Wei
Xiaotao, the younger brother of Wei Jingsheng, chairman of the Overseas Chinese
Democracy Coalition, died in Paris, France on the evening of January 28, 2019,
at the age of 65. Wei Xiaotao was
persecuted because of his brother Wei Jingsheng's engagement in the Chinese
democracy movement. When Wei
Jingsheng went to Paris to attend an event more than a decade ago, Wei Xiaotao
went to Paris that was found out by the Communist regime. He began his career in exile
afterwards. The viewing and
funeral of Wei Xiaotao will be held in Paris on February 4th. Wan Runnan, the former president of
Stone Company in Beijing, wrote a pair of poetic verses to express sorrow in
person:
"Why
in rushing, as dawn's sunrays are entering China?
Your
far trip enables you to hear the storm in the Capital from heaven."
Wei
Jingsheng wrote a eulogy for Wei Xiaotao from the USA.
According
to Radio Free Asia, Wei Xiaotao, the younger brother of Wei Jingsheng, chairman
of the Overseas Chinese Democracy Coalition, died in Paris on the evening of
January 28, 2019, at the age of 65.

Wei
Xiaotao's memorial service was held in Paris, France on Saturday (February
2). Wei Xiaotao was persecuted
because of his brother's engagement in the Chinese democracy movement. Wei Jingsheng was in Paris to attend an
event more than a decade ago. Wei
Xiaotao went to Paris to visit him and was found out by the Communist regime
and thus began his exile.
WEI
Jingsheng told Radio Free Asia that he was unable to accompany his closest
brother during his illness and for the last days of his life due to the
security threat of the Chinese authorities and the failure to obtain travel
documents to travel internationally.
Thus he was only able to entrust HUANG Ciping, the executive director of
the Wei Jingsheng Foundation, to France.
He was really sorry and helpless.

Jingsheng said: Of course he was implicated (because of me). He went to Paris to see me and (the
Chinese regime) would not let him go back. He was repatriated back to Paris from the (Beijing) airport
and was not allowed to return to China.
Then I asked the French Foreign Ministry to ask the Chinese Foreign
Ministry and the Chinese Embassy in France. The Chinese Foreign Ministry responded that if he was sent
back to China, they will put him in jail.
So even the French said that he had never seen such a rogue diplomacy.
Wei
Jingsheng told Radio Free Asia that his brother did not heed the demand of the
Communist regime and was resolutely not following the requirements of the
Communist authorities to separate himself from his brother, which also resulted
the destruction of the career and business of his brother. Wei Jingsheng feels deep sorrow for
implicating his younger brother because his own political stand.
Huang
Ciping, the executive director of the Wei Jingsheng Foundation, who is
preparing for the memorial service in France, told Radio Free Asia that Wei
Xiaotao was humorous and handsome.
After graduating from Fudan University, he worked at the Second
Industrial Ministry (Nuclear) and became the youngest engineer in the country. In addition to taking care of his brother
Wei Jingsheng, who was in jail, he also generously contributed to his friends
in the cause of democracy.
According
to Huang Ciping, "I came to Paris at the beginning of the month because I
knew that his health was failing.
I thought that there was not much chance, so I have to come to visit
him. He is the smartest kid in
their family. To what extent? He remembers what he read even once, so
he got full scores even without working hard. Before Lao Wei (Wei Jingsheng) was arrested, Wei Xiaotao
contributed financially to help Lao Wei carry out his democratic activities,
and to help the families of the victims of the June 4th Massacre and so
on. Thus he was persecuted by the
Communist authorities."
There
were reports saying that Wei Jingsheng's family had a deep relationship with
the Chinese Communist Party. His
father Wei Zilin was a general-level military leader of the PLA during the
Chinese Civil War (in the later 1940's) and was one of the main leaders who
established the Chinese civil aviation and air force. The Wei family was a neighbor to (the Communist leader) Mao
Zedong at that time. Wei
Jingsheng's father was recommended by Mao Zedong to be (his son) Mao Anying's
tutor of ancient literature and history.
Wei Zilin was implicated by his son Wei Jingsheng and had to retire
before he reached retirement age.
However, when Wei Jingsheng's father died, the Communist regime did not
allow him to return to China to mourn.
The
following is the eulogy written by Wei Jingsheng on the night of his brother's
death, for Wei Xiaotao's memorial service.

January
28, 2019
My
younger brother Wei Xiaotao, nicknamed TaoTao, was born in Beijing on July 15,
1953. He passed away at 9:55pm on
Monday, January 28, 2019, in Paris due to cancer at the age of sixty-five.
Our
family has always paid no attention to red tape and does not employ too much
admirable and gorgeous rhetoric.
Therefore, I want to simply review his life, as a way to release my
grief and let everyone have an accurate understanding of him.
TaoTao
was very smart since he was a child, and he had superb memories. This maybe inherited from my father and
thus he was very conceited.
Shortly before his death, he was proudly claiming that I was not as
smart as he was. It is true that
he always got full scores from his school and never worked hard, for which many
other kids were jealous of him.
Because
he did not have to study hard, yet had excellent grades, he used his time and
energy for mischief and sports -- his health was better than mine, but he was
also much more likely be beaten up for misbehaving. Thus he developed a good capacity to observe - he would flee
the scene in time upon seeing the faces of our parents. Therefore, he did better than me as we
grew up and did not encounter big setbacks.
Regrettably,
the Cultural Revolution delayed a whole generation of Chinese youth. Xiaotao was in that turmoil with me
after graduating from elementary school.
He was arrested for participating in anti-Mao Zedong and anti-Jiang Qing
activities. Later, he returned to
our hometown with me as an "educated youth" to the countryside; thus
he learned the suffering of Chinese peasants, and also made many friends who
were peasants. Many years later,
he brought the German journalist Jurgen Kremb (who was writing an biography of
WEI Jingsheng) to the countryside I stayed for interviews about the history of
my time there and got help from many old friends.
In
1970, we became soldiers in the 47th Army and the 41st Army. Before that, he stayed in my father's
cadre school for half a year. I
went to Changsha six months earlier.
So we were not in the same unit.
I learned that he performed exceptionally well in the military. He was an instructor at the teaching
team, later a teaching officer in the military school. He got his ways and was proud of that,
so he returned to Beijing two years later than me.
After
returning to Beijing, he went to work in the Fifth Institute of the Second Industrial
Ministry (Nuclear). He was then
recommended to catch the last opportunity to go to the university during the
Cultural Revolution time, to study at the Department of Chemical Engineering of
Fudan University. After
graduation, he returned to the Fifth Institute to become a technical staff with
a full play of his ingenuity. He
won several science and technology awards every year. Soon, he was named the youngest senior engineer in China,
and even used his invention to help several enterprises of towns and counties
to get rid of their poverty.
Before
I was arrested for the second time in 1994, he supported me financially to help
me to carry out democratic activities and also helped relatives of the victims
of June 4th. Therefore, he was
persecuted by the Communist authorities and his money in these enterprises
could not be recovered -- these enterprises were not allowed to operate and
were closed. When he was forced to
stay at home, he still communicated with friends of various provinces and became
a contact point for friends of the democracy movement in China.
During
a visit to Europe, he occasionally came to the conference where I was. These meetings were informed to the
Communist authorities. When he
returned to Beijing, he was forced to be deported back to France at the
airport. The French Foreign
Ministry believed that was illegal.
As a Chinese citizen, he could only be deported back to China. How can he be "deported" back
to France? The Chinese Foreign
Ministry replied that "if you send him back to China, we will put him in
jail". The French diplomat
told me privately: "Even though I have been a diplomat for decades, I have
never seen such a rogue diplomatic response in this way."
Thus,
my brother WEI Xiaotao could only stay in France as a refugee. Because he could not speak French, he
could not find a corresponding job, so he was depressed. He used alcohol to release his stress
and often vented some nameless fire and thus offended many friends. Here I want to apologize to everyone
here at his memorial service because all these problems started from me. In the past, he was a handsome guy with
a good temper and a cute personality that everyone loved.
Many
friends have sacrificed for democracy and freedom. It is not only that they are making sacrifices, but their
relatives are also paying a huge price for the rights and interests of the
Chinese people. At the same time,
they have to endure the filth and dirty water from the Communist regime. This is a pain that most people cannot
imagine.
Therefore,
we understand that the good things in the world are striven for by many people
at a price. Every nation must
remember and respect these victims.
Because of their sacrifice, the people in the West enjoy a happy life
today. Because of their sacrifice,
the Chinese people will also gain the liberation of humanity and the happiness
of life.

魏晓涛的追思会星期六(2月2日)在法国巴黎举行。魏晓涛因哥哥从事中国民主运动受到牵连,十几年前魏京生到巴黎出席一个活动,他前往巴黎探望,被中共查知,此后就开始了流亡生涯。
魏京生对自由亚洲表示,弟弟病重期间,由于中共当局的安全威胁,及没能拿到国际旅行证件,他没能陪家中最亲近的弟弟走过最后一程,只能委派魏京生基金会执行主任黄慈萍前往法国,他实在是遗憾与无奈。
魏京生说:当然受到牵连,后来他到巴黎来看我,不让他回去了。不让他回去,他回去后,又从机场给遣返巴黎了。遣送回巴黎,不让他回去,然后我让法国外交部的人去问,问中国外交部、法国大使馆,中国外交部说,你们要把他送回来,我们就把他关到监狱里去。所以连法国人都说,没见过这么流氓的外交官。
魏京生对自由亚洲表示,当年弟弟不听从中共的招呼,坚决不按当局的要求,和哥哥划清界限,更使得弟弟的事业、生意受到围剿。自己的政治立场牵连到弟弟,他深感愧疚。
正在法国筹备追思会的魏京生基金会执行主任黄慈萍对自由亚洲说,魏晓涛为人幽默、帅气,复旦大学毕业就进入了核工业部二机部工作,成为当时全国最年轻的工程师。除对一直坐牢的哥哥魏京生照顾有加,同时也对从事民主事业朋友慷慨解囊。
据黄慈萍说:月初的时候我就来巴黎,因为我知道他身体不行,我就想也许机会不多了,我就来看他。他是他们家最聪明的,到甚么程度?他就是过目不忘,所以他读书的话不用功都能得满分。在老魏(魏京生)被捕之前,他甚至出过钱,来帮助老魏开展他的民主活动,帮助六四受难者家属等诸如此类的,但因此受到当局的迫害。
报道指魏京生一家其实与中共渊源深厚,父亲魏梓林在国共战争时期就是解放军正军级将领,是组建中国民航和空军的主要负责人之一。魏家当时与毛泽东为邻居,魏京生的父亲被毛泽东推荐为毛岸英的古文和历史家教老师。魏梓林因受到儿子牵连,还没有到退休年龄就要离休。但魏京生父亲去世,中共都不允许他回国奔丧。

以下是魏京生得知弟弟去世的当天晚上,为魏晓涛的追悼会写的悼文。

我的弟弟魏晓涛,小名陶陶。一九五三年七月十五日生于北京,二零一九年一月二十八日,巴黎时间晚上九点五十五分因癌症去世于巴黎。终年六十五岁。
我们家人一向不注重繁文缛节,也不崇尚华丽辞藻,因此我只简单回顾他的一生,以此寄托哀思,也让大家对他有一个准确的理解。
陶陶从小就非常聪明,这可能是从我父亲的过目不忘继承来的,也因此十分自负。去世前不久,还得意洋洋地说我不如他聪明。也确实,他读书从来不用功,可却门门满分,让旁人不免羡慕嫉妒恨。
也因为不必认真读书就成绩优秀,所以时间精力不免多用来淘气和体育运动,所以他身体也比我好,但是挨打也比我多。于是养成了察言观色的好本领,一看父母脸色不对就逃之夭夭。也因此长大之后比我混得好,一路顺风顺水,没遭遇什么大的挫折。
遗憾的是文革耽误了一代中国青年,他只读到小学毕业,就随我参与了运动,因为参与反毛泽东反江青的活动而被抓进学习班。之后,他又随我一起回到老家当知青,了解了中国农民的苦难,也交了不少农民朋友。多年后他带着德国记者周劲恒采访我下乡的历史,得到了当年很多朋友的帮助。
一九七零年,我们分别在四十七军和四十一军当了兵,此前他还在我父亲的干校呆了半年,我则提前半年去了长沙。因此我们不在同一个部队。据说他在军队里成绩也特别出色,曾在当时的教导队,也就是后来的军校当教官。春风得意,所以他比我晚了两年回北京。
回京后他去了二机部五院当工人,随即被推荐上工农兵学员的末班车,在复旦大学化工系读书。毕业后回到五院成为技术人员,并充分发挥了他的聪明才智,每年都拿回几个科技奖。很快,他就被评为全国最年轻的高级工程师,并用他的发明帮助了几家乡镇企业脱贫致富。
在我一九九四年第二次被捕之前,他出钱帮助我开展民主活动和帮助六四受难者亲属。并因此受到当局的迫害,乡镇企业的钱收不回来,自己的企业不准经营只能倒闭。在他不得不在家休闲期间,仍然联络各省的民运朋友,成为民运朋友的一个联络站。
在他来欧洲探望我期间,偶尔来到我们开会的会场观摩被人告密。再回北京时,他在机场被强制遣返回法国。法国外交部认为这不合法,中国公民只能被遣返回中国,怎么能遣返回法国呢?中国外交部回答说,你们要是把他送回中国,我们就把他关进监狱。法国外交官私下说:当了几十年外交官,没见过这么流氓的外交回应。
魏晓涛因此只能留在法国当难民。因为不会法语,所以他找不到相应的工作,以致心情郁闷,借酒浇愁,常常发泄无名之火,得罪了不少朋友。我在此向大家道歉,因为这都是因我而起。过去他曾经是个脾气很好,人见人爱的帅小伙。
很多朋友为民主自由付出牺牲,并不仅仅是他们本人在付出牺牲,他们的亲属也在为中国人民的权利和利益,付出了巨大的代价。同时,他们还要忍受来自共产党的造谣污蔑泼脏水。这是一般人难以想象的痛苦。
也因此我们理解,这世界上的好东西,都是很多人付出代价获得的。每一个民族,都要记住并且尊重这些牺牲者。因为他们的牺牲,西方各国人民才有今天的幸福生活。因为他们的牺牲,中国人民也必将获得人性的解放和生活的幸福。
