People's most friendly evaluation of Xi Jinping's management of the economy is that of children playing house, doing things when he thought of them. The most recent one was that in an effort to alleviate the bad reviews of international public opinion, he suddenly came up with a whim to make carbon neutrality. While refusing to import high-quality coal from Australia for political retaliation, Xi followed the trend of carbon neutrality and forced China's domestic coal mines to reduce production. The result is the recent power shortage which forced limited use of electricity. This not only affected the Chinese people's electricity consumption, but also caused industrial shutdowns. The power supply for factories in major coastal provinces was shut down for five days per week, which severely hindered the industrial production.

Speaking of children playing house, it means that children don’t know that the world is hard and play with the expectation of the best result of their imagination. It’s not a problem for children to play, but serious matters happen if adults play like this. Xi Jinping is very good while infighting for power, and it is inevitable that he is mentally handicapped in other aspects. If you don’t know or understand, you can rely on the people who do understand. This is how many leaders in the world manage their countries and they manage it well. After all, no one is a generalist for everything.

But when Xi Jinping became the leader, he gradually became self-inflated to the degree that he really thought he knows everything, a God-gifted generalist. He also has so much suspicion, that he doesn't trust anyone, but only believes in the most flattering villains. So some villains touted him as a world leader, telling him he should catch up with the trend and start a green economy. The coal that bears the brunt of it has become a stumbling block for this world leader. The Communist regime ordered all major coal mines in China to limit production or even shut down, which created the recent energy crisis in China, to the degree that they have to turn off electricity and even be without coal for heating in the winter.

According to the analysis of all parties, there are three main reasons for this energy crisis. All these reasons are the guilty acts committed by the Chinese Communist Party (CCP) yet the average Chinese people have to bear the consequences.

The most important reason is due to the CCP’s half-way “economic reform”. The power plants are already responsible for their own profits and losses in the market economy, but the electricity price is still determined by a planned economy which is planned by the central government. The price of coal has risen, to the degree that it is causing power plants to lose four cents for every kilowatt-hour they generate. The more they generate, the more money they lose. Of course, the power generation companies that are responsible for their own finance are not willing to generate more power. Who would be fooled by the plan of the central government which is not responsible for making up the losses of power generation companies?

Why is the price of coal rising in China? On the one hand, Xi Jinping wants to retaliate against Australia politically, by not buying Australia's high-quality coal and other minor commodities. On the other hand, Xi wants to develop a fashionable green economy -- regardless of China's energy structure, he ordered coal mines to limit production and even be closed, claiming that carbon neutrality will be achieved and thus achieving his dream of becoming a world leader. This has caused coal, the main energy in China, to be squeezed on both sides, and under the laws of the market economy the coal price will naturally rise.

The above three reasons have caused Xi's playing house economy. Coal price has skyrocketed because the squeeze by his playing house. Electricity plants were squeezed by coal prices, and have to generate as little electricity as possible in order to reduce losses. As a result, the electricity power users had to cut off the power supply. It is said that in the most serious cases they do not have electricity six days per week, which means the factory is almost unable to start production. For some factories that did not want to stop production and not breach their contracts, they had to prepare their own generators to burn oil for power generation, which greatly increased the cost of electricity.

This is only the beginning, and a greater energy crisis will be in the coming winter. Heating has always been a big problem in winter in China. In the past few years, in response to international criticism, the CCP kicked in its own goal: coal is not allowed to be used for heating. While in the Chinese cities, they may rely on imported natural gas to reduce coal burning, what about the countryside that needs to burn some coal? The characteristic of an emperor’s dynasty politics is that when the boss wants it, the lower officials would overdo it to the degree of ridiculousness. The CCP is even worse than the emperors. When it gave the unreasonable order, all stoves that burned coal for heating were destroyed, which made the residents of rural areas and small cities suffer.

This time it is even more ridiculous. Even if you have a stove, you may not have coal to burn. The whole China is short of coal, and the CCP must guarantee industrial production and urban heating first. Are ordinary Chinese suffering from freezing cold? Is that a matter of concern to the CCP? Apart from verbally, when has the CCP been concerned about the lives of the Chinese people? Xi Jinping only cares about his rise to become a world leader, and even the CCP is nothing more than his tamed tool.

It’s not wrong to want to be a world leader. But it is dangerous if one doesn’t know how but pretends to be a world leader by playing house. I wrote to Chen Yun (Chen Yun was in charge of economy and was regarded as the second-most powerful person in China, after Deng Xiaoping, in 1980’s and 1990’s) in prison in the early 1980s to remind him that if the economy wants to develop, energy must be vigorously developed. Savings alone will definitely delay economic development. Afterwards, the CCP changed its strategy and introduced foreign capital to develop energy, thus it achieved a great development in the years followed. If one just plays house without even understand such a common sense, how can one not make mistakes? This is inevitable when a power schemer tries to govern the country.

人们对习近平管理经济最友好的评价，就是小孩子过家家，想起一道是一道。最近的一道，就是为了缓和国际舆论的恶评，居然突发奇想，要搞什么碳中和。一边为了政治报复拒绝了进口澳大利亚的优质煤，一边要赶时髦碳中和，强制中国国内煤矿减产。结果就是最近的拉闸限电。这既影响了民众的生活用电，也导致了工业停产。沿海大省工厂用电供二停五，严重阻碍了工业生产。

说起小孩子过家家，就是小孩子不知道世事艰苦，凭想象的最佳结果玩儿。小孩子玩不碍事，如果大人也这么玩就会玩出大事。习近平很善于权谋内斗，其它方面就难免弱智。不懂就靠懂的人拿主意，世界上很多领袖就是这么管理国家的--也管得不错，没有人是全才。

可小习当了头儿，就逐渐地膨胀了。真以为自己无所不懂，天纵奇才。还有就是疑心太重，对谁都不放心，只相信最会拍马屁的奸佞小人。于是有小人吹捧他是世界领袖了，应该赶上潮流也来一番绿色经济，首当其冲的煤炭就成了世界领袖的绊脚石。他们下令中国各大煤矿限产甚至关闭，制造了最近中国的能源危机，拉闸限电甚至冬季无煤取暖。

根据各方分析，这场能源危机的主要原因有三条，都是共产党自作孽不可活，反倒要老百姓承担后果。

最主要的一条就是共产党的半吊子经济改革。发电厂都已经市场经济自负盈亏了，电价却还是计划经济，由中央计划决定。煤炭价格升高了，导致电厂每发一度电就要亏损四分钱。发得多就亏得多，自负盈亏的发电企业当然就不愿意多发电。中央计划又不负责填补发电企业的亏损，谁是傻瓜呢？

为什么煤价升高呢？小习一方面要政治报复澳大利亚，不买澳大利亚的优质煤炭和其它一些次要商品。另一方面小习又要搞什么时髦的绿色经济，不顾中国的能源格局，下令煤矿限产关闭，声称哪年哪年就要碳中和，成就世界领袖梦。这就造成中国的主要能源煤炭受到两面挤压，市场经济规律下的煤价，自然就要升高。

以上的三条原因，就造成了小习的过家家经济。煤炭受到过家家式的两头挤压，价格暴涨；电厂受到煤价的挤压，为减少损失不得不尽量少发电。于是用电单位就不得不拉闸限电，据说还有最严重的居然是供一停六，工厂几乎就没法开工了。还有的企业为了不停产，不违约，只好自备发电机烧油发电，大大增加了用电成本。

这还只是刚刚开始，更大的能源危机还在马上就到来的冬季。取暖从来就是中国冬季的大问题。前几年为了应对国际批评，搞了一个大乌龙：不准烧煤取暖。你城市可以靠进口天然气减少烧煤，农村烧点煤碍你什么事呢？皇朝政治的特点就是上有所好，下必甚焉。中共比皇朝还甚，一声令下不讲理，所有烧煤取暖的炉子都被销毁，苦了农村和小城市的居民。

这次更厉害。你有炉子也不一定有煤烧。全国都缺煤，共产党肯定先保障工业生产和城市取暖。老百姓是否挨冻，那是党要关心的问题吗？党除了口头之外，什么时候关心过老百姓的冷暖呢？小习更是只关心他崛起当世界领袖，党也只不过是他的驯服工具而已。

想当世界领袖不是错，不懂装懂过家家就危险了。我八十年代初就在狱中写信提醒陈云，经济想要大发展就要大力开发能源，只靠节省肯定会耽误经济发展。之后中共改变策略，引进外资开发能源，才有了这些年的大发展。连这么点常识都不懂就瞎搞，怎么能不出错呢？这也是权谋家治国的必然吧。
