What activities did the
persons indicted by the FBI for participating in China’s
"Operation Fox Hunt" in the United States participate in? Court documents show that 8 people were
involved in surveillance, stalking and threatening activities. So who are the target persons of this
"Operation Fox Hunt"? Based on
the indictment of the Eastern District of New York and the information on the
website of the Central Commission for Discipline Inspection of China, this time
the former director of the Wuhan Development and Reform Commission Xu Jin and
his wife Liu Fang, who are on the INTERPOL’s "red
notice" list, were hunted down. So
why are INTERPOL "Red Notices" issued by China widely
questioned? Huang Ciping, executive
director of the Wei Jingsheng Foundation, disclosed astonishing inside
information. The CCP used the INTERPOL’s "Red Notices" to strike at political
dissidents. Wei Jingsheng, the
well-known human rights, freedom and democracy activist, was also on the
"Red Notice".
Huang Ciping also
mentioned that in addition to Wei Jingsheng, the chairman of the World Uyghur
Congress, Dolkun Isa, was on the INTERPOL "Red Notice" list for many
years, with the accusation of terrorism and murder. Three years ago when he went to the Italian
Senate to testify at a hearing, he was arrested in Rome. Fortunately, there was a big international
outcry, as well as the German government proceeding to rescue him due to his German
citizenship. As a matter of fact, more
than ten years ago, when Dolkun Isa applied for refugee status in Germany, he
encountered difficulties due to the accusations of “terrorism”. It was Mr. Wei
Jingsheng who wrote to the German government proving an affidavit that he was a
human rights activist that helped him to obtain residency status and become a
citizen in Germany.
During the interview,
Huang Ciping also talked about the series of exposures and protests Wei
Jingsheng conducted against INTERPOL after Meng Hongwei, the Deputy Minister of
Public Security of the Communist regime in China, became the INTERPOL president
in November 2016. There were a series of
damage controls including from the Chinese Communist’s
Central Commission for Discipline Inspection and INTERPOL. Among them, the Central Commission for
Discipline Inspection removed its links to INTERPOL and INTERPOL’s “Red Notice”
list names from China reduced from more than 400 to only 40 some, right before
the sensational exposure & protests Wei Jingsheng and others held against
INTERPOL allowing the CCP’s use of its Red Notices to
suppress dissidents at its headquarters in Lyon and other places. At Wei Jingsheng’s
press conference in Lyon and his lecture later, Wei talked about the hidden
history of INTERPOL being used by the Nazis with several INTERPOL presidents
being chiefs of the Gestapo. Wei
Jingsheng urged the public not to forget the history and not let INTERPOL be
used by the CCP, which is even more of an evil than the Nazis. Soon afterwards, INTERPOL removed the names
of the three Nazi leaders from the INTERPOL web page of its previous
presidents. Although these series of
actions are difficult to take and even self-inflicting, these results show that
we are doing the right thing. These
activities also laid the groundwork for Meng Hongwei's sudden arrest and
sentencing later.

“红通令” 打击异己，著名人权自由民主活动人士魏京生也在“红通令”名单上。
黄慈萍还谈到，除魏京生之外，世界维吾尔大会主席艾沙多里坤多年来也一直在国际刑警组织的“红通令”名单上，借口是恐怖组织与杀人罪，乃至3年前他去意大利参议院作证时，在罗马被逮捕。幸亏有公众的呼吁以及德国官方涉入，及时将有德国公民身份的他解救了出来。而十多年前，在多里坤申请德国的难民身份时，却因其“恐怖分子”的指控遇到困难，正是魏京生先生向德国政府写信证明帮助了他获得了居留身份并得以成为德国公民。
受采访时，黄慈萍还谈到2016年中共的公安部副部长孟宏伟担任国际刑警组织主席后他们进行的一系列抗议活动，及中纪委与国际刑警组织因此不得不采取的一系列回应。其中包括在轰动一时的魏京生等赴国际刑警组织里昂总部揭露抗议中共借用国际刑警组织打击异己启程时，中纪委将其有关国际刑警组织的网络链接撤除；国际刑警组织网页上中共的红通令名单从四百多名减少到四十多名，等等。在里昂的记者发布会及之后的讲座上，魏京生都谈到当年国际刑警组织被纳粹利用，其中多名主席系盖世太保头目的被隐藏的历史，并督促大众不要忘记历史，不要让国际刑警组织被更邪恶的中共所利用。之后不久，国际刑警组织就将其历届主席网页上的3个纳粹头目的名字给撤了下来。这一系列事情虽然艰难甚至受到报复，但都说明我们所做的是正确的，也给之后孟宏伟的突然逮捕与判刑埋下了伏笔。
