FBI Wants Chinese Employee of American Technology Company for Providing Personal Information of the Participants of the Online Meetings in Observance of the June 4 Massacre in Beijing

The US Federal Bureau of Investigation (FBI) issued an arrest warrant on Friday (18th) to hunt down a Chinese software engineer working for a US technology company. The charge alleged that he was liaising with Chinese law enforcement and intelligence agencies on behalf of the company, and he cancelled at least 4 Zoom video conferences in observance of the June 4 Massacre in Beijing under the instructions of the Chinese government, and provided the Chinese government with user information including email and IP addresses. The Chinese government uses this information to intimidate and retaliate against participants and their families in China. (Reported by Ma Like/Huo Liangqiao)

The charge alleges that Xinjiang Jin, 39, worked as a software engineer. From January 2019 to November 2020, following the instructions of the Chinese government's intelligence and security department, Jin terminated the video conferences held in the United States this year observing the June 4 Massacre in Tiananmen Square and illegally transmitted personal data of the participants to Chinese law enforcement agencies.

The US Department of Justice charges did not directly name the US technology company involved. Reuters reported that the unnamed American communications company was Zoom.

Wang Dan, the initiator of the "Dialogue China" and a former student leader of the 1989 student movement, told this station that the FBI's actions once again proved the serious penetration of the Chinese intelligence system into the United States. He hopes that the US government will pay more attention about infiltration from China.

Wang Dan: The latest information has confirmed our long-standing suspicion of Zoom’s behavior . Our commemoration of the June 4th Massacre conducted via Zoom experienced much interference. Although Zoom denied that they were responsible, this FBI investigation proved that someone within their company did this. We also must pay attention regarding similar issues, that from the documents released by the FBI, the CCP is still monitoring people living in the United States, even those who are already American citizens or those who have green cards. This is actually a serious violation of US sovereignty, and the US government should hold it with great importance and make a strong response to strike back.

The FBI charge alleges that Jin Xinjiang was born in Hangzhou, Zhejiang, and is currently in mainland China. He is the counterpart liaison between the company involved and the Chinese law enforcement and intelligence departments. He and others interrupted at least 4 relevant meetings. The Chinese authorities used the information Jin offered to intimidate and retaliate against the participants of the video conferences about the June 4 Massacre on Tiananmen and their family members living in China.

The US Department of Justice stated that the company involved in the case is cooperating with the investigation department. Once the defendant is convicted, the maximum penalty is 10 years imprisonment. The FBI’s warrant calls on the public to provide information about the wanted person to the nearest US embassy or consulate.

Ms. Huang Ciping, the Secretary-General of the Overseas Chinese Democracy Coalition and the executive director of the Wei Jingsheng Foundation, introduced to this station that the Chinese Communist Party (CCP)’s penetration of overseas social communication platforms is long-term, especially as the current epidemic is raging and various meetings rely on online platforms. She found out that not only Zoom, but other online communication platforms in the USA also left traces of self-censorship blocking anti-communist online conferences.

Ciping Huang: In fact, these situations are not only with Zoom, but also with other companies. Indeed, Zoom is easy to use. But when we used Zoom to hold this kind of meeting, our friends encountered many problems, and the meetings were terminated somehow. On June 4th this year, we used Cisco’s software and Google, which was originally planned to be hosted by Li Jinjin and I. Yet, I was told that participants couldn't even hear me. That's why this time I studied several software options before we held the 16th Congress of the Overseas Chinese Democracy Coalition.

Our station reported in June this year that "Humanitarian China" in the United States also held a video meeting to commemorate June 4th through Zoom. Groups at the meeting including Tiananmen Mothers and Hong Kong Alliance in Support of Patriotic Democratic Movements of China spoke. But the accounts of some participants were closed afterwards. Zoom later admitted that the Chinese government had asked them to terminate 4 events that were commemorating the Tiananmen Massacre on June 4.

The founder and CEO of Zoom, Eric Yuan, is an immigrant from mainland China. Recently, the security issue of Zoom has also attracted widespread attention. Citizen Lab, a network research institution affiliated with the University of Toronto, issued a report in April warning Zoom for sending encrypted messages to China. Afterwards, Taiwan asked its government and schools to disable Zoom. The FBI had also issued warnings earlier regarding Zoom's privacy and security issues.

美國聯邦調查局（FBI）星期五（18日）發布通緝令，追緝一名服務於一間美國科技公司的中國籍軟件工程師。控罪指他代表該公司與中方執法與情報部門聯絡，在中國政府指示下取消最少4場六四Zoom視像會議，並向中方提供了包括電郵與IP地址等用戶資訊。而中方利用這些情報，對中國境內的與會者及家人進行恐嚇報復。（馬立克/霍亮喬報道）

控罪指，現年39歲的金鑫疆（Xinjiang Jin, 音譯）是一名軟體工程師。2019年1月至2020年11月期間，金根據中國政府情報及安全部門的指示，終止了今年在美國舉行的六四天安門視訊會議，並把與會者的個人資料非法傳送給中國的執法機關。

美國司法部的控罪中沒有直接點名涉事的美國科技公司名稱。路透社則報道，這間沒有點名的美國通訊公司就是Zoom。

前六四學運領袖「對話中國」發起人王丹向本台表示，FBI 的行動再次證明中國情報系統對美國的嚴重滲透。他希望，美國政府能更加重視來自中國的滲透。

王丹：最新披露的消息證實了我們長期以來對 Zoom 公司行為的懷疑，我們紀念六四的紀念活動，Zoom 公司，Zoom系統的干擾，雖然Zoom 公司否認他們做了，但是這次 FBI 調查，證明確實是他們內部公司員工有人這樣做。而且要重視一點，就是從 FBI 公布的文件看，中共對於生活在美國的，有些已經擁有美國公民權利的，或者綠卡權利的人，還在進行監控。這其實是對美國主權的嚴重侵犯，美國政府對此應該給予高度的重視和強而有力的回擊。

控罪指，金鑫疆出生在浙江杭州，目前人在中國大陸，是涉事公司與中方執法與情報部門的對口聯絡人，他與其他人中斷了至少4場有關會議。中國當局則利用了金供的信息，對生活在中國境內的六四天安門視訊會議與會者及其家庭成員進行恐嚇和報復。

美國司法部的聲明表示，涉案的公司與調查部門保持合作。被告一旦罪名成立，最高刑罰是10年監禁。FBI的通緝令則呼籲民眾向就近的美國大使館或領事館提供被通緝者的消息。

中國民主運動海外聯席會議、魏京生基金會執行主任黃慈萍女士向本台介紹，中共在海外社交通訊平台的滲透是長期的，特別是當下疫情肆虐，各種會議都要依賴網絡平台，她發現不光Zoom，有諸多的美國網絡通訊平台，也有自我審查阻斷反共網絡會議的跡象。

黃慈萍：事實上這一些情況不僅僅在 Zoom 這個公司，其實在其他公司也都出現。憑良心說 Zoom好用，Zoom 開這個會，朋友就碰到這樣的問題，它就莫名其妙斷掉了，那麼今年六四的時候，我用的是 Cisco和Google 的軟件，本來是我和李進進主持會議的，結果他們就把我掐到連聽都聽不到，這是為甚麼我這次開聯席會議我研究了好幾個軟件。

本台今年6月曾報道，美國的「人道中國」透過該Zoom舉行視像六四紀念，會上團體包括天安門母親及支聯會等團體發言，但有參與者帳戶之後遭關閉。Zoom事後承認中國政府曾要求他們終止6月4日在Zoom上舉辦的4場天安門紀念活動。

Zoom創辦人兼執行長袁征（Eric Yuan）是來自中國大陸的移民，而近來有關Zoom的安全性問題也引起廣泛關注。隸屬多倫多大學的網絡研究機構「公民實驗室」（Citizen Lab）在4月發表報告，警告Zoom向中國傳送加密訊息，其後台灣要求政府、學校停用Zoom，而美國聯邦調查局早前也對Zoom的隱私和安全問題發出了警告。
