[Reported by Yve of IPK Media on December 9] The 16th Congress of the Overseas Chinese Democracy Coalition started on December 7, 2020. Affected by the COVID-19 epidemic, this conference was held remotely via the Internet.

The conference was designed with guest speeches, introductions to organizations, introductions to participating media, work reviews, and special discussions, etc. The video meetings were held in three sessions, and Chairman Wei Jingsheng made an opening keynote speech.

The main theme of this conference was as follows: 2020 is a year of changes of the world. The overall situation is not good for the Chinese Communist Party (CCP), but the situation is more complicated. On one hand, the West did not lose hope for the CCP, which is different from the Soviet Union. On the other hand, the CCP’s penetration of the West far exceeds that of the Soviet Union, with CCP’s United Front strategies and economic integration being more effective than simple espionage. Our overseas democracy movement still needs to urge Western politicians to pay attention to human rights in China, and at the same time urge Western governments to put pressure on the CCP in all fronts, from trade wars to human rights.

The overseas democracy movement situation is also very complicated. There are spies that have been exposed and some that are still hidden, including a large number of informants who have been bought and persecuted by the CCP. These spies’ main task is not only to destroy the unity of the democratic movement, but has been transformed to include:

1) Driving the trend of public opinion in the Chinese circle, attacking and slandering the overseas democracy movement;

2) Spreading discouragement;

3) Provoking discord between different anti-communist organizations;

4) Provoking discord in relationships between the Chinese democracy movement and Western governments.

The CCP’s approach has already advanced with the times. Its 50 cents Internet Army has gradually reduced its cursing of people, while posing as anti-communists has become the main force on the Internet. At the same time, many anti-Communist activists were taken away by this wind, and in turn, they frantically attacked other democracy movement friends and organizations. We need to have a clear understanding of this, and not simply sneer in return. We need to be tolerant of those who are crazy and absolute. Let us wait some time for them become consciously sober.

Our goal is to promote the democratization of China and pay attention to human rights in China. As a foreign political group, it is most taboo to participate in the internal affairs of the countries where we are located. Therefore, it is necessary to constantly remind those friends who are hot-headed and over-behaving about this basic policy. Otherwise, it will seriously undermine our cooperation with Western political parties. The current work of the CCP’s senior agents is precisely to undermine our cooperation with democratic countries. This kind of cooperation has been our lever to promote human rights and democracy in China for many years. We hope that anti-Communist friends will not abandon their effort and fall into the trap of these agents. The above major policies were discussed in detail at the Internet conferences.

【本网记者伊夫12月9日报道】中国民主运动海外联席会议第16届大会于2020年12月7日举行，受疫情影响，本次大会以网络远程召开。

本次会议分别设计了来宾致辞、各组织介绍、参会媒体介绍、工作回顾、专题讨论等议程。联席会议分三次会议举行，魏京生主席做了开幕主旨发言。

本届联席会议主题如下：2020年是世界局势转变的一年。整体形势对中共不利，但情况比较复杂。西方并没有对中共失去希望，这和当年对待苏联不同。另一方面中共对西方的渗透远远超过当年的苏联，统战策略和经济融合，比简单的谍报工作更加有效。我们海外民运仍然需要推动西方政治关注中国人权，同时推动西方政府全面对中共施加压力，从贸易战到人权全面施压。

海外的民运形势也很复杂。有已经暴露的特务，也有仍然潜伏的特务，包括大量被中共收买和逼迫的线人。他们的主要任务已经不仅仅是破坏民运的团结，其主要任务已经转变为：

1）带动中文圈的舆论风向，攻击污蔑海外民运；

2）散布失望情绪；

3）挑拨不同反共组织的关系，

4）挑拨民运和西方政府的关系。

中共的手法早已与时俱进。骂人的五毛逐渐减少，冒充反共人士的五毛成为主力。同时也有很多反共人士被带了风向，反过来疯狂攻击其他民运朋友和组织。对此我们需要有清醒的认识，不要简单地反唇相讥。对那些比较疯狂绝对的自己人，要有容忍。等待时间让他们自觉清醒。

我们的目标是促进中国的民主化，关注中国的人权。作为外国人的政治团体，最忌讳参与所在国的内政。所以需要不断提醒那些头脑发热、行为过分的朋友这个基本政策。否则将严重破坏我们和西方各政党的合作。中共的高级五毛目前的工作，正是破坏我们和民主国家的合作。这种合作，多年来就是我们推动中国人权民主的杠杆。希望反共的朋友们不要自废武功，中了五毛的圈套。以上的大政方针，将在召开的网络联席会议上具体讨论。

会议将于12月13日闭幕，将选举产生新一届联席会议工作机构。更新消息，请关注本网后续报道。
