On November 17, 2020,
the Voice of America’s Window on the World program
broadcast an interview with Mr. Wei Jingsheng on Xi Jinping’s
article emphasizing the rule of law.
The article by Xi Jinping,
General Secretary of the Chinese Communist Party (CCP), emphasized the
importance of the rule of law in Chinese society. It was published on Monday in the 22nd issue
of the flagship magazine of the CCP, Qiushi Magazine. The article is a part of General Secretary Xi
Jinping's speech at the third meeting of the Central Committee for the Rule of
Law on February 5 this year. Xi Jinping
quoted the communiqué of the
Fourth Plenary Session of the Central Committee of the 19th CCP Congress last
year as saying that the rule of law is the basis for China to modernize its
governance system and capabilities. So,
what is the significance of Xi Jinping's public speech after more than nine
months? What is the concrete
manifestation of the comprehensive rule of law?
Voice of America interviewed Wei Jingsheng, chairman of the Overseas
Chinese Democracy Coalition, and listened to his interpretation.
During his interview
with Voice of America, Mr. Wei Jingsheng emphasized: The rule of law referred
to by the CCP is the rule of law used by ancient Chinese rulers to suppress the
common people. Taking the warning to Dr.
Li Wenliang in Wuhan as an example, it shows that the so-called rule of law by
the CCP is used to restrict the human rights of the Chinese and prevent them
from speaking. It is not a rule of law
that democratic systems give the people rights.
The so-called strengthening of the rule of law means strengthening the
restriction of the rights of the common Chinese.
Wei Jingsheng also
pointed out: The "blank spots in the legal system" mentioned by Xi
Jinping refers to the fact that, especially after the outbreak of the Wuhan
pneumonia, the CCP realized that its legal efficiency in suppressing the
Chinese was not so good, and many news items were revealed. The "conflict points" mentioned by
Xi Jinping mean that the Chinese resent the CCP's repression, so they resist,
and it is getting worse. The common
Chinese insist on the right to speak, and even go to court to sue the
authorities. This is the "point of
conflict."
Regarding what Xi
Jinping said, “We must take advantage of the trend and
follow it, firmly safeguarding the international order and international system
with the purposes and principles of the UN Charter as the core, and contribute
Chinese wisdom and Chinese solutions to the reform and construction of the
global governance system,” Wei Jingsheng pointed out
that this sentence did speak of the CCP’s ambition to
change international organizations, including the United Nations, and to
establish a new world order for the CCP.
For example, the CCP’s efforts in the UN Human
Rights Council are to change people’s concerns about
human rights and turn a blind eye to human rights violations in China.
Regarding the “Comprehensive Construction of a New Socialist Country and a
New Journey towards the Second Centenary Goal” road map
formulated for China by the CCP’s Central Committee,
including the establishment of China as ‘a prosperous,
powerful, democratic, culturally advanced and harmonious "modern"
socialist country’ by 2049, the 100th anniversary of
the founding of the People’s Republic of China, Wei
Jingsheng pointed out that all these laudatory goals are just the CCP's fooling
of the people. The CCP has been talking
about these for decades. It is
questionable whether the CCP can continue its dictatorship until 2049. And its so-called elections are also
false. For the Chinese to enjoy
democracy, they must first end the one-party dictatorship, while everything
else is related to democracy. Yet, when
China does not have a democratic system, the Chinese people do not even have
freedom of speech, safeguarding of human rights, and the right to choose. How can there be true "one person, one
vote democracy"? !
Regarding the U.S.
general election this year, Wei Jingsheng pointed out that a series of U.S.
policies are undergoing tremendous changes.
There is a debate about this change, which is reflected in this
election. When the debate is fierce, the
election becomes fierce. But the
American democratic system has more than 200 years of history and experience,
and it will come out of the woods. This
also shows that the American democratic system needs to be improved and
reformed. But this system has its
ability to improve and modify. Wei
Jingsheng believes that everyone will use their own wisdom and eventually there
will be a proper solution. After all,
although the democratic system has made many restrictions and controls on the
weaknesses of human nature, it is not perfect after all. Despite so, the democratic system of the USA
is still much better than the CCP's one-party dictatorship in China.

2020年11月17日，美国之音时事经纬节目，播出就习近平强调法治的文章对魏京生先生的专访。
中共总书记习近平的一篇强调法治在中国社会中重要性的文章，周一发表在中国共产党的旗舰杂志《求是杂志》第22期上。《求是杂志》这篇文章是习近平总书记今年2020年2月5日在中央全面依法治国委员会第三次会议上讲话的一部分。习近平援引去年第十九届中央委员会第四次全体会议的公报说，依法治国是中国实现其治理体系和能力现代化的基础。那么，习近平讲话时隔九个多月公开发表意义何在？全面依法治国的具体体现是什么？美国之音采访中国民主运动海外联席会议主席魏京生，听听他的解读。
在美国之音的采访中，魏京生先生强调：中共所说的法治是中国古代统治者用来压制老百姓的法治。以对武汉李文亮医生等的警告为例，说明中共所谓的法治是被用来限制人民的人权，不让人民说话，而非民主制度给予老百姓权利的法治。所谓加强法治是加强限制老百姓的权利。
魏京生还指出：习近平说的“法律制度的空白点”指的是尤其在武汉肺炎爆发后，中共意识到其压制人民的法律效率不是那么好，很多消息都透露出来了。而习近平所说的“冲突点”是指人民反感中共的镇压，因此反抗，且越演越烈。而老百姓坚持要求说话的权力，甚至上法院控告当局，这就是“冲突点”。
有关习近平所说的“要乘势而上、顺势而为，坚定维护以联合国宪章宗旨和原则为核心的国际秩序和国际体系，为全球治理体系改革和建设贡献中国智慧和中国方案。”魏京生指出那的确讲出了中共想改变包括联合国在内的一系列国际组织，建立中共新的的国际秩序的野心的图谋。比如中共在联合国人权理事会的努力就是改变人们对人权的关注，对中国的人权侵犯视若无睹。
关于中共中央为中国“全面建设社会主义新国家，迈向第二个百年目标的新旅程”制定的路线图，包括到2049年，即中华人民共和国成立一百周年之际，中国将建设一个繁荣，强大，民主，文化先进和和谐的“现代”社会主义国家，魏京生指出：这一切不过是中共忽悠人的说法，他们已经说了几十年。中共是否能否延续到2049年，是值得怀疑的；其所谓的选举也是假的。而人民要享受民主，首先必须结束一党专政，其它也都与民主有关。中国没有民主制度，中国人民连言论自由都没有，人身都没有保障，没有选择的权力，又怎么可能有真正的“一人一票的民主”？！
关于这次美国大选，魏京生指出目前美国的一系列政策正在巨大变化之中，对这个变化有争论，其中就反映在这次选举上。争论激烈，选举也就激烈。但美国的民主制度已有二百多年的历史与经验，会走出来。而这也说明美国的民主制度需要改善与改良。但这制度本事就有其改善与修正的能力，相信大家运用自己的智慧，最终会有妥善的解决。尽管民主制度对人性的弱点已经做了许多的限制和控制，但毕竟也并非尽善尽美。就是这样，它比中共的一党专制还是好太多了。
