Statement of the 16th
Congress of the Overseas Chinese Democracy Coalition
December 13, 2020
The Overseas Chinese
Democracy Coalition held its 16th Congress from December 7 to December 12,
2020. This Congress was the first
Internet-based conference held in the past 23 years since the Coalition was
established. More than 40
representatives from all over the world signed up for the conference, and a
total of more than 30 people participated in 3 online video conferences. Discussion about the changes in the world and
the work of the coalition were conducted in the form of speeches and
writings. The congress ended on December
12. At the end of the 16th congress,
representatives elected Mr. Wei Jingsheng as the chairman of the Overseas
Chinese Democracy Coalition, Ms. Huang Ciping as the Secretary-General of the
Coalition, Dr. Liu Gang as the Deputy Secretary-General in charge of European
affairs of the Coalition, and Mr. Xiang Lin as the Deputy Secretary-General in
charge of Asia-Pacific affairs of the Coalition.
Participants agreed that
the current international situation led by the United States has undergone a
great reversal. The ugly face of the
Chinese Communist Party (CCP) and its aggressive wolf warrior diplomacy are
awakening the people and elites of all countries. The pro-CCP policy of appeasement has become
increasingly unpopular, while the anti-communist public opinion supporting
democracy and human rights has become stronger.
The policies of Western democracies have also continuously
improved. The main work of our
colleagues in the overseas democracy movement is still to promote and push the
other countries to apply the greatest pressure on the CCP, and to create space
for domestic resistance in China.
The colleagues attending
the 16th Congress also noticed that the people in Hong Kong, Tibet and
Xinjiang’s all ethnic groups are at the forefront of being oppressed and
resisting oppression. Sympathizing with
them and supporting their resistance movement is the most important work for
members of various organizations. We can
speak directly to express support. We
can expose the CCP’s atrocities in our host countries. We can also encourage the political and
academic circles of the countries we live in to formulate corresponding
policies and adopt strong measures to put greater pressure on the CCP. Thus we are able to provide actual support
and public opinion help to the Hong Kong, Tibet, and Xinjiang of different
ethnic groups.
The situation in the
coming up couple years will change more than in the past few years. In addition to the effective work in the
past, boycotting the Beijing Winter Olympics in 2022 is an important task for
us. We will follow the model of
boycotting the Beijing Olympics in 2008 and mobilize human rights
organizations, political elites and academic circles around the world to carry
out protest actions. At the same time,
we will also prevent politicians and media from supporting Beijing’s regime,
and support sports organizations in various countries to boycott the 2022
Winter Olympics in Beijing. This will
achieve better results than what we did in 2008.

中国民主运动海外联席会议第16届会议公告
中国民主运动海外联席会议于2020年12月7日到12月12日举行了第16届会议。这是联席会议成立23年来,首次举行的互联网形式的会议。来自世界各地的四十多位代表报名参加了会议,共三十多人参加了3次网上的视频会议,并以发言及书面的形式讨论了世界局势的变化以及联席会议的工作。会议于十二月十二日结束。会议选举了魏京生先生为中国民主运动海外联席会议主席,黄慈萍为联席会议秘书长,刘刚为联席会议主持欧洲事务的副秘书长,相林为联席会议主持亚太事务的副秘书长。
与会者一致认为:目前以美国为首的国际局势已经发生了很大的逆转。中国共产党的丑恶面目和咄咄逼人的战狼外交,正在促使各国人民和精英的觉醒。亲共产党的绥靖政策越来越不得人心,反共支持民主人权的舆论越来越强。西方民主国家的政策也在随之不断改进。我们海外民主运动同仁们的工作重点,仍然是推动和促进各国给予共产党最大的压力,为中国国内的反抗创造活动的空间。
与会的同仁们注意到:香港、西藏和新疆的各族人民,正处于被压迫和反抗压迫的最前线。同情他们的遭遇并支持他们的反抗运动,是各组织成员目前最重要的工作。可以直接发言表达支持,也可以揭发中共在这些地方的暴行,也可以推动所在国政界和学术界,制定相应政策,采取强力措施,给予中共更大的压力,形成对香港、西藏和新疆各族人民实际的支持和舆论的帮助。
明后年的局面将会比过去的几年有更大的变化。除了过去行之有效的工作之外,抵制2022年举行的北京冬奥会,是我们的一项重要的工作。我们将仿照2008年抵制北京奥运会的模式,动员全世界范围内的人权组织,政治精英和学术界开展抗议行动。同时还将阻止各国政要和媒体对北京的支持,支持各国体育组织抵制北京冬奥会。这将会取得比2008年更好的效果。
