[NTD News, November 14, 2021, Beijing Time] On November 3, the Chinese National Nuclear Safety Administration announced a nuclear power plant operation incident. It said that an abnormality occurred in the "manual shutdown of the control loop" in Unit 1 reactor of the Tianwan Nuclear Power Plant, which caused the power supply of the control rod to be disconnected, triggering automatic reactor shutdown. On November 3, China’s National Nuclear Safety Administration announced a nuclear power plant operation incident. It is said that on October 19th, at the Tianwan Nuclear Power Plant in Lianyungang, Jiangsu, the manual shutdown control loop of Unit 1 was abnormal, which caused the power supply of the control rod to be disconnected and triggered an automatic shutdown of the reactor.

According to the official website of the National Nuclear Safety Administration, this is the fifth operation incident of the Tianwan Nuclear Power Plant this year. The first four occurred on August 27 with Tianwan Nuclear Power Plant Unit 6; July 8 with Tianwan Nuclear Power Plant Unit 5; May 12 with Tianwan Nuclear Power Plant Unit 6; and March 9 with Tianwan Nuclear Power Plant Unit 2. In addition, Tianwan Nuclear Power Plant has experienced a level 0 operation incident in 2020. From 2015 to 2016, there were two incidents of level 0 license operation. In 2008, a fire was caused by a transformer failure.

Although the official claim is that the operation incident this time was "in a safe state," it is strange that the incident on October 19th was revealed half a month late.

CGTN: "The Unit 2 of Tianwan Nuclear Power Plant is the first cooperation project between China and Russia."

The Tianwan Nuclear Power Plant is a Sino-Russian technical cooperation project with eight nuclear power units. Units 1 to 4 use Russian VVER-1000 nuclear power units. Units 5 and 6 adopted an improved M310+ model independently designed by China National Nuclear Corporation, and units 7 and 8 are planned to adopt Russia's advanced third-generation nuclear power unit VVER-1200. The CCP’s global publicity TV network CGTN stated in its program that the plant will become "the world's largest nuclear power plant" in the future.

In recent days, affected by a cold air current, most parts of northern China including Beijing were hit by heavy snowstorms, resulting in highway closures, cancellations and delays of flights and trains.

Huang Ciping, who once worked at the Institute of Atomic Energy in China, thinks that nuclear power generation will become the main development project of the Beijing authorities as the Mainland is facing a shortage of electricity due to a shortage of coal, especially now that winter has arrived while the shortage of electricity continues. The operational incidents of nuclear power plants in China also increased significantly in 2021.

HUANG Ciping, the former Chinese nuclear physics expert and an engineering consultant: "There is an electricity shortage all over China. In this case, the CCP will force the nuclear power plants to risk potential safety hazards to increase power production capacity to solve its power shortage problem."

On November 5, China's Nuclear Power News stated that China will build at least 150 new reactors in the next 15 years, and it will become the largest nuclear power generation country in the world.

HUANG Ciping said that she was terrified of this statement. Once the Beijing authorities issue its power generation projects and targets, with local governments beginning to rush for quick success and instant profits to reach these goals, the Chinese people are in even great danger just as in the past when they were striving to generate electricity from reservoir dams that led to the tragedy of floods.

HUANG Ciping: "It often happened in the past. Whether they want to make money or complete targets ordered by higher officials, they let the water in the reservoirs stay high, even past the warning line, as the energy the power stations generate is proportional to the height of the water. So it generates a lot of electricity. But meanwhile the water keeps coming down from upstream. When they wanted to discharge the flood, it was already too late, so the dam collapses by itself or even in some cases they had to sent troops to blow up the dams. When the dams collapsed, the people below died, like we already experienced in the 1970s."

HUANG Ciping thinks that if there is an accident from the nuclear power plants, it will be even more harmful than water power stations.

HUANG Ciping: "If there is an accident in nuclear power plants, its impact will be greater than the flood and last longer. And the worst thing is that the CCP always builds nuclear power plants in densely populated places, because it is convenient if they are nearby. However, if a nuclear disaster occurs, the more people will suffer and heavier the radiation they will receive.”

In addition, Huang Ciping also thinks that the Tianwan nuclear power plant uses Russia's obviously backward technology, as well as China’s own technology. Therefore, there are certain deficiencies in its technology of research and development.

11月3號，中共國家核安全局發布一項核電站運行事件。稱10月19號，江蘇連雲港田灣核電站，1號機組反應堆，手動停堆控制迴路出現異常，導致控制棒的供電電源斷開，觸發了反應堆自動停堆的運行事件。

根據國家核安全局官網顯示，這已是田灣核電站今年第五次發生運行事件。前四次分別發生在8月27日，田灣核電站6號機組；7月8日，田灣核電站5號機組；5月12日，田灣核電站6號機組；3月9日，田灣核電站的2號機組。此外，田灣核電站2020年發生過一次0級運行事件。2015-2016年，各發生過兩次0級執照運行事件。2008因變壓器故障，曾引發火災。

雖然官方稱這次運行事件「處於安全狀態」，但奇怪的是，10月19號的事卻晚了整整半個月才披露出來。

CGTN：「田灣核電站第二號機組，是中國和俄羅斯，第一個合作的項目。」

田灣核電站是中俄技術合作項目，有八台核電機組。1號至4號機組採用俄羅斯VVER-1000型核電機組。5、6號機組採用中核集團自主M310+改進機型，7、8號機組擬採用俄羅斯先進的VVER-1200三代核電機組。中共外宣環球電視網CGTN，在節目中稱，該站未來將成為「世界產出最大的核能廠」。

近日受寒流影響，包括北京在內的中國北方大部分地區遭遇大暴雪襲擊，導致高速公路關閉、航班和火車取消和延誤。

曾在中國原子能研究院工作的黃慈萍認為，大陸現在因煤炭緊缺，出現缺電危機，眼看就要入冬，但缺電仍在持續，因此核能發電將成為北京當局主要發展項目。核電站的運行事件，在2021年也明顯增多。

工程顧問原中國核物理專家黃慈萍：「整個中國境內有一個電荒，在這種情況下，它（中共）就會逼著這個核電站，冒著有安全隱患的可能，不睬不顧，繼續要求加大產電能力來解決電荒的問題。」

11月5號，中國核電網稱，未來15年中國將至少建造150座新反應堆，將成為世界上最大的核能發電國。

黃慈萍表示，她對於這個說法感到恐懼。一旦北京當局下達發電工程和發電指標，地方開始急功近利達到目標時，這會將百姓至於更加危險中，猶如當年力爭水壩發電，導致了洪災慘劇。

黃慈萍：「過去經常出現的，水電站他們為了掙錢也好，為了完成上級的指標也好，他們就把水庫的水放的高高的。已經過了警戒線了，它發電的能量，是跟水的高度是成正比的。那麼這樣它發電就發的很多。可同時上遊的水不斷下來，它想洩洪的時候就已經來不及了，要不呢就自然垮壩，有時候就炸壩，然後嘩一下大壩塌了，下面老百姓就死了，像七十年代的時候，我們就經歷過。」

黃慈萍認為，如果核發電出事，將比供水的危害更大。

黃慈萍：「如果核發電出了事故的話，它的影響比洪水還要長久，涉及面還要大。而且最糟糕的是，中共總是把核電站放在人口很密集的地方，因為近的話基建就很方便，但你如果發生核災難的話，那受害的老百姓人數也越多，受到的輻射也會越重」

此外，黃慈萍還認為，田灣核電站採用的是俄國明顯落後的技術，及自己的技術。因此在技術研發上也有一定的欠缺。
