Is the Communist Party Qualified to Laugh at the Election in the USA?

The U.S. election is very fierce this time.   One week has passed since the polling day, yet the president is still not officially decided.  This delay is because the domestic and foreign policies of the United States are in a period of transformation that has not been seen for many years, and the disputes are very fierce.  The democratic politics of peaceful, rational and nonviolent resolution of political disputes does not rule out fierce struggle.  In contrast, the so-called dominant force governing a country in silence often has to be resolved by violent struggle in the end.  This is the fundamental difference between democracy and autocracy.

 

It is common sense that where there are people, there are different opinions.  There are roughly three different ways to resolve disputes of different opinions.  One is to reach a consensus through consultation and then implement it together.  This is the most ideal way.  The second is that although there is no agreement, the minority concedes to the majority, which is not ideal but very practical.  The third way is that agreement cannot be reached due to stubbornness, resulting in fighting each other, weakening or even canceling each other out.  This is the least ideal way.

 

The first method is too ideal.  It may be effective only for small scales, and may not even be effective in a small group such as a family.  As a result, patriarchy evolved, which once flourished in ancient times.  Patriarchy was for the head to decide.  As the size of a country gradually expands, its shortcomings become more and more obvious.  Therefore, the more than two thousand year history of ancient China was a process in which the highest decision-making was gradually restricted, or collective decision-making was gradually strengthened.

 

Any country with a standardized decision-making scope can form a dynasty with a long history.  Otherwise it is likely short-lived.  In fact, the number of short-lived dynasties is many times greater than the number of long-lived among the twenty-four histories in the official Chinese counts.  Even the long-lived dynasties eventually perished due to the alienation of the decision-making process and the inability to correct wrong decisions.  On a larger scale than families and small groups, decision-making errors are the biggest problem that would decide survival or death.  Although ancient China continued to weaken patriarchy, it did not finally get rid of the shell of patriarchy.  That's why people of insight in modern times initiated the study of Western democracy.

 

What is democracy?  It is that when a consensus cannot be reached, the final decision is decided by voting.  Another aspect of democracy is that everyone should not be stubborn and will support implementing the policy together once decisions are made.  Because of a reasonable and legal joint decision-making process, after the decisions are made, everyone can calmly implement these together.  Thus one reaches the true strength of a nation.

 

In the past 100 years, China has failed to learn from the West, in the way of trying to paint a tiger but ending up looking like a dog.  Instead of going back to the limited collective decision-making system of ancient China, China has learned the dictatorial patriarchy system as practiced in the West.  This kind of autocratic patriarchy of the Mongolian and European serf owners' type has caused disasters to China over the past century with everyone as witness.  In particular, the decision-making mistakes made by Mao Zedong and Xi Jinpings personal dictatorships have brought China the consequences of bringing the country and people to collapse.

 

In ancient times, it was difficult for a limited collective decision-making system to correct stupid and bossy emperors.  The Communist Party that now leads China does not even have limited collective decision-making.  When Mao Zedong died at the end of the 1970s, it was an opportunity to restore the limited collective decision-making system in China.  Now many people hope that Xi Jinpings health is in trouble.  The fact that the Hong Kong and Taiwan media continue to hype Jiang Zemin, Hu Jintao, and Xi Jinpings health problems, is a manifestation of this historical fluke mentality.

 

The death of Mao Zedong was an accident.  The bold decision of Hua Guofeng and others was the decisive factor that lead to great changes in China.  It is a pity that the characteristic of this last dynasty is that "no one is a brave man" at the decision-making level.  Even if Xi Jinping dies, Wang Jinping and Li Jinping will continue the dictatorship until it perishes.  If one has time to laugh at others for not being perfect, it is better for one to look in the mirror and face reality.

 

It is common for people to comment that this is not perfect and that is not perfect.  They are usually ridiculing themselves for being more imperfect, or, acting like the fox touting the crows singing in an effort to get that cheese from the crow's mouth.  Of course, taking this opportunity to flatter for personal gain is also human nature, which should not be surprising.

共产党有资格讥笑美国选举吗?

这次美国大选十分激烈,投票日过去了一个星期,谁是总统仍然悬而未决。这是因为美国的对内对外政策,都处于多年不见的转型期,争议非常激烈。而和平理性非暴力解决政治争议的民主政治,也不排除有激烈的斗争。相比较,所谓鸦雀无声的一统天下,最后往往不得不靠暴力斗争来解决,这是民主与专制的根本区别。

 

有人的地方就有不同意见,这是常识。怎样解决不同意见的争论,大致上有三种不同的方式。一种是通过协商达成一致,然后共同执行,这是最理想的方式。第二种就是虽然达不成一致,但是少数服从多数,是一种虽不很理想,但很实用的方式。第三种是达不成一致而又固执己见,各自为战,力量削弱甚至互相抵消,这是最不理想的方式。

 

第一种方式太理想,只有在小范围内可能有效,甚至在家庭这样的小范围内都不一定有效。于是就演化出家长制,在古代曾经盛极一时。家长制也叫做一言堂,当国家范围逐渐扩大后,它的缺陷就越来越明显了。所以中国古代两千多年的历史,就是最高决策逐渐受到限制,或者说集体决策逐渐强化的过程。

 

凡是决策范围规范化的国家,就能形成历史较长的朝代。否则就是长短不一的短命朝代。实际上短命朝代比二十四史的数量多出很多倍。即使长命的朝代,最后也灭亡在决策过程异化,无法纠正错误决策的问题上。比家庭和小团体更大的范围,决策错误是生死存亡的最大问题。中国古代虽然不断弱化家长制,但没有最终摆脱家长制的外壳。所以近代有识之士们才发起学习西方的民主制。

 

民主制是什么呢?就是在不能协商一致的情况下,退而求其次,用表决的方式决定最终的决策。民主制的另一个方面,就是大家都不要固执己见,决策后大家共同执行。由于有了合理合法的共同决策程序,决策后大家能够心平气和地共同执行,这样才是真正的举国之力。

 

中国最近一百年来,是学习西方不成,画虎不成反类犬。没有回到中国古代的有限集体决策制,反而学习了西方传来的独裁家长制。这种蒙古和欧洲农奴主的独裁家长制,给中国百年来造成的灾难,有目共睹。特别是毛泽东和习近平的个人独裁制造成的决策错误,给中国带来的后果,就是连累国家和人民走向崩溃。

 

在古代,有限的集体决策制很难纠正这种愚蠢加专横的皇帝。现在领导中国的共产党,连有限的集体决策都不存在了。七十年代末毛泽东死亡了,借此机会中国恢复了有限的集体决策制。现在很多人希望习近平的健康出问题,港台媒体不断炒作江、胡、习的健康出问题了,就是这种历史侥幸心理的表现。

 

毛泽东的死亡是个偶然事件,华国锋等人大胆决策才是导致中国大变局的决定性因素。遗憾的是末代王朝的特点就是决策层里已经“更无一人是男儿”。即使习近平死了,也会有王近平、李近平来继续独裁体制,直至灭亡。有功夫嘲笑别人的不够完美,不如照照镜子面对现实。

 

常见有人评点别人这个不够完美,那个不够完美。一般都是在为自己更不完美来解嘲,或者像狐狸吹捧乌鸦唱歌一样,是为了乌鸦嘴里的那块肉。当然,借此机会拍好马屁谋取个人利益,也是人之常情,见怪不怪。
