twenty years ago, when I first came to the United States, Chinese people's ideas about human rights and democracy were little or vague. Now, 99% of Chinese people want democracy, and their understanding of democracy has greatly improved. This should be attributed to the development and popularity of advancing technologies.

In the past, you had to spend a lot of money to buy a computer; and it took a lot of time to get the information you needed. Now with just one mobile phone, you can get a lot of information anywhere in the world. The amount and speed of spreading knowledge and thought have been greatly expanded. Getting the information you need is much easier than it used to be.

Authoritarian rulers need to rely on providing false information to maintain a policy to fool people. In the era of new technologies, advanced technologies have also been used to block information and provide false information. The Chinese Communist regime pays hundreds of thousands of Internet police and hundreds of thousands of Internet commentators (who are known as Wu Mao or 50 cents) to speak in favor of the regime. On one hand, they use advancing technology to block and delete the correct information; on the other hand, they spread false information to create confusion among ordinary people, and implement a new policy to fool people.

In this struggle, our strength lies in the fact that people can easily believe in real information. However, the advantage of the Communist regime is that it has more money, and lies one thousand times to turn a lie into the truth. In an environment where the right information is not available, there are still many people who have to be fooled.

To put it simply, any work requires money. Our advantage is greatly reduced due to lack of money. When I first arrived in the United States, I discussed this issue with the leaders of both the United States and the European Union. However, they all said that their policy is to only help domestic activists inside China for activities legitimate to the Chinese government. I said that if people inside of China can speak freely, why do we need to speak for them outside?

Obviously, Western leaders are afraid of helping human rights and democracy in China as that will affect their business with the Communist regime in China. Without financial support, our advantages cannot be fully exerted, yet the Communist regime has received technical support from the West, which is fully utilized to realize its policy of fooling and suppressing the people.

Therefore, only when democratic countries invest more financial resources, then the universal values and thoughts of human rights and democracy can overcome the Communist's policy of fooling the people.

2018年11月13日，魏京生和黄慈萍参加了欧洲议会在美国华盛顿特区举办的庆祝萨哈罗夫思想自由奖30周年的摄影展及由各国技术专家及活跃者参加的有关高科技与人权交叉的研讨会。和平技术实验室的总裁Sheldon Himelfarb就此进行了专题演讲。

作为欧洲议会授予的萨哈罗夫奖获奖人，魏京生也发表了特邀演讲，内容如下。

二十年前，在我刚来到美国的时候。中国人对人权和民主的想法，知道得很少或者模糊不清。现在百分之九十九的中国人都希望民主，对民主的认识也大大进步。这应该归功于新技术的发展和普及。

过去你得花费很多钱，买一台电脑；再花费很多时间才能获得需要的信息。现在只要有一部手机，就可以在世界任何地方得到大量的信息。知识和思想的传播量和速度，都得到了极大的扩张。获得所需要的信息比过去容易多了。

专制统治者们需要依靠提供虚假的信息，来维持愚民政策。在新技术的时代，封锁信息和提供虚假信息也使用了新技术。中国共产党豢养了几十万网络警察，和几十万被人们称为五毛的网评员。一方面他们利用新技术封锁和删除正确的信息；另一方面他们散布虚假的信息，在普通民众中制造思想混乱，推行新的愚民政策。

在这场斗争中，我们的优势在于人们容易相信真实的信息。然而中共的优势在于人多钱多，谎话说一千遍就成为真理。在得不到正确信息的环境中，仍然有很多人不得不受到愚弄。

说得简单一些，任何工作都需要投入钱。我们的优势由于没钱投入，效果大打折扣。我刚到美国，就和美国与欧盟的领导人们讨论过这个问题。可是他们都说：他们的政策是只能帮助中国国内的、合法的活动。我说如果国内的人能够自由地发出声音，还需要我们在外边替他们说话吗？

显然，西方的领袖们害怕帮助了中国的人权民主，会影响他们和共产党做生意。没有财政的支持，我们的优势不能够充分的发挥，而中共却得到西方的技术支持，充分发挥了愚民政策和镇压的功能。

所以，只有民主国家投入更多的财力，人权和民主的普世价值与思想才能战胜中共的愚民政策。
