Be Wary of CCP’s Penetration and Methods against Democratic Countries

-- Wei Jingsheng's Speech at the Danish Parliament

Dear Chairman, dear members of the Danish Parliament, dear friends, dear guests who are here today,

Thanks a lot for you to invite me to give my speech here today. Thanks to member of the Danish Parliament Mr. Kenneth Berth in particular. Sorry I was not able to make the trip, and thus have to entrust Ms. Huang Ciping to deliver this speech, answer questions on my behalf, as well as to receive reporters’ interviews.

Recently, there have been many discussions about the penetration and espionage activities by the Chinese Communist Party (CCP) against Western democracies. In my observations, the outside world's arguments have not yet been put in place, and the core issues are still need to be exposed. The main means and objectives of the CCP's treatment of democratic countries are its espionage activities through its United-Front and its extensive propaganda overseas. Its purpose is to completely subvert the democratic system and realize the autocratic politics of Communism.

Everyone is very familiar with the goals of Mao Zedong, which could be summarized in his own words: "to spread red color all over the earth." That means to promote communism in the whole world and use various means including violent revolution to subvert the so-called capitalist democracy. This is the ultimate goal of the Chinese Communist regime.

Many Western politicians who were bought or deceived by the CCP, including even more scholars who are either truly innocent or falsely naive, thought that Deng Xiaoping had changed Mao Zedong's goal and no longer insisted on communism. This itself is a deceptive propaganda of the CCP. Deng Xiaoping only changed Mao Zedong's economic policy. His political stance and international strategic goals were not changed. He used a vision that the Westerners did not understand to describe his strategy -- hiding the arrows and not let them shine. This really means to hide the deadly weapons to fool the enemy, and wait until the right time to take these weapons out to kill the opponents.

The politicians and scholars nowadays like to say that Xi Jinping has restored Mao Zedong's authoritarian policy, which is only to justify their own mistakes before. In fact, regardless of the era of Deng Xiaoping, or Jiang Zemin, or Hu Jintao, the domestic policy of implementing the dictatorship of the Communist Party and the foreign policy of infiltrating the democratic states have never changed. It has never changed in the Communist media and various conferences of the CCP.

Now suddenly, it was said that Xi Jinping changed Deng Xiaoping's policy and returned to the Mao Zedong era. This is mainly because Xi showed his arrows, or revealed his teeth. It can also be said that because the Chinese Communist regime has more money than in the past, its actions are too big to cover up, or it does not want to cover up after all. And because of the ongoing trade war, Western politicians and media scholars are also embarrassed to continue to cover up the facts.

Therefore, only now has the public noticed the infiltration and buying of the Chinese Communist regime. However, their main focus remains on buying and stealing technology, but they have not noticed the buying and changing of the Western political and basic value system. This is the main task of the CCP's political espionage task. Its United Front is the extended propaganda overseas responsible for the work in this area.

In the decades of hard struggles before the CCP took over the power in China, it developed the method of United Front and had listed it as one of the three magic weapons of the CCP. This is also a strategy of traditional Chinese espionage. This strategy believes that stealing intelligence is a low-level work; in comparison, affecting opponents' public opinion and decision-making is a high-level work, and is considered to be the most effective means of defeating the opponents.

During the Chinese civil war between the Kuomintang and the Communist Party, the CCP infiltrated the cronies around the senior Kuomintang officials, created internal disputes that resulted in wrong decisions for the Kuomintang. Thus despite absolute military superiority, the Kuomintang eventually lost to the Communist army and lost the entire Mainland China. Now the Chinese Communist regime has infiltrated the main leaders of the West, even the US Congress and the White House, and created a foreign policy that is conducive to the Chinese Communist regime.

After I came to the Western countries, I repeatedly warned European and American political circles, especially several US presidents, to be alert to CCP's political infiltration and the aggressive behavior in commercial trade. Regrettably, it is only recently that with the problems that have emerged, the Western media and political circles have realized the consequences of feeding the Chinese Communist regime.

Twenty years ago, China's lure and infiltration allowed the US Congress to pass the policies that are favorable to Communist China and harmful to the United States, which lead to China's smooth entry into the World Trade Organization. This shows how terrible the CCP's infiltration and its United Front is. Now the American people and politicians are in almost all agreement that unfair Sino-US trade relations are harmful to the United States. But even now, the trade war can't be solved smoothly, and it has penetrated into the White House and the US Congress, even with influence to the US president. These are all good proofs.

This influence is not just limited to the White House, the US Congress, and the President of the USA. The penetration to the Western scholars and the media is also the basic work of the United Front and the extended propaganda overseas for CCP. During CCP's most difficult time of 1930s, it benefited greatly from this kind of propaganda overseas. At that time, there were several American journalists who helped to sing praises to the CCP. This had a very big impact on both public opinions domestically and internationally. The most famous Edgar Snow gradually saw the essence of the Communist Party, after the CCP came to power. Deceptive propaganda is one of the most successful experiences of the Chinese Communist Party. Mao Zedong believed that its importance exceeds the function of the armed forces.

The current CCP's extended propaganda overseas has carried the tradition that inherits the CCP's previous deceptive practices. But the CCP is now richer than in the past. In the past, it was only able to buy and threaten individual journalists and scholars. Now the Communist regime has the ability to buy the entire media and scholastic academic institutions. Many scholars and the media would lie in their public expressions, yet in private conversations they expressed that they are not really misunderstand the Chinese Communist regime, although the current situation have changed them collectively of their direction and said some truth, proving that in the past they did not misunderstand but were pretending to be naive.

The mafia's means of threats and buyout are the auxiliary means of the big extended propaganda overseas for the CCP. As Xi Jinping visited Italy last month, his accompanying CCP officials repeatedly threatened the safety of Italian journalists and demanded them not to continue talking about the truth of the CCP. Many Western diplomats, even ambassadors to China have even violated common sense and their duties to help the Chinese Communist regime to tell lies. Can you say that there is no unbelievable dirty transaction behind these?

The means of buying is not limited to money. Sexual bribery is one of the traditional means of the CCP. Recently, the news of the CCP's United Front using the hidden brothel to infiltrate President Trump's circle were reported. From this, we can see the depth and breadth of its means of buying, is even more than the average Mafia.

The first Chinese Communist ambassador to Denmark was an earliest member of the CCP intelligence system. Yet, even he could not tolerate the extended degree of rogue and unbearable dirty means of professional intelligence agents in his embassy. So please do not think that the CCP only wants to affect the United States and other big countries. They have always been pervasive and will not ignore your Danish status in the democratic camp. It will be their normal work to use all the means against you; otherwise it is dereliction of their duty.

Therefore, I must not only remind your politicians to be vigilant, but also remind all public figures in your society to be alert to the CCP's means of United Front and its deceptive propaganda overseas. Media people, scholars and various community organizations are all the objects for the CCP's spies to work against. The goal of this kind of work is to make people betray the interests of the people of their own country. In addition to moral self-discipline, the necessary policy and legal supervision is an important tool to resist the subversive infiltration of the Chinese Communist regime. I hope that you will take care of yourself, defend your democratic system, and protect world peace.

警惕中共对民主国家的渗透及其方式

尊敬的会议主席先生，尊敬的丹麦议会议员们，亲爱的朋友们，及来临的宾客们，

非常感谢你们邀请我今天在这里发表演讲。特别感谢Kenneth Berth议员。遗憾的是，我无法出行，因此必须委托黄慈萍女士发表演讲，代表我回答问题，并接受记者的采访。

关于中共对西方民主国家的渗透和间谍活动，现在议论很多。在我的观察来看，外界的议论还没有到位，没有看到的核心问题。中共对待民主国家的主要手段和目标，就是统战式的间谍活动和大外宣。其目的是彻底颠覆民主制度，实现共产主义的专制政治。

大家都很熟悉毛泽东时代的目标，用毛泽东的一句话概括，就是红遍全球。也就是在全世界范围内，推行共产主义，使用包括暴力革命在内的各种手段，颠覆所谓的资产阶级民主制度。这是中国共产党的终极目标。

很多被共产党收买或者欺骗的西方政客，包括更多不知是真天真还是假天真的学者们，以为邓小平时代改变了毛泽东的目标，不再坚持共产主义了。这本身就是共产党的欺骗宣传。邓小平只是改变了毛泽东的经济政策，他的政治立场和国际战略目标并没有改变，他用了一个西方人不太理解的韬光养晦来形容他的策略。意思是把自己的杀伤性的箭头隐藏起来，迷惑敌人，等到合适的时机才拿出来杀死对手。

现在的政客和学者，喜欢说习近平恢复了毛泽东的专制主义政策，这只是在为他们自己之前的错误说法辩解。实际上无论邓小平还是江泽民、胡锦涛的时代，实行共产党专政的国内政策，和渗透颠覆民主国家的对外政策，从来就没有改变。在中国共产党的媒体上，和中共的各种会议上始终都没有改变过。

现在突然说习近平改变了邓小平的政策，回到毛泽东时代，主要是说他露出了他的箭头，或者说露出了牙齿。也可以说因为他们的钱比过去多了，动作太大不容易掩饰，或者也不想掩饰了。而且由于贸易战的原因，西方的政客和媒体学者们也不好意思继续掩盖事实了。

因此公众才注意到共产党的渗透和收买，但是，其主要注意力还停留在收买技术和偷窃技术上，而没有注意到收买和改变西方的政治和基本价值体系，这才是中共政治间谍的主要任务。其统战和大外宣主要承担着这方面的工作。

中共在上台前的几十年艰苦斗争中，发展出统战的方法，并被他们自己列为三大法宝之一。这也是中国传统间谍战的一种策略。这种策略认为偷窃情报是低级工作，影响对方的舆论和决策才是高级工作，而且被认为是战胜对方的最有效手段。

在国共内战时期，中共渗透到国民党高级官员身边的亲信们，给国民党制造内部纠纷，错误决策，最终以绝对优势的兵力败给了共产党，丢掉了整个中国大陆。现在共产党也已经渗透到了西方主要领导们的身边甚至美国国会和白宫，制造了有利于共产党的外交政策。

在我来到西方国家之后，我多次向欧美政界尤其是几届美国总统发出警告，要警惕中共的政治渗透与商业贸易方面的侵略行径。遗憾的是，只是到了最近，随着突显出来的问题，西方媒体与政界才意识到养肥中共后的后果。

二十年前，中国的引诱与渗透能够使得美国国会在大多数美国选民反对的情况下，通过对中国有利，而对美国有害的法案，使中国顺利进入世界贸易组织。这就表现出中共的统战渗透工作十分可怕。现在美国人民和政治家几乎一致认为，不公平的中美贸易关系对美国有害。但即使在现在，贸易战总是不能顺利地解决，其渗透到白宫和国会，甚至美国总统身边的影响力，都是很好的证明。

这种影响力不仅仅是白宫、国会和总统身边。对西方学者和媒体的渗透，也是统战和大外宣的基本工作。中共在最困难的三十年代，就从这种对外宣传中得到了极大的好处。当时有几位美国记者，帮助共产党粉饰形象唱赞歌。这对国内舆论和国际舆论产生了非常大的影响。其中最著名的埃德加·斯诺，在中共执政后才逐渐看清了共产党的本质。欺骗宣传是共产党最成功的经验之一，毛泽东认为它超过了武装力量的作用。

现在的大外宣就是继承了中共做欺骗宣传的传统。现在的中共比过去更有钱了，过去只能收买和威胁个别的记者和学者，现在他们有能力买下整个的媒体和学校等学术机构。很多学者和媒体在公开的表达中说谎话，而在私下谈话中他们并不是不懂中国共产党。在目前形势下他们集体转变风向说一些真话，证明他们过去不是不懂而是假装天真。

威胁和收买等黑社会手段，是大外宣的辅助性手段。就在上个月习近平访问意大利期间，随行的中共官员曾多次威胁意大利记者的安全，要求她不得继续谈论中共的真相。很多西方驻中国的外交官乃至大使，甚至违背常识和职责，帮助共产党说假话。你能说这背后没有见不得人的交易吗？

收买的手段不仅仅限于金钱，性贿赂是中共传统的手段之一。最近传出的新闻，中共的统战机构利用暗娼妓院，渗透到了川普总统身边。从中可以看出其收买手段的深度和广度，甚至超过一般的黑社会。

中共驻你们丹麦的第一任大使，是中共情报系统最早的成员。就连他都无法容忍大使馆内专业特务的飞扬跋扈，和令人无法容忍的肮脏手段。不要以为中共只影响美国等大国，他们从来都是无孔不入，不会忽视你们丹麦在民主阵营内的地位。对你们使用所有的手段，是他们的正常工作，否则就是失职。

所以我不但要提醒你们的政治家们警惕，更要提醒你们社会的所有公众人物，警惕中共的统战手段和欺骗宣传。媒体人、学者们和各种社团组织，都是中共特务的工作对象。这种工作的目标，就是让大家出卖自己国家人民的利益。除了道德自律之外，必须的政策和法律监督，是抵制共产党颠覆渗透的重要工具。希望你们照顾好自己，以此也是捍卫你们的民主制度，保护世界和平。
