Has the Second Cold War Begun?

-- Wei Jingsheng

It has been some days since the US think tanks and the media talked about the second Cold War. Recently, it suddenly rises and become the main theme, and the number has increased dramatically. Some people think it is inevitable, and some people think it doesn't look like it. Most people are talking as if the previous Cold War with the Soviet Union was a model. I think some of them are arming for a past battle and they are missing the point.

Some scholars have seen that this cold war is different from the Soviet Union, so it is inferred that this is not a cold war. Didn't they think that a cold war could have different modes? To adopt different strategies under different circumstances and for later generations to receive lessons from their predecessors and adjust strategies and tactics, is this not quite normal?

What is the lesson of the Soviet Union’s failure in the Cold War? In addition to the general dissatisfaction caused by political oppression, economic development was slow and it was difficult to meet the growing material needs of the people. Eventually this led to the people’s uprising and the betrayal within the party, so the Communist Party lost the one-party dictatorship’s authority and institutions.

The second generation of the Communist Party, represented by Deng Xiaoping, after accepting this lesson, adopted a strategy that was economic development takes precedence over other hard principles. In the first stage, developing one’s own economy was the hard principle; in the second stage, the hard principle was to surpass the enemy's economy. This second phase involves destroying the enemy's economy and dividing the enemy's interior.

So Jiang Zemin and Zhu Rongji made great contributions to the CCP. They used the loopholes of the World Trade Organization, which accelerated the development of the Chinese economy and undermined the economic development of the United States and the West. Promoting the decline of the enemy is an effective way of cold war since ancient times. More than two thousand years ago, the Han Dynasty began to prevent the export of copper and iron, and followed by the later strategies include the tea and horse exchanges in the markets that weakened and divided to disintegrate the nomads at the periphery.

What was Jiang Zemin’s and Zhu Rongji’s strategy? It was to use the basic characteristics of Western capitalists, who would sell anyone in order to make money. They used cheap labor created by low human rights as bait to encourage the capitalists to move their businesses and investments to China. As Deng Xiaoping predicted: let them invest their money here, and they will have to listen to our commands.

So beginning more than 20 years ago, the Communist Party and the world’s capitalist class formed a new alliance. The scholarly boast about the natural love of the capitalist class for democracy has become a modern joke. In the United States, those boosting the Communist Party and helping it to force politicians to side with the CCP’s main force are no longer the Chinese Embassy, but the big American corporate lobbyists and politicians, including the Presidents of the United States.

The weakness of the American democratic system has been well utilized by the Chinese Communist Party (i.e. CCP). The excessive influence of money in politics is the main reason for the failure of democracy in this cold war. Under the CCP's successful strategy, many principled politicians have either concealed their own conscience or lost their qualifications to participate in politics. China’s human rights and democracy situation is no longer cause for concern by the international community and has entered a period of low tide. While the oppressive exploitation of the Communist Party has entered a period of high tide.  There has been a gradual erosion of Western democracy, which has caused global democracy to enter a period of retrogression.

The so-called Chinese model, that is, the market economy model under authoritarian political management, has become the envy of many third world countries. It has also become a development model that even many Western scholars admire. Whether freedom and democracy is better or an authoritarian dictatorship is better, has been an issue carefully discussed by unscrupulous scholars, which marks a deterioration of the ideological culture of all mankind.

Scholars have discussed this back and forth, and they forgot what the premise of their discussion was. What is the Cold War? Is only the cold war between the United States and the Soviet Union called the Cold War? The definition of Cold War, which is deliberately ignored by unscrupulous scholars, is actually very straightforward. To defeat one’s enemy without warfare, that is called the Cold War. In modern parlance, the concept of Cold War is the opposite of hot war.

The CCP and the politicians bought by the capitalists did not launch wars, nor did they use the so-called means of hot warfare like artillery, warships, etc., and yet they defeated their enemies. This was the cold war. Under the misguidance of unscrupulous scholars, Americans think that the Communist Party is not an enemy. What the Communist Party advertises to their members and the people every day is that American imperialism and democratic freedom are their enemies.

The most frightening thing is not that you have a powerful enemy, but that you don’t know you have an enemy.
