Why It Is Difficult for Chinese Students to Get American Visas?

Recently, I have often heard Chinese students in the United States complain that they encountered troubles getting a visa to return to the USA. There were even several Chinese student associations jointly calling for the US Immigration Service to relax its ruling of the student visa. This reminds me to recall some history.

At the end of the last century, there was a major debate about China's human rights and Sino-US trade. The lobbying activities of the Chinese Communist Party (CCP) were successful with the great assistance from the US President Bill Clinton. Chinese human rights issues have since fallen into a trough. The consequence of this success is today's Sino-US trade war.

Shortly after the big debate, a senior assistant in the Congress had a discussion with me when I was smoking outside: There was an anti-immigrant organization that had prepared a bill which included the withdrawal of all Chinese student visas altogether. "Should it be included within the bill introduced?" he asked. I said that of course it should be taken out. Overseas Chinese students will be very important to the progress of China in the future.

He said that in the centennial debate of human rights and trade, many overseas Chinese students and even democracy activists supported the position of the CCP. All the Congressional members who care about Chinese human rights were very frustrated and unwilling to talk about China. "Unless you are willing to convince, no one is willing to take care of this."

I said, of course. Later, he wrote letters to Congressional members in my name, and finally took the anti-immigration part out of the "basket" of that bill, so that the Chinese students could still come to the United States to study even until today.

But things did not end there. A few years later, an FBI official asked me when we were eating together: Why are the current overseas Chinese students so different from those of the 1980s? He cited the "little pink" students that supported the CCP by holding a small red flag, and the overseas Chinese students and pro-democracy activists who defended the technical thief Wen Ho Lee. This shows that Americans have become increasingly distrustful of Chinese and tend to think that Chinese who support tyrants and thieves are an increasing threat to the United States, just like the Japanese during World War II.

Perhaps since the end of the last century, when Jiang Zemin and Zhu Rongji won over the US Congress, many Chinese students have changed their views and believe that the Communist regime is more effective than the American democracy. Even when they are in the United States, they can only offend the United States but not the Communist regime. It is beneficial and harmless to flatter the Communist regime. This kind of sentiment has spread rapidly not only among the overseas Chinese students, but also among the Chinese society and even Sino-scholars in the United States.

This kind of abnormal villain mentality in the Chinese society cannot be unnoticeable to the Americans. Because of this general mentality of "one may offend the gentleman, but not the villain," it has created a negative image of the Chinese that cannot be trusted.

This negative image, including the organizing of a large number of people to attack the people who protest against the CCP, as well as the more passive negative behavioral characteristic of not daring to come out to protest against the activities of the CCP, has become the reason for the distrust of the American society. It is not only a small number of pro-democracy activists and these "little pink" students that should be responsible; the defamatory behavior of most of the overseas Chinese should be responsible for the present results.

Now the Americans are finally beginning to correct the mistakes made during the Clinton era. Besides the trade deficit, the unscrupulous stealing of American technology has become a major topic. Moreover, in addition to the CCP's national behavior, there are also many cases of Chinese people who lack moral cultivation stealing spontaneously, in an effort to get rich when they return to China. This has become a major loss to the economy and technology sector in the USA.

With such a big background, the student visa in trouble may be just the beginning. Just like the unfair trade practices by the Communist regime, once it becomes a general understanding of the public, it will be really hard to change. Moreover, the Chinese in the United States have not begun to reflect on their own problems, but continue to cater to the Communist Party by attacking the USA. This can only make the issue worse.

Over the years, I have not only heard complaints from the overseas Chinese students, but also from many older generation overseas Chinese students who do not support the CCP also complaining of being treated unfairly. But looking back and thinking about it, why didn't you criticizing the pro-communist thieves? Why didn't you support human rights demonstrations, and why did we not even rarely see you participate in the activities to commemorate the heroes died in Tiananmen during the June 4 Massacre in 1989?

When the whole category of people has fallen, then don't blame others looking down at you.

最近一段时间以来，总是听到中国留美学生抱怨，回美国读书的签证遇到这样那样的麻烦。而且有几个学生会还联名呼吁美国移民局，放宽对留学生签证的刁难。这时候我回忆起一些历史来。

上个世纪末，有一场关于中国的人权和中美贸易的大论战。中国共产党的游说活动，在克林顿总统的大力协助下获得了成功，人权问题也从此陷入了低谷。而这场成功的后果，就是今天的中美贸易战。

在那场大论战之后不久，有一位国会的高级助理趁我抽烟的时候，跑到外边来找我商量说：有一个反移民组织，已经把一个取消所有中国留学生签证的议案放在了一个一揽子通过的“筐子”里，要不要把它拿出来？我说当然要拿出来，留学生对将来中国的进步非常重要。

他说在那场人权和贸易的世纪争论中，很多留学生和民运人士支持了中共的立场，所有关心中国人权的议员都因此非常沮丧，不愿意再谈中国问题。除非你愿意出面说服，否则没人愿意管这件事了。

我说当然。随后由他以我的名义给各位议员写信，最终把那个反移民的议案从“筐子”里拿了出来，使得留学生们仍然能够源源不断的来美国求学，直至今日。

但事情并没有因此结束。几年之后，一位联邦调查局的官员，在一起吃饭的时候问我：为什么现在的留学生和八十年代的不同了？他列举了摇着小红旗支持共产党的小粉红，以及那些为技术窃贼李文和辩护的留学生和民运人士。这说明美国人已经越来越不信任中国人，倾向于认为支持暴君和窃贼的中国人，对美国是一个越来越大的威胁，就像二战时期的日本人。

可能是从上世纪末江泽民和朱镕基大胜美国国会开始，很多中国留学生改变了看法，认为共产党比美国的民主制度更有效。即使在美国，也是只能得罪美国，不能得罪共产党。向共产党示好拍马屁，有利而无害。这种情绪不仅在留学生里，而且在华人社会甚至美国的中国问题学者里，也迅速扩散开来。

华人社会弥漫的这种不正常的小人心态，美国人不可能察觉不到。由于中国人的可以得罪君子，不可得罪小人的普遍心态，使得中国人成为不可信任的负面形象。

这个负面形象包括组织大量人员攻击抗议中共的人，不敢出来参加抗议中共的活动等负面的行为特征，都是造成美国社会不信任的原因。不是只有少数民运人士和小粉红应该负责，大多数的海外中国人的不齿行为，都应该为现在的结果负责。

现在美国人终于开始纠正克林顿时代犯下的错误，除了贸易逆差之外，肆无忌惮偷窃美国技术成为一大话题。而且除了中共的国家行为之外，缺乏道德修养的华人自发偷窃，以便回国发财的案例也比比皆是。这成了美国经济和科技的一大损失。

在这种大形势之下，留学生签证遇到麻烦，可能仅仅是个开始。就像中国的不公平贸易行为一样，一旦成为大众的普遍认识之后，想改变它就难上加难。而且在美国的华人，也没有开始反省自己的问题，反而继续迎合共产党向美国人发难。这只能使问题越来越严重。

这些年来，我不仅听到留学生抱怨，很多并不支持共产党的老留学生，也在抱怨受到不公平的对待。但是回过头来想一想，为什么没见你们出面批评那些亲共的窃贼，没见你们支持人权的示威活动，甚至很少看见你们参加纪念天安门死难英雄的活动？

既然整体堕落了，就别怪人家看不起。
